Cambodia and Israel have finalised a framework to allow Cambodian workers to take up temporary jobs in Israel, marking a significant step in bilateral relations.

Labour and Vocational Training Minister Heng Sour met Israeli Ambassador Alona Fisher‑Kamm in Phnom Penh on Wednesday to accelerate the programme’s rollout. The agreement, signed last December, sets out a structured pathway for Cambodian workers to be recruited into Israel’s labour market under conditions designed to protect rights, safety and transparency.

“This agreement opens a new chapter in Cambodia‑Israel relations,” Heng Sour said, stressing that the initiative is ready for deployment. He added that Cambodia is committed to ensuring smooth implementation and suggested expanding cooperation into other sectors facing labour shortages.

Ambassador Fisher‑Kamm praised the technical teams from both sides for their work in finalising the deal. She expressed confidence that Cambodian workers would bring valuable skills to Israeli industries, strengthening economic ties between the two nations.

The framework requires close coordination between ministries to streamline recruitment and ensure compliance with international standards. Both governments emphasised that the scheme is not just about filling jobs but also about long‑term human resource development, benefiting both economies.

For Cambodia, the deal offers new opportunities for its workforce abroad, while Israel gains access to labour in industries struggling with shortages. By turning a formal agreement into a functioning system, the two countries hope to create a model of fair and transparent labour mobility.

The initiative reflects a broader trend in Southeast Asia, where governments are seeking structured overseas employment opportunities to boost incomes and skills. For Israel, it represents a chance to diversify its labour sources while reinforcing diplomatic ties in the region.
