  1. Phang Nga coastal park feeling sea turtle eggs-iety

    The annual egg watch is underway at Khao Lampi-Hat Thai Mueang National Park in Phang Nga, where up to 85 leatherback turtle hatchlings are due to make their dash to the Andaman Sea on Friday and Saturday (January 17 and 18).

     

    Park officials and staff of the Surveillance and Monitoring Centre for Leatherback Turtles on Thursday gently moved 85 healthy eggs from a place on Hat Thai Mueang Beach where an adult female was seen nesting – the first spawning of the season – to another sandy locale near the park office.

     

    From there, the emerging babies will have quicker and safer access to the sea.

     

    They have to incubate just under the surface for 65 days, which puts their birthdays at the end of this week.

     

    Park official Nipon Srisamut said the sand above the eggs was being monitored round the clock. “When the sand where they’re embedded collapses, it means the baby turtles are climbing out of their shells.”

     

    With human involvement limited to taking photos and videos, the hatchlings will be allowed to claw their own way out of the hole and rely on natural instinct to find the direction to the sea.

    WASHINGTON (Reuters) - With tweets of solidarity in Farsi and technological tools to circumvent internet shutdowns, U.S. President Donald Trump might be close to exhausting his options to support Iranian protesters rising up against their rulers.

     

    U.S. officials say the administration needs to avoid any overtures that could draw accusations of foreign meddling - like direct financing - and increase the chances of a violent crackdown on the people it wants to support.

     

    The day after protests broke out in Tehran and other cities following Iran’s admission on Saturday after days of denials that it shot down a Ukrainian airliner, killing all 176 people aboard, Trump sent a tweet in Farsi aimed at Iran’s leaders: “DO NOT KILL YOUR PROTESTERS.” It was retweeted almost 80,000 times.

     

    U.S. officials said the intent of Trump’s tweet and other voices of support within the administration was to reinforce the message that Washington stands in solidarity with the Iranian people, while helping shine a light on the motivation of the protesters and let the Tehran government know “we are paying attention.”

     

    The demonstrators met a fierce police response in several places during four days of protests. In November, a crackdown on protests caused by fuel price hikes killed hundreds of people.

     

    The Ukraine International Airlines flight from Tehran to Kiev was downed by Iranian air defenses when the armed forces were on high alert for U.S. reprisals, hours after Iran launched missiles against U.S. targets in Iraq in retaliation for a U.S. drone strike that killed top Iranian commander Qassem Soleimani on Jan. 3. Most of those on board were Iranians or dual citizens.

    “We’re not looking for regime change or all-out war,” said one U.S. official, speaking on condition of anonymity. “We’re just telling you (that) you can’t have a nuclear weapon and don’t shoot protesters.”

     

    The United States has worked with technology companies to help create tools for the Iranian people to circumvent Tehran’s restrictions on the internet, said Brian Hook, U.S. special representative for Iran. During the November protests, tens of thousands of people used those tools to communicate, he added.

     

    “We’re going to continue to look for technology tools to help the Iranian people circumvent the regime censorship and internet shutdown,” Hook told Reuters when asked what tangible efforts Washington could offer to help protesters.

     

    PUNISHING SANCTIONS

     

    Some see hypocrisy in Trump’s show of concern.

     

    While the administration emphasizes that it stands by the Iranian people, heavy U.S. sanctions reimposed by Trump have hastened the economy’s deterioration and worsened economic conditions for ordinary Iranians, experts say.

     

    “His words carry almost no credibility with an Iranian public who saw him just now impose more sanctions,” said Aaron David Miller, senior fellow at the Carnegie Endowment for International Peace.

     

    “So if you ask me if Trump has a public relations strategy when it comes to supporting these protests, the answer is no. It’s all driven by his moods, his political needs and his desire to separate himself from his predecessor.”

     

    While the United States says its sanctions are laser-focused to hurt Iran’s leaders, many foreign banks and companies are deterred from doing business with the Islamic Republic, even for supplies of food and medicine, which are exempt from sanctions.

     

    Democrats say there is more the White House can do to send a message to the Iranian people, such as lifting the ban on travel by Iranians to the United States. Iran was included in a travel ban Trump launched early in his presidency aimed at stopping the export of what Washington calls state-sponsored terrorism.

    MELBOURNE (Reuters) - Australia’s peak tourism body estimated the country’s bushfire crisis has so far cost the industry almost A$1 billion ($690 million) and called for urgent help from the government to lure back visitors.

     

    Industry bosses were due to meet with Tourism Minister Simon Birmingham later on Thursday as storms and heavy rain brought some respite from months of fierce bushfires across Australia’s east coast.

