  1. Probably many different reasons just  like for other nationalities.

Chinese and Russians who have funds they can move outside of their country are buying property in many countries for the simple reason of not keeping all eggs in one basket, esp not in their home country where one day all they have could be taken away. Even if property value here goes down it is still better than loosing everything.

And as someone who has lived in China for well over a decade, easy to understand they move to thailand if they can arrange their life here in a way that it works for them

Northern states of Malaysia ( Kelantan, Terengganu, Kedah and Perlis ) were in the past vassal states of Siam ( now Thailand ). Thailand relinquished its claims to the northern states in the Anglo-Siamese Treaty of 1909.

Territory was not "lost" but willingly transferred.

... Probably all would be better off if they would have transferred all the areas where Malays/Muslims were dominant. End result of not doing it along ethnic/religious lines are well visible thwree (as well as in many other places elsewhere too)

I have read numerous times that they have been arrested. So why do they are still there every night harassing people?  Isn't police and Thai people ashamed that foreign scammers are working openly in public space?

    Thai police ashamed???

7000 baht per small bottle of hair loss medicine (water?) can make miracles.

A friend needs oil change to her car. Is there certain garage chain w low prices? Or where to go?

I could do it too if I buy tools and filter but but where to dispose the oil? She didn't know.

If you want to minimise your cost, order oil and filter from lazada, and go to any of the many small car fix shops have it changed. I've paid 300 baht for the change job in Pattaya.

I even have tools for the job but not worth the 300 in the heat

Where did they say winter was cancelled?

".........delayed announcing the start of winter due to unusual weather conditions throughout the country. The department expected winter to begin on October 29."

    Never mind.

Let's just conclude that it makes perfect sense to officially announce winter season starting based on whatever calendar, without looking out the window nor at the weather forecasts that say water is expected to come pouring down and temperatures remain high - and take back couple of days later after noticing no winter in sight. In the meantime ngos and social authorities happy having been woken up from their summer sleep, running to distribute winter gear while sweating in sun and wet from rain.

No. The declaration of winter alerts NGO's and other social agencies to be prepared for warm clothing and bedding distribution. Localities prone to cold weather are visited by charities donating both.

The coldest temperature I experienced was 4 degrees, that would have been January 2016. To be fair I was a guest of a Karien hill tribe family on a mountain top. Around the same time a cold snap hammered Chiang Mai, that was worse as the provision of warm clothing etc didn't stretch into the urban areas. I, and several others, bought blankets for locals. I can't remember if that was 2016 or 17, what did stand out was the number of farang pensioners who were suffering due to the extreme cold.

Blankets and warm clothes are always welcome, warm shoes a very welcome bonus, especially for kids. There's nothing sadder than seeing youngsters shivering while wearing flip flops. So if any of you are looking to make a charity donation this winter, go into the second hand shoe shops first and buy up all the training shoes ( sneakers ) etc you can find. Brand new if you like.

Why do I say second hand? A certain coterie of hill tribe people are not above receiving the warm clothing etc then selling it on. Cruel? Comical? or poverty needs/must?

Whatever. But you'd be surprised at the social structures that kick into place during cold weather snaps.

I understand public announcements and warnings of cold weather periods. But that has little if anything to do with 'official winter season', especially a canceled one.
