Because luck is obtained from temples ,blessings and amulets.it's much easier to believe in mumbo jumbo if everyone else around you believes it too.Now try to explain the notion of "conflict of interest" .example : would a policeman collect a fine for a dead teenager from the parents for not having a licence or helmet - or would he be conflicted ?You could also point out that following rules takes love and respect.
