    I've come to believe that it actually is a "cultural " thing. in as much as, if it's not "sanook" then there's a genuine reluctance to comply or stubbornness not to . This seems to apply to safety measures in general. but especially on the roads.

    Correct there should be.

    Sometimes, however it is not only native people that employ illegals. I know of several legit Thai owned businesses in UK who employ Thai staff who's visas don't permit employment.

    I know how it works. I question why.

    The charges should not reflect the medical report. The charges should reflect the action, in this case endangering life by running the red light at a pedestrian crossing. The sentencing, however. might then reflect the consequences of the action etc.

    What is clear is that the SUV entered the junction without being prepared to stop or yield for anything.... 

     

    It could have been a kid on a scooter, a pedestrian, a cyclist, a motorcyclist, a samlor, someone pushing a cart, another car.... a person on a mobility scooter.... It doesn't matter what it is.... IF there is something already in the junction the vehicle approaching (from the same direction as the SUV) has to stop. 

     

     

    I truly hope you do not drive....

    Thankyou, this clearly explains the situation now. I guess the SUV driver was your usual chancer for whom giving way would be a last resort. Assume the sedan was actually turning right which would still be a contributary factor in possibly shielding the slow moving trike from view.

    OK, for the benefit of the confused........

    the grey sedan is either parked on or pulling out from the wrong side of the road and would have obstructed the view of the driver possibly to the extent that he didn't see the trike coming.
