If someone acts as guarantor for a visitor, who obtains a 3-month non-immigrant visa, and the visitor decides to go travelling within the country for the last few weeks, What are the responsibilities of the guarantor, if any?

I know of no case where a guarantor is needed to get a non-o visa.

There are those that are a family member of a person that is applying for a non-o. Or perhaps being sponsored to get one based upon doing volunteer work and such.

That's the circumstance I am looking at - volunteers who would come here, but then go travelling before the 3 months is up. I called them visitor because most would come for only for 2-3 weeks, and then continue travelling.

So, not getting into the whole work permit thing (which is next on the list), I am trying to work out what the responsibilities are... if they are only volunteering for 2-3 weeks out of 3 months. Is a guarantor responsible financially, as well as if any crimes are committed, for this person?

Just being the sponsor would not make you responsible for what they do when not working.

You cannot sponsor them as an individual though. It has to be done through a registered organization.
