It is not unusual for assorted lowlifes and miss fits to hide behind robes in Thailand for personal gain. The idea is remain anonymous, and off any documentation...also perhaps to get a "mentor". Walking around with sticks in a drunken stupor is certainly not going to keep you "off the radar". Sean Penn and Rober DeNiro were no angels in that movie "We're no Angels"....portraying the advantages of donning religious robes to escape detection. The russian was not quite as good at it. Years ago the government used to come down on this pretty heavy, but there seem to be "monk scams" going on now all the time, particularly with these so-called Vietnamese "monks" collecting donations. There is actually a section in the penal code regarding pretending to be a Buddhist monk, and they used to use it with force 20 years ago.
