Taxi to Rayong: 1700 baht. This is a suggested price only. The driver will probably ask for more. You could bargain for less. There's a bus from the airport bus terminal, the 9906. 124 baht. Every hour from 04:00 to 21:00. I don't know if every bus stops at Suvarnabhumi.

How long will taxi take from the airport?

from which part of the airport do i take the 9906 bus from?

if there really is a bus from the airport, i might opt for that since it sounds easier and cheaper.

you need to go to Ban Phe and not Rayong. I suggest you don't stuff around and just take a cab to Ekkamai bus station directly from the airport. Then get on a bus to Ban Phe/Koh Samet that will drop you directly at the boat pier for Samet. The last boat is at like 5 or 6pm though, so you need to be arriving in BKK in the morning to make the trip. its 3.5 hours from ekkamai to Ban Phe.

I just drove from Ban Phe to Bangkok/ Bangna yesterday by car ( Honda CR-V ). The ride took exactly 1.5 hours :o

those speedway and ozfarang above are misleading: no use at all to go first into Ekamai. It doubles the expense and time needed. Billp has it right-he knows transport stuff. As has been told here umpteen times-and what infodesk at airport will also tell you (forgotten that these old fashioned things still exist??) the buses leave from the BUS terminal (aka as transportation terminal)-get there by free white shuttle bus from both arrivals and departures. NO bus to Ban Phe-but to rayong and indeed about hourly-the fast motorway express from Mochit. change in rayong-ask or follow crowd.

But I ever more hesitate to take the time to write this: tipically anyone thanks-if at all, and then says they take the taxi after all. and noone seems ever be able to learn about options. so why bother?

not misleading at all. for simplicity sake taxi to ekkamai and bus directly to the boat station at Ban Phe is very easy.

I have been to Ko Samet while staying in Pattaya. We booked a package and took a van from Pattaya to the pier where you catch the ferry to Ko Samet.

From Swampy, I always take Bell bus from Swampy right to the Pattaya bus station. Cheap and easy, up to about 200 baht now I heard? I last did it in November 2008. From Pattaya, there are many ways to get to Pier where ferry leaves for Ko Samet. No doubt there is a bus, from Pattaya to there, but I do not know it. I believe there is a morning and an evening ferry from the pier to Ko Samet. I suggest you stop into any travel shop there in Pattaya and book a ride on a van, 5 or 6 people type that goes from Pattaya to the Pier. Can't be too much. Should be very very easy to arrange.
