Diver's in the beginning, in his 30's, was a legendary figure, and highly regarded as a visionary as catering to the expat few, and rescuing potential drowners on Kamala beach from his shack in year 1990 etc, where he has allowed to be, as his wife Pranee was as I understand, a Kamala Chief's daughter local. The only shack on that beach. Nothing else then.
He reluctantly moved to that crappy shed in Surin and etc. thereafter. He saved several lives on each beach where he operated . Ask him.

Heaven, hardly my friend. Well where to begin. There is virtually nothing apart from the main drag and the remains of the beach. The corporates have taken over the crappyness of the top end of beach and polluted it (what have the locals said?). It's just a bunch of beer bar worthies and and a racetrack through the middle.
Bejeesus I miss Ran's bar (the Bank on that turn in the old village), and Diver's, and the water buffalos at sunset. It is sheete now.

Don't go to Kamala unless you like to sit and watch expats drinking all day and enjoy a variety of 7/11s. Used to be a nice beach 30 years ago though, when Diver's was the only shack on that beach.

For accommodation, if you want a hotel, contact hotels directly and ask for a weekly or monthly rate. Correct. But the middle (Laguna/Cherngtalay) and north (Layan) parts only. Better beach and facilities. The bottom end (Bangtao) is touristy and mostly shut.

Laguna area or around the fringes, i.e. Cherngtalay. Good range of cheap accommodation, plenty of bars and variety of restaurants open, popular with Expats, 2 big supermarts and other local shops, Boat Avenue, Porto de Phuket (Central), golf, good beach, blue tree water park etc. No brainer.

So seems to be not impossible not to stay in a hotel designated by the gov.
The quarantine of 15 days must be in an approved hotel or medical facility, not an owned or rented property. That's clear in the announcement

You dont have to be the owner, you can basically quarantine where you live

The evidence of residence is for after the quarantine period. you cant quarantine in your own home

Here are the basic published provisions approved today…
1. A foreigner who wishes to travel to stay for a long period (Long-stay travel) in Thailand.
2. A foreigner who has acknowledged they are willing to comply with Thailand’s public health measures in Thailand, and agree to conduct a state quarantine at an Alternative Local State Quarantine (ALSQ) for 14 days.
3. A foreigner who provides evidence of long-term residency in Thailand, including evidence of payment for the hotel accommodation or hospital accommodation that provides Alternative State Quarantine (ASQ) service in Thailand and at least one piece of the following evidence…
• Proof of payment for hotel accommodation or hospital accommodation after the state quarantine
• A copy of ownership of an apartment or condominium belonging to foreigners or family members of foreigners
• A copy of a rental license or deposit payment of the purchase of apartment, condominium, or house by foreigners in Thailand-

The Thai people know how to count and even the village chiefs know how to manage a penny wallet (from Bath).
The others who do not know how to manage, make credits and lose everything.
It is a reality that makes them regard foreigners as rich people because they do not visibly have the same standard of living (in addition to not having the same tastes on what seems important to them or not. ).
The point is that one crucial number is missing to understand the figures exposed: the duration.What?

Heaven? What does you mean Rim Hat? What "far more" is there outside the main drag - not much? Please list it out. A coffee shop? There's nothing of particular off the main raceway, and is aspiration to being Hat Rim walking street a thing for Kamala locals, or just you ? Is that what local residents want? Do you speak for Kamala? It is one of the most corrupt jurisdictions in Phuket.
I helped pulled bodies out of the lake and painted their school after the tsunami btw and got no thanks at the end of the day except more hands sticking out.
