alobar
Of all the alerts and warnings i've seen on TV and elsewhere, some less anecdotal than others, the most curious to me has been the number of people advising to be extra wary of Chiang Mai ex-pats. Is CM a larger repository of miscreant farangs or is this just idle spec? Is there something special about CM in this regard?
sceadugenga
That's pretty much the case; by pass CM and come straight up to Chiang Rai, where you will only find ex-patriots of the very highest standard.

Do a google on it, it's an alternative spelling of expatriate. Not as commonly used I'll admit though. Pedant.
