I think the main difference is that in the south ‘foreigners’ are not the target, actually quite the opposite as if one were to be harmed it would be very detrimental to the insurgent groups from all angles.

Keep your distance from the security forces who are the real target and you will be fine. Its a nice part of the world with a real different cultural feel than the rest of the country.
