inwardglee
I have invited my Ugandan girl-friend to Thailand, myself being here on a retirement visa. As Ugandan, she needed my invitation and guarantee including bank statement early this year to get an ED visa issued by Immigration Pattaya. Now she needs to leave the country like everybody else to renew the visa. However, we are getting conflicting information about which embassy she should opt for: the friendly Immigration officer at Pattaya told me she could go to Vientiane, the school however tells us that Penang is the right one, but not being certain. For her application, I will of course write an invitation letter again, and as we have one bank account for the two of us also on her name, she will be able to show considerable cash in Thailand. Will this be supportive? I am grateful for any hints and advice to my question.
ubonjoe
School is correct in saying that Vientiane will not do it. This says tourist visa but truly means any visa. http://vientiane.thaiembassy.org/docs/Restricted%20Countries%202013.pdf You will have contact Penang to find out whether they will do it or not. There is no info on their website.
Thai Visa Service
Correct, citizen from Uganda can not apply for any visa at The Royal Thai Embassy in Vientiane/Laos. If the Royal Consulate in Penang/Malaysia please check with The Royal Thai Embassy in Kuala Lumpur/Malaysia.
inwardglee
Thank you, that was helpful. I will check with the embassies in Phnom Penh and Kuala Lumpur.
ubonjoe
Even if KL says they will do a visa or her she will not be able get the ED visa for attending a language school. Penang will do one though.
inwardglee
Thank you, Ubon Joe! And so the Royal Thai Embassy in Phnom Penh also does not issue ED visas to Africans?
ubonjoe
KL will not do ED visa for anybody that is attending a language school. Penang is a possibility but it would need to be confirmed that they will do it for a Ugandan. Info for Phnom Penh indicates they may do them. But it can take up to 4 days to get the visa unless an agent is used. Uganda doe not appear on the list for tourist visa (ED visa page is blank) at PP. http://www.thaiembassy.org/phnompenh/th/services/1435/21868-Tourist.html Singapore is another choice. http://www.thaiembassy.sg/visa-matters-/-consular/visa-requirements/non-immigrant-visa-ed
inwardglee
If she were given the ED visa there, would she still need a return flight when re-entering Thailand again?

ubonjoe
If she were given the ED visa there, would she still need a return flight when re-entering Thailand again? There is no requirement to have a return or onward ticket for those that have a visa.
Thai Visa Service
Thank you, Ubon Joe! And so the Royal Thai Embassy in Phnom Penh also does not issue ED visas to Africans? Phnom Penh strictly no visa for African, except South African.
