I had the same problem with OTPs from another country, and the AIS support was just useless. It has never been resolved, and I ended up changing the OTP number to a SIM card from abroad.

free? do you think the Pharma companies gave it for free? It was paid by the Thai government, from tax money that could have been spent on something else, wake up. I am sure this is impossible. No license = insurance is void. If the insurance is not attached to a specific person, then any person can ride it and be covered IF AND ONLY IF they have a valid driving license. Period.
