They are useless, as all forces in France have been since the Romans crushed the Gauls. But they are absolutely top notch against students and families who happen to be in wrong place. May hopefully be insufficient by itself but it looked like the sort of stuff that sets off other stuff. The lawyers are already going through the laws, waiting for fans, hotels, big and small businesses, etc, to claim money back from whomever decides that a few can ruin it for so many. There is no such thing as a sports governing body with any guts, as the vast majority are corrupt, and base their decisions upon whomever apply the hardest economically pressure.
