Why not have ATMs usefully located in the airport? The "undesireables" likely won't have the funds available there, either.It pretty much is just airports. The Padang Besar incident was July 14, 2014. Someone accidentally linked it again thinking it was July 2017, then news media mistakenly inserted it into their articles, the Independent did:
"It has been reported that immigration officials at Padang Besar were pulling tourist visa holders aside on Friday 14 July, taking anyone who could not show they had 20,000 baht in cash away for questioning."

If they don't ask for that cash when you apply (usually they don't), and then they give you the visa, one should rightly assume ok I'm fine now, I won't be pulled aside at the airport and not allowed to go to an ATM machine 10 metres away....
I don't know why this is so hard to understand. How can you possibly defend the willy nilly granting of visas at consulates, then that airport treatment. If it was your child on a gap year you'd be livid, first the consulate just takes their money for the visa, doesn't ask to see money or give any warning that it might be asked for at the airport, so the tourist doesn't withdraw it, then they're thrown into a detention cell potentially for up to 24 hours, paying for the privilege, plus the cost of a last minute flight, and now have a denied entry stamp that screws up their travel plans.
This is happening to tourists who've only been in the Kingdom a year, and has happened to people who did have the 20k too. Nothing on Google about that as thaivisa omitted that fact from their article, so it's also missing from the article about this in the Nation and the Independent.
To know the whole story one has to spend hours on thaivisa but if anyone is reading this, it might not matter whether you have the 20k or not. Best strategy right now is to use the Vientiane land border if you have approximately a year or more of consecutive Thailand visa history in your passport.

The issues in this thread don't happen to foreigners on retirement or with work permits. Once a tourist visa is granted Thais aren't then told to present X amount of cash on arrival without ATM access.

Because they can apply for a passport after a few years stay in my country, can work in any job category they like, same as locals, for extremely high salaries, buy land, vote, have first world facilities, rights, etc. More to the point all the questions are asked when applying for the visa so there are no last minute annoyances airside in the airport with no access allowed to an ATM, and a risk of being turned around and flown back home just because you don't have a certain amount of physical cash on your person.

It does actually say ไม่มีเงิน 'didn't have money' on a friend's denied entry stamp, when this happened to him.

Haven't read the thread yet I'm sure this got said already but - there are no set rules on length of stay with tourist visas. Can you quote any set limits on tourist visa issue, or use? No. They can stay for as long as consulates keep issuing them visas (which for many has been decades) as long as they aren't completely broke (<20k baht cash in possession per trip) or employed in some physical capacity that takes jobs from locals without a permit.

I dont go to cafes no nomads I know do, you must be looking at backpackers on laptops and assuming they are something else. How could you possibly know if they live here or are just checking their emails

Those countries are different to Thailand they often allow a simple route to citizenship, unrestricted employment in any field, first world facilities, ability to buy land etc. False equivalency, should compare to the rest of SE Asia

Because somehow you fail to realize it isn't about the money but the silliness of having to show it airside in the airport where there are no ATMs.

Try some of the tricks some of them pull and you may not even get on the aeroplanes if going to the USA

This is a recent uptick in airport immigration issues affecting unmarried under 50s.

Search 'bkk airport immigration fast track', for $30 you can have a rep meet you as you get off the plane, whatever class you flew in, then they take you through the fast lane.

Reality is anyone reading that one line in the huge immigration act will conclude that it means no completely bankrupt people with no access to funds at all to support their stay.
There should be more mention of the exact 20k baht requirement and the fact you won't be allowed to use an ATM. Sure one poster above has gone on Google images and found some outdated sign from over a decade ago... but the best location to tell people would be when they apply for visas at consulates, on the paperwork.
Besides there are many reports of people still being denied with 20k + on their person.

Which says nothing about 20k baht in cash... just 'no money', everyone has some money on them, OP had 8000 baht, ATM cards to withdraw more, etc.

Ironically you sound like a child here. And are being totally disinhonest, there is in fact little to no information online anywhere about needing 20k baht cash at the airport, outside of Thaivisa.com. Only some info about it being a technical requirement to get a tourist visa at a consulate.
