If thief has half a brain would simply toss the GPS tracker into the nearest river and ride away on the cycle. But i maybe missing some part of this puzzle. Eg. tracker is so small thief never sees/finds it. or, tracker disguised as functional part of bike, or, all local thieves do not have even half a brain. Other choices possible.