     

    The fires, which have killed 29 people and razed bushland across an area the size of Bulgaria, have hit several coastal towns at the height of the profitable summer season.

     

    “People have basically stopped travel,” Simon Westaway, executive director of Australian Tourism Industry Council (ATIC), told Reuters. “And that’s absolutely understandable: human nature kicks in.”

     

    Even though recent cooler conditions have led some tourist destinations to reopen after they were evacuated because of the fires, people remain wary of visiting.

     

    Images of burnt-out towns, people huddled on beaches to escape huge flames, dead wildlife and thick smoke hanging over major cities have been beamed around the world.

     

    The qualifying rounds of Australian Open in Melbourne this week, the first tennis Grand Slam of the year, have been blighted by complaints from players about the pollution.

     

    “The imagery of the fires in the global marketplace is very bad for our country,” Westaway said. “We are worried about the contagion that may have.”

     

    Tourism accounts for more than 3% of Australia’s A$1.95 trillion economy, with 9 million foreigners visiting the country annually and domestic tourism growing.

     

    Accommodation booking cancellations in non-fire zones have reached upwards of 60%, while in fire-affected areas there were no tourists at all, Westaway said. Many destinations rely heavily on domestic tourism, as well as international visitors.

     

    This week’s wet weather brought some temporary respite for fire-hit areas, but also came with the warning of potential flash floods and lightning that could ignite new fires.

     

    Prime Minister Scott Morrison earlier this week welcomed a U.S. move to downgrade a travel warning and has stressed that Australia is open for business.

     

    Birmingham said he would seek firsthand feedback from tourism bosses at Thursday’s meeting and devise a strategy to reassure visitors that many tourism destinations are untainted by fires.

     

    Following are some highlights of what is happening in the bushfire crisis:

     

    ** The Australian Bureau of Meteorology provided some welcome news on Thursday with a new forecast that there is a 50% chance that the bulk of the country’s east will receive average rainfall from March 1 through May 30. Still, BOM warned that warned that follow-up rains will be needed to end a three-year drought.

     

    ** There were 85 fires burning across the state of New South Wales on Thursday, with 30 of them yet to be contained, while 19 fires were alight in Victoria, according to fire authorities.

     

    ** The rain has brought relief for a number of firefighters working across New South Wales state. “Although this rain won’t extinguish all fires, it will certainly go a long way toward containment,” state fire services said.

     

    ** Emergency responders in Victoria have dealt with nearly 600 cases of falling trees, flash flooding and other damage in since late Wednesday and warned of more risks from storms starting Monday.

     

    ** Canberra, Sydney and Melbourne ranked among the top 50 most polluted major cities worldwide on Thursday, according to AirVisual’s pollution ranking for major global cities, with winds set to bring more smoke to Melbourne over the weekend.

     

    ** The smoke haze that has plagued Australia’s major cities for weeks and has been tracked by NASA circumnavigating the globe.

     

    ** Australia’s conservative government has softened its rhetoric on climate change amid the crisis, acknowledging this week that changes are real and the country needs a strategy of “adaptation” and “resilience”.

     

    ** Australia’s Wollemi Pines, giant prehistoric trees that were thought to be extinct until 1994, were specially protected by firefighters as blazes swept through their secret location in a NSW national park.

  6. Frost at 1C: Chiang Mai catches a chill

    There’ve been chilly mornings in Chiang Mai since the weekend, with the temperature averaging 14-20 degrees Celsius and never rising beyond 36.

     

    At the lofty Kew Mae Pan Viewpoint on Doi Inthanon, though, the early-morning temperature last Sunday was a mere 1C.

     

    The result was a carpet of frost – the frozen dew known in the North as “mei kab”. 

     

    At the peak of the mountain it was a relatively balmy 5C.

     

    Doi Inthanon National Park chief Kritsiam Kongsri said plenty of sightseers were revelling in the experience.

     

    “We’re expecting a lot of campers and we hope they’ll make sure their cars are in good condition, because any breakdowns could cause traffic jams,” he said. 

     

    “They should also make sure they bring warm clothing – it’s been cold here for many days.”

  7. Temperature inversion traps dust in Bangkok and suburbs today

    Bangkok and its suburbs are experiencing one of the most polluted days today (Thursday) due to an unusually high accumulation of fine airborne dust being caused by stagnant air, producing a temperature inversion effect.

