Nearly 70 teachers in Hà Tĩnh, Vietnam, face delays returning to their original schools after completing secondments in disadvantaged areas. This situation affects teacher rotation, intended to balance staffing and support education in remote regions.

Hà Tĩnh's rotation policy aims to transfer teachers from prosperous zones to underprivileged areas for a set period. Men and women serve three to six years in challenging environments, with a promised return to their initial posts. However, implementation gaps have left many educators, like Nguyễn Thị Cẩm Vân, unable to transfer back despite fulfilling their duties. Teachers endure long commutes with poor road conditions, feeling torn between dedication to students and personal commitments.

Art teacher Trần Thế Vinh, valued for his contributions, also remains in limbo, highlighting the stress of prolonged separation from family. Core staff awaiting reassignment are essential to maintaining high education standards in tough locations, according to Hà Linh Secondary School's vice principal, Nguyễn Đình Anh.

Over 68 teachers have completed their terms in remote areas but face an administrative backlog preventing their return. Phan Quốc Thanh of Phúc Trạch Commune notes delays linked to ongoing local government reorganisation, with new management guidelines not yet established. The province's education department is reviewing the situation to prevent disruption while balancing needs in disadvantaged zones.

Going forward, authorities plan to retain current staffing through the 2025-26 academic year to avoid immediate imbalances. A review of staffing needs is underway, with solutions expected from the Hà Tĩnh Department of Education and Training in collaboration with local entities. The department aims to secure both educational continuity and teachers' rights.
