Photo courtesy of Human Rights Watch The plight of seven Uyghur detainees in Thailand has drawn significant attention from the People’s Empowerment Foundation, with chairperson Chalida Tajaroensuk voicing serious concerns. Split into two groups, these individuals are caught in complex legal battles concerning their future and potential deportation to China. Five of the detained Uyghurs, initially apprehended after fleeing the Mukdahan detention centre in 2020, are currently serving six-year sentences at Bangkok's Klongprem Central Prison. Chalida, who recently assessed their condition, confirms the group's resistance to deportation and notes ongoing efforts to secure third-country resettlement with assistance from engaged embassies. With only a year left on their sentences, Chalida plans to visit next month to further discuss their needs. The other two individuals remain in Bangkok Remand Prison, facing charges linked to the 2015 Erawan Shrine bombing. Their legal proceedings are slated for continuation next month, with case conclusions targeted by year's end. Despite the severe allegations, the suspects seek to maintain their trial status as a means to avoid deportation. Their case remains sensitive, with no embassies engaging in resettlement discussions, partly due to the nature of the charges. Both groups of Uyghurs express a clear preference for imprisonment in Thailand over possible deportation to China, where they fear persecution. The situation draws attention from Fair List Party list-MP Kannavee Suebsang, who is pursuing options for resettlement for those at Klongprem but has refrained from commenting on the bombing case due to ongoing court proceedings. Historically, of 43 Uyghurs detained in Thailand's Suan Phlu Immigration Centre, 40 have been deported to China, while three possessing Kyrgyzstan passports were successfully resettled in Canada. This backdrop underscores the urgency and complexity surrounding the current detainees' situations, prompting ongoing international and local efforts to secure their futures. Among these, tourists from China made up a significant portion, numbering 1.6 million. Despite recent challenges, including a substantial earthquake in Myanmar affecting Bangkok, Thailand remains optimistic, sticking to its forecast of 38 million foreign arrivals for the year. However, industry insiders caution that Thailand could lose its competitive edge if it doesn't quickly adapt to China's bold tax policy enhancements. Notably, China is enticing more tourist spending by offering a generous 13% refund rate on tax-free shopping. This move may shift tourist preferences, prompting Thailand to assess its strategies to ensure it remains an attractive destination. As the country balances current influxes with potential future constraints, the focus is on maintaining a thriving tourist industry capable of competing on the global stage. The next few months will be critical in determining how Thailand can address these competitive challenges and continue to draw visitors to its shores. Photo courtesy of Bangkok Post The Department of National Parks, Wildlife and Plant Conservation (DNP) in Thailand will unveil a new e-ticket system on 15 October across six key marine national parks, ushering in this year's tourist season. This initiative seeks to enhance transparency in entrance fee collection, aiming to increase park revenue by 10%. During a press conference, Director-General Attapol Charoenchansa addressed longstanding corruption concerns within the ticketing process. Following a trial run since 2023 plagued by usability issues, the revamped system promises user-friendliness even in remote areas. Initially available in select marine parks, the programme has plans for expansion to the top national parks. The revenue from entrance fees significantly supports forest conservation and tourism sustainability. Currently, income distribution designates 5% to local administrative organisations, 20% to individual park management, 60% to conservation, and 15% reserves for emergencies. Between October 1 and April 20, Thai national parks recorded a visitor increase of 2.36%, contributing to a 2.6% rise in revenue totalling 1.55 billion baht. Notably, marine parks made up almost 66% of these earnings, with Hat Noppharat Thara–Mu Ko Phi Phi National Park leading at 450 million baht. The e-ticket system aims to curb revenue losses and corruption. Attapol highlighted the importance of this income for their conservation mission and sustainable tourism advocacy. Future ambitions include using additional revenue to support communities within forest zones. The new e-ticket roll-out will commence with marine parks such as Hat Noppharat Thara-Mu Ko Phi Phi (Krabi), Ao Phang Nga (Phang Nga), and others, marking a significant step forward in Thailand’s commitment to preserving its natural treasures. Picture courtesy of Amarin TV A 32-year-old Australian thrill-seeker, Mr Daherwalid, found himself in legal trouble after a viral video captured his dangerous motorcycle antics on Phuket's Witsanu Road, inciting local outrage. The footage, widely circulated on social media, depicted the tourist performing hazardous wheelies and weaving through traffic on a Honda Click 160, causing significant risk to others on the busy road late Sunday night. The brazen display prompted furious calls from the community for action. "He was having the time of his life, but no one else was," lamented a local witness, emphasising the menace and disrespect the tourist's actions posed. Authorities from the Chalong Police Station swiftly responded, successfully apprehending Mr Daherwalid following a concerted effort by patrol and traffic units. The motorcycle's owner was also summoned to aid the investigation. Consequently, the motorcycle has been impounded, and Mr Daherwalid is now facing serious charges for reckless driving that endangered public safety. The incident underscores Thailand's firm