     

    Normally, air temperature decreases with an increase in altitude.  An inversion traps airborne pollution, such as dust and smoke, close to the ground.  An inversion can also suppress convection by acting as a “cap”.  If this cap is broken, for any of several reasons, convection of any moisture present can erupt into violent thunderstorms.

     

    According to the air flow simulation model of the Marine Meteorological Centre, at the Meteorological Department today, air circulation in and around Bangkok is minimal, causing fine dust particles to accumulate in the lower atmosphere, especially between noon and 11pm, when wind speed is forecast to be only 2-3 knots, which is too weak to disperse the dust.

     

    The Pollution Control Department reported this morning that only four areas were found to have excessive amount of PM2.5 dust.  They are Rama IV Road in Pathumwan district, Intharapitak Road and Tambon Hirunrujee in Thon Buri district and Tambon Plabpla in Wang Thong Lang district.

  8. BMTA told to embrace new rehab plan

    Transport Minister Saksayam Chidchob has instructed the Bangkok Mass Transit Authority (BMTA) to improve its business rehabilitation plan.

     

    He made the remark at a conference on Wednesday (January 15), saying that if the BMTA adopted the original plan approved by the Cabinet in 2019, it might lead to improvement in the short-term, but would eventually land the public transport agency back in losses again. 

     

    “The new business rehabilitation plan aimed to solve traffic congestion and air pollution, providing better service and lower fares,” he said.

     

    “We expected the BMTA borad to review the plan and submit it to the Ministry of Transport within February this year. It would take less than a month before the proposal is forwarded to the Cabinet”.

     

    BMTA Director Surachai Eamvachirasakul said the main objective of the new rehabilitation plan is that the authority will rent 3,000 buses instead of buying new vehicles and improving existing ones. 

     

    “The authority will pay the rental fees depending on actual running distance (baht/per kilometre) to reduce the cost of procurement and maintenance which is currently at a high level of approximately Bt50 per kilometre,” he said.

     

    “In addition, the authority will focus on renting air-conditioned buses driven by eco-friendly fuel, such as hybrid buses or buses that use electricity or natural gas. Also, we will collect fares in the form of daily tickets and monthly tickets with an unlimited number of trips, along with individual tickets to reduce the cost for passengers”.

     

    He said the new proposal will lower the investment by Bt11 billion from Bt27.21 billion under the orginal plan which called for Bt14.11 billion on buying and improving buses, Bt7.09 billion on rentals, and Bt6 billion for an early retirement project.

     

    “The new plan needs a total investment of just Bt16 billion, divided into Bt10 billion of government subsidies under Thailand International Public Sector Standard Management System and Outcomes (PSO), at Bt2 billion per year for five years, and Bt6 billion for an early retirement scheme,” he said.

     

    “Moreover, the authority will lower the number of routes from 269 to 104 routes because we found that more than 20-30 routes were overlapping”.

     

    He added that BMTA will invite affiliate bus service providers with licences to from a network, pricing fares equal to that of the BMTA at Bt30 throughout the day.

     

    “This guideline is not complusory, but we believed the affiliate bus service providers would cooperate with us,” he added. “If some of them did not agree, they can collect fare at the rate of Bt15-25 per trip. This may cause people to pay more, but it is up to them”.

     

    Meanwhile, Patthawadee Klomcharoon, an affiliate bus service operator and former president of the affiliate bus operator association, said that they are ready to support the new plan and ready to team up with the BMTA.

     

    “We will bring over 1,500 buses to provide services on 50 routes. We believe the guideline will generate revenue with low risk as we will only be responsible for the maintenance cost,” she said.

    BANGKOK (Reuters) - Thailand's economy likely grew by 2.4%-2.5% in October-December from the same period a year earlier, a government official said on Thursday, roughly the same pace as the third quarter.

     

    Exports have been hit by global trade tensions and a sharply stronger baht currency <THB=TH>.

     

    Southeast Asia's second-largest economy has lagged most regional peers for years. Annual growth in July-September was 2.4%, following 2.3% in the previous quarter, the weakest pace in nearly five years.

     

    Thailand is in the middle of an economic downturn that would last for another 12-18 months, Kobsak Pootrakool, secretary to council of economic ministers, told a conference.

     

    "I think for the fourth quarter, when it comes out, it will probably be 2.4%-2.5%," he said.

     

    Official gross domestic product (GDP) data for the final quarter of 2019 and the full year is due on Feb. 17.

     

    The central bank forecast 2019 economic growth at 2.5%, a five-year low, and 2.8% for this year.

    BANGKOK (Reuters) - Thailand's rice exports in 2020 are forecast to drop to their lowest in seven year, the country's rice exporters group said on Thursday, as the strong baht reduces the competitiveness against other shippers.

