14 days quarantine is about $1000; plus another $150 for covid insurance. How much does that come to for 100,000 tourist ? Try around 3,500,000,000 baht. Oh, that doesn't account for the cost to the tourist for air and a covid test before flying. I won't mention the aggravation involved in obtaining a COE. Other than a love interest why would any tourist visit Thailand with the current restrictions, costs, hoops and red tape involved?

Rubber bullets aimed at the eyes (face-head) are still designed to maim and blind. I'm sure the police know the dangers of rubber bullets aimed at the heads of demonstrators.
