Public transportation to Samoeng

You could probably hitchhike for a pickup truck by holding up a willing to pay x baht to Samoeng sign.

Written in Thai of course.

There might be some mini van's that travel to resorts etc to get part/most of the way.

I can't recall seeing song thaews on the southern part of the loop.

Yes there are songteows which leave the Chang Puak bus station for Samoeng. I would guess that they're yellow but I'm not sure. The songteows leave Chang Puek once or twice a day and the trip takes a few hours (4?). Ask @ the Chang Puak station or ask the songteows drivers there.

Don't want to ride a scooter there? It's a beautiful ride.

Yes. You can catch a yellow songthaew to Samoeng at Chang Puak. I did it several times while teaching there. 60 baht as I recall. I have been told that you can also take one from Warorot Market, altho I have no experience with that.