     

    Exports from Thailand, the world's second-biggest exporter of the commodity after India, are expected to drop to 7.5 million tonnes this year, the Thai Rice Exporters Association said. That would be the lowest volume since Thailand exported 6.6 million tonnes of rice in 2013.

     

    The grim forecast came after Thailand fell short of its initial 2019 target by exporting 7.8 million tonnes of rice last year.

     

    Thai rice export volumes have declined for two consecutive years since hitting a record 11.60 million tonnes in 2017.

     

    "We're being optimistic when we give the 7.5 million tonnes forecast," Chookiat Ophaswongse, honorary president of the exporters association, told Reuters.

     

    "This year looks worse than the last, because of even more apparent price differences."

     

    Thai benchmark 5% broken rice <RI-THBKN5-P1> prices have remained high well into 2020, after trading significantly higher than the Vietnamese variety throughout 2019 mainly because the baht rose in value relative to other currencies. Thai prices were about $75 a tonne higher than Vietnamese cargoes last week.

     

    The baht was Asia's strongest-performing currency in 2019, appreciating by nearly 9%. It is currently trading near the highest in more than six years. <THB=TH>

     

    Drought - which has been declared in 18 provinces in the central, northern and northeastern farming regions - also threatens to reduce supply in 2020, driving up local rice prices.

     

    Thailand's dry season started in November and usually lasts through April, although authorities said it could go on through June this year.

     

    Earlier this month, the U.S. Department of Agriculture estimated Thailand's total output this year at 18.5 million tonnes of milled rice, down 9% from last year.

     

    Last year, Thailand's commerce ministry gave a similar forecast for 2020 rice exports of 8 million tonnes.

    An urgent motion has been submitted to the House of Representatives, by a group of Palang Pracharat MPs, demanding the removal of Seri Ruam Thai party leader, Pol Gen Seripisut Temiyavet, from the House Anti-Corruption and Misconduct Committee.

     

    The motion was initiated by Mr. Paibul Nititawan, Mr. Sira Jejjakha and Mr. Sutha Prateep na Thalang and seconded by about 50 other MPs.

     

    Mr. Paibul, a member of the committee, said today that Seripisut, the committee chairman, again raised the issue, of Prime Minister Prayut Chan-o-cha’s failure to recite in full the oath during the swearing-in ceremony, for consideration at the committee’s meeting on Wednesday. This was in defiance of a majority resolution that the issue as it is beyond the committee’s authority.

     

    He accused Seripisut of abusing his authority in an effort to keep the issue alive, despite the fact that the Prime Minister had already been endorsed by His Majesty the King, adding that the Constitutional Court also has refused to consider the issue.

     

    “As such, Pol Gen Seripisut does not deserve to stay on as committee chairman or member,” said the Palang Pracharat MP.

     

    Citing the oath issue, Seripisut insists that the Government is illegitimate and he boycotted presentation of its policy statement and the debate on the budget bill.

     

    Palang Pracharat MP Sira, a member of the same committee, questioned why Seripisut receives an MP salary if, as he insists, the Government is illegal.

  16. Big C eyes Tesco's business in Thailand

    Retail operator Big C Supercenter is keen on acquiring Tesco Lotus's business in Thailand to bolster its position in the market, said president Aswin Techajareonvikul, adding that the company had already made an offer to Tesco.

     

    Tesco, one of the world's largest retailers, said last year that following inbound interest, it had commenced a review of the strategic options for its businesses in Thailand and Malaysia, including an evaluation of selling its interest in the two countries. 

     

    The evaluation of strategic options is still at an early stage, no decisions concerning the future of Tesco Thailand or Malaysia have been taken, and there can be no assurance that any transaction will be concluded, it said in a recent statement.

    PHUKET: A Phuket City Police officer shot dead a knife-wielding robber in Phuket Town early this morning after the robber attacked the officer, leaving him with a knife wound to his neck.

    PHUKET: A Phuket City Police officer shot dead a knife-wielding robber in Phuket Town early this morning after the robber attacked the officer, leaving him with a knife wound to his neck.

     

    The robber lunged again, forcing the officer to draw his firearm and shoot in self-defence, Deputy Chief of Phuket City Police Lt Col Chana Suthimas told The Phuket News today (Jan 15).

     

    Police were notified through the 191 hotline of a robbery in progress in front of a single-level apartment building in Soi Hongleng-U-Thit, off Mae Luan Rd in Phuket Town, at 2:20am, Lt Col Chana explained.