stance that foreign tourists are subject to the nation's laws. "Tourists are welcome but stunts like these are not," stated a Chalong Police officer. This arrest serves as a potent reminder of the legal responsibilities international visitors bear while traversing Thailand's roads, reinforcing the commitment to maintaining safe and respectful environments for all. Picture courtesy of KhaoSod Thailand's image as a sun-soaked haven was marred once again after a pair of Polish tourists were caught embracing and sunbathing completely nude on Koh Pha Ngan, sparking outrage among locals. The incident, occurring today, has intensified demands for stricter measures against unruly tourist conduct as the nudist escapade unfolded before bewildered onlookers and involved police intervention. The couple, identified as Mr Michal, 27, and Ms Claudia, 24, stunned passers-by when spotted standing unabashedly nude on a public road, seemingly heedless of traffic. Their audacious display prompted locals to notify authorities, who engaged police forces that soon arrived to confront the brazen tourists. Yet, the couple's exhibitionist antics continued shortly after, as they lounged naked on Ban Kai Beach, astonishing families enjoying the sunshine. Authorities swiftly instructed them to cover up, arresting the individuals under Thai law forbidding public indecency. Transported to Koh Pha Ngan Police Station, the couple now face charges of public obscenity. However, their escapade is not an isolated incident, as similar tourist misbehaviour has left locals increasingly fed up. The episode underlines a growing impatience in Thailand, urging bolstered action to preserve the area's cultural and communal sanctity against such egregious tourist conduct. Picture courtesy of The Daily Mail Ricky Eury, a beloved figure in Bristol's food scene and the mastermind behind the award-nominated Gorilla Thai Kitchens, is on a tumultuous road to recovery after a horrific road accident in Thailand. Eury, who was severely injured in a night-time crash with a motorbike in Phuket, has been discharged from the hospital but remains medically frail and incapable of returning to the UK due to outstanding health challenges. The accident saw Eury, 39, sustain a fractured skull, brain bleed, shattered nose, and broken ribs. Shockingly, his travel insurance had lapsed just a day before the incident, leaving him with daunting medical expenses exceeding £30,000. Hit by a Yamaha XMAX driven by a Russian couple, Sergei and Svetlana Medvedev, Eury's ordeal has resonated deeply with both the local and British communities. Friends and family are anguished at the geographical and financial distance separating them from Eury, whose culinary passion and Bristolian roots have fostered significant support. A fundraising campaign for his medical expenses has impressively raised over £30,000. Additionally, a benefit night is planned in Bristol next month to compound the efforts in bringing him back home. Eury's father highlights his relentless dedication to combining fitness and culinary excellence, a commitment now echoed by friends and supporters rallying for his recovery and eventual homecoming. Though daunting, the Bristol food and fight communities remain hopeful, united in their mission to see Ricky back on his feet and thriving once more. Adapted by ASEAN Now from The Thaiger 2025-04-29

This initiative aligns with the upcoming 50th anniversary of the Liberation of the South and National Reunification on April 30, 2025, and the 80th anniversary of Vietnam's founding on September 2, 2025. The tribute will provide monetary gifts of VND500,000 each to individuals who engaged in revolutionary activities before January 1, 1945, leading up to the pivotal August Revolution of that year. The initiative extends to wounded and sick veterans, heroic Vietnamese mothers, and heroes of both the People's Armed Forces and Labor Heroes acknowledged during resistance wars. Additional beneficiaries include those involved in resistance efforts, individuals impacted by Agent Orange/dioxin who are eligible for state support, and former revolutionaries, resistance fighters, and prisoners of war. Family members of fallen soldiers, particularly families with multiple martyrs, and those responsible for maintaining memorial altars for martyrs without surviving relatives, are also recognized. The distribution of these gratitude payments coincides with the national Reunification Day celebrations on April 30. This entire monetary tribute is funded by the central government budget, following a government decree, to ensure that the sacrifices and contributions of these individuals are duly acknowledged and remembered in line with Vietnam's rich history of resilience and unity. File photo for reference only In a tragic event at the Lapu Lapu Day Festival in Vancouver, Canada, nine people lost their lives after a speeding vehicle struck attendees of the street party. The Vancouver Police Department confirmed the incident was not an act of terrorism. The collision occurred at 8:14 p.m. on Saturday, as the festive gathering celebrated Filipino culture in a South Vancouver neighborhood. Several others were injured, adding to the devastating impact of the crash. A 30-year-old Vancouver man was arrested at the scene, with the major crime section of the police leading the investigation. Video shared on social media depicted a chaotic aftermath, with victims and debris scattered along the street, and a black SUV with substantial front damage present. Eyewitness accounts, such as those from Vancouver business owner James Cruzat and Dale Selipe, highlighted the sudden and tragic nature of the event. Cruzat described the moment as heartbreaking, likening it to scenes typically witnessed in fiction rather than reality. Images shared by Canadian media showed emergency response teams actively working amidst large crowds that had gathered for the festival earlier that