Sponsored by Grab, but it's open to other ride-hailing apps. If you read the post from CNX where the picture came from, it specifically says, in Thai, that it's for all ride-hailing apps.
As for the rest of it, you're talking about the past. Ride-hailing apps became legal in 2021 and the battles between Grab drivers and rod daeng and taxis in Chiang Mai pre-date COVID. -
Get away from the city and the main highways and there are various places to ride - for example, back areas of San Sai and Doi Saket and up towards Mae Kuang Dam are relatively safe for riding.

Easiest thing is to turn left after departure, and take an airport taxi--to most hotels in the city the fee is usually only 150 baht--if to a home, then can negotiate that.

Myanmar border is closed to foreigners. Your options are Chiang Khong or Chiang Saen, although Chiang Knong is the more popular of the two - least that's where the visa run companies travel to from Chiang Mai.

They don't enforce the current laws, such as burning bans and it being illegal to start fires in national parks, protected forests and wildlife reserves. Unless they're actually going to try to enforce the new act, the new Clean Air Act is less useful than toilet paper.

Airport taxi to Doi Saket should be a fixed price of around 400/450 baht. Cheaper alternative would be InDrive.

Nana bakery as others have said - multiple locations but long term, have you considered making it yourself? Bread makers are not expensive and easy to use - guaranteed you won't have issues if you bake it yourself.

Now go back in time to 2019 and see what it was like. It hasn't fully recovered yet from COVID. It used to be a lot worse. You're right though - the car park has helped.

The harder challenge would be traveling further than 1km in Chiang Mai and not finding a wet market - they're everywhere, including in the outer metro area.

No problems at the Mae Sai border - it has been closed since July.

The 45 days was a temporary measure to boost tourism. On the cards for the future, though, are 90 visa exempt entries - when is unknown but it's a policy proposal from the new PM. Could be early next year or it may never happen.
