It is not illegal for everyone to sell alcohol. If you can afford a big hotel you are exempt.

The National Alcohol Policy Committee states that nobody is allowed to sell alcohol products on Magha Puja Day, Vesakha Puja Day, Asalha Puja Day and Buddhist Lent Day. However, alcohol can be sold in hotels so as not to affect the tourism industry negatively.
