If you're not registered to pay tax, and don't have a Thai tax number, you don't pay. It's as simple as that. There's far too much scaremongering going on! Check back in ten years and absolutely nothing will have changed - they're not out to fleece elderly expats living here on foreign pensions - or those with Thai families.

The website for the Penang immigration office also says ME 'Non O' visas are no-longer available, so that kind of hints they're not available at any office... Unless anyone knows to the contrary

UK State pension frozen when residing in Thailand
Every petition for the past three decades I've lived in Thailand for has been rejected by the UK government. Regardless of who's in power at the time, the same 'canned' replies are made: "we will update pensions where there is a legal requirement to do so". The whole process of complaing is utterly pointless - and will never, ever, EVER change.
