Getting Thai tourist visa in EU country for non-EU resident ?

I'm planning to visit Europe and Thailand this year, and considering applying for tourist visa while I'm in Europe as I want to fly directly from Europe to Thailand.

Questions:

1) Can I apply for Thai tourist visa in a EU country although I'm not a resident in that country?

2) I heard that in some countries you can get "triple tourist visa." Does anyone know which countries?

3) In addition to my passport and photos, what kind of documents do I need to apply for double or triple tourist visa in a EU country (bank statement? air tickets?)

1. Most will do a visa for non residents.

2. It is possible to a get a 3 entry tourist visas at some embassies and consulates.

3. What will be required will vary from location to location.
