ASEAN foreign ministers convened in Kuala Lumpur on 25 October 2025 to welcome Timor-Leste as the organisation’s 11th member. The meeting, chaired by Malaysian Foreign Minister Mohamad Hasan, also highlighted Thailand and Cambodia’s efforts to ease recent border tensions. Ministers reaffirmed ASEAN’s commitment to regional security, economic cooperation, and stability amid global uncertainties.

 

Timor-Leste’s admission marks a milestone for the bloc, the first new member in 26 years since Cambodia joined in 1999. Hasan described the inclusion of the region’s youngest democracy as strengthening ASEAN’s unity and capacity to tackle shared challenges. The summit underscored ASEAN’s appeal to international partners, citing recent Treaty of Amity and Cooperation accessions by Algeria, Uruguay and the upcoming inclusion of Finland.

 

Regional security concerns dominated discussions, including border disputes between member states, tensions in the South China Sea and the ongoing Myanmar crisis. Ministers highlighted the need for dialogue and peaceful resolution, noting that unresolved issues could worsen cross-border crime, refugee flows, and economic disruption. The meeting also expressed support for ending violence in Gaza, welcoming a ceasefire brokered by U.S. President Donald Trump.

 

Economic cooperation was emphasised through frameworks such as the Regional Comprehensive Economic Partnership (RCEP), aiming to stabilise trade and investment amid global competition. Hasan stressed the principle of ASEAN centrality, rooted in shared culture and history, as a guiding framework for navigating geopolitical turbulence.

 

The summit also coincides with U.S. President Donald Trump’s first ASEAN visit since 2017, signalling continued U.S. engagement in the region, reflecting ASEAN’s expanding diplomatic and economic partnerships.
