Number of deaths per population is the more accurate as the health system, as said before, is providing good care and reducing deaths whilst the baseline figure of total population is a constant and provides a valid comparison. 

Sounds like someone was told to find some figures to justify his claims.

The US is only 18th in the world for testing per population which is how it is actually calculated , so he was wrong about that as he is about everything related to the Corona Virus and deaths mean nothing to a Psychopath like Donald .