day. Witness accounts painted a picture of panic and devastation, with festival security noting the overwhelming number of injured and deceased. In the wake of the tragedy, Vancouver Mayor Kenneth Sim and Canadian leaders, including Prime Minister Mark Carney, expressed their condolences to the victims, their families, and Vancouver's Filipino community. The Canadian government signaled its commitment to a thorough investigation, while community leaders emphasized the need for resilience and support. The Philippine government also responded, opening a hotline for affected individuals and maintaining communication with Canadian authorities to assist in the investigation. President Marcos conveyed deep sympathies, committing to collaborative efforts with Canada to ensure a thorough probe. The incident has drawn attention to a harsh reality intersecting joyful celebrations, as communities strive to process the tragedy and seek justice and healing amidst such an unfortunate event. File photo for reference only The Department of Education (DepEd) in the Philippines is taking a significant step forward by developing an AI tool aimed at helping schools identify students who may be "at risk of disabilities." This initiative, announced on April 28, seeks to bridge existing gaps in the education system through the AI-based tool known as Screening using AI-Based Assistance for Young children or SABAY. DepEd has faced challenges in identifying and supporting students with disabilities, largely due to regular classroom teachers lacking adequate training and a shortage of specialists qualified to assess diverse learning needs. This has left many children undiagnosed or segregated into special education centres instead of inclusive classrooms. The situation is exacerbated by an acute shortage of over 7,600 special education teachers nationwide. The SABAY project, still in its early stages, aims to reduce screening time and lessen the workload on teachers, ultimately ensuring that children needing intervention receive timely support. Erika Legara, managing director of DepEd's Education Center for AI Research (ECAIR), highlighted the focus on creating a tool that generates interpretable and real-world insights to guide school-level decision-making effectively. DepEd is collaborating with the Bureau of Learning Delivery – Student Inclusion Division, special education experts, and health professionals to finalize the architecture and design of SABAY. The department plans to launch pilot data collection in select schools across Metro Manila, before scaling the initiative to other regions. The AI tool is also set to enhance the implementation of the Child Find System, as supported by Republic Act 11650, or the Inclusive Education Act, which mandates active measures to locate and support children with disabilities or learning challenges. In 2022, DepEd's Child Find Policy directed public school teachers to identify children in their communities who have never attended school or who struggle with learning. Teachers were advised to use classroom-based assessments to detect developmental delays and strengths while awaiting formal medical evaluations. Through SABAY, DepEd underscores its commitment to inclusive education, ensuring all Filipino children have access to quality education regardless of their abilities. As Sabrina Angara, a representative for DepEd, stated, the project ensures "learners with disabilities are no longer left behind." Adapted by ASEAN Now from PhilStar 2025-04-28

File photo for reference only In a significant move to improve healthcare accessibility for underserved communities, a new Bagong Urgent Care and Ambulatory Services (BUCAS) Center has been inaugurated in Manila. This outpatient clinic is the result of a partnership between the Department of Health (DOH) and San Miguel Corporation (SMC) through its San Miguel Foundation, Inc. (SMF). The BUCAS Center is located at the San Miguel Foundation’s Better World Smokey Mountain facility in Tondo, Manila, and operates in collaboration with the Tondo Medical Center (TMC). It aims to deliver essential outpatient services to the local community, allowing patients to receive free consultations and most laboratory examinations under PhilHealth coverage. Building on the success of the first privately-supported BUCAS Center at Better World Clinic in Cubao, Quezon City, this new facility represents a continued commitment to broadening healthcare access. Last year’s establishment in Cubao was in partnership with the Quirino Memorial Medical Center (QMMC). Health Secretary Ted Herbosa has championed the BUCAS program as part of his “28 for 28 by 28” initiative, which seeks to create 28 urgent care centres serving 28 million Filipinos by 2028. This initiative is designed to alleviate strain on the healthcare system by providing quicker access to minor procedures and essential medical services. In addition, the BUCAS Center offers PhilHealth Konsulta Packages, with TMC medical personnel providing services. For any lab tests not covered by PhilHealth, patients can either pay out of pocket or seek assistance through the Malasakit Center. The BUCAS Center at Better World Smokey Mountain is open every Monday and Tuesday, while the Center at Better World Clinic-Cubao operates Tuesdays and Wednesdays, with dermatology consultations twice a month. Appointments can be scheduled at the Better World Clinic Cubao, and PhilHealth Konsulta Package enrollment is available by contacting PhilHealth Corporation Action Center. SMC Chairman and CEO Ramon S. Ang highlighted the crucial role of BUCAS Centers in offering timely medical attention, addressing the challenge faced by many Filipinos who endure long waits for healthcare due to an overwhelmed system. "It’s an opportunity for our Better World facilities to make healthcare more accessible," Ang noted, ensuring that essential medical services are accessible to those in need without delay.
