PHUKET: -- Police Commander Gen Somyot Poompanmoung was in Phuket recently to underline his strategy for reform, and priorities for local law enforcement.

Chairing a meeting by the Region 8 police command on February 7 at the Royal Phuket City Hotel, Police Cmdr Gen Somyot revealed, “There will be a seminar to brainstorm and exchange ideas about the means to reform the police organization. I will invite police representatives from across Thailand to join this seminar, which will take place at the Royal Police Cadet Academy (RPCA) on February 10 in Nakon Pathom.”

“Deputy commander Pol Lt Gen Pongsapat Pongcharoen will chair this event. After that we will summarize our concepts and pass it on to the Prime Minister for consideration,” he added.

Pol Gen Somyot went on to outline his policy priorities for police in Region 8.

These include: Security and safety for citizen and tourists; Human trafficking; Prevention and suppression of transnational crime and terrorism and Preparation for the Asean Economic Community integration.

Gen Somyot also provided some details about the Police Region 8 Command Office in Phuket, located at Tha Chat Chai Checkpoint.

“There will be some officers transferred to work there on July 1, and behind the building, we will establish a training centre for police. Also, Sakoo Police Station will be set up to look after the area in Phuket International Airport.”

The reform process has to be lead from OUTSIDE the police. The Thai police cannot under any circumstances be trusted to carry out the reforms themselves. It will never work and the people will lose confidence in the new government. The police needs to undergo a total change, including the personnel. The Thai police is a failure and should be reformed from top to bottom.

Why?

Isn't the NRC working on a reform that would DECENTRALIZE police at the local level? That would mean city authorities would have the power and responsibility for local law enforcement, not the national police. This disjunctive behavior with and within the Junta government seems endemic.
