Well, looking at the french population pyramid, in about 20 years there will be two tax payers for every retired person. If they do not raise it further then the tax on the workers will simply not be enough to fund pensions unless tax is raised to cover it. Based on UK pensions of say £200 a week, it would mean .the taxman taking near 20% of your 'average' wage merely to cover old people's pensions.
