  1. DSI investigates a suspects computer | Photo via DSI The Department of Special Investigation (DSI) has ramped up its investigation into a significant cyberattack that crippled 16 Thai government websites, affecting online services in Bangkok, Nakhon Pathom, and Chon Buri. The breach, known as Operation Shutdown Backlink, began on October 29, 2024, when hackers infiltrated government sites, redirecting traffic to illegal online gambling platforms in exchange for payments. This sophisticated attack disrupted citizen access to essential government services at 11 major access points across the affected provinces. As part of the investigation, more than 100 related bank accounts with financial transactions totalling over 20 billion baht have been seized. Pattamaporn Krisanayut, Director of the Division of Technology and Information Cases 1, along with special case investigators, has issued summonses to 21 suspects involved in the case. These individuals face charges including unauthorised access to computer systems, illegal data modification, facilitating online gambling, and money laundering. Thus far, 13 suspects have reported for questioning between April 1 and April 23, 2025, while eight remain unaccounted for. The DSI has also summoned two additional suspects, raising the total number to 23. Further inquiries revealed that several other government agencies fell victim to similar attacks, resulting in widespread service disruption and public inconvenience. In response, the DSI's director-general has urged the Division of Technology and Information Cases to expedite the investigation and unravel the network of perpetrators, identifying ringleaders, accomplices, and financial backers. To prevent future breaches, the department is devising a set of preventive measures aimed at bolstering the security of government websites. These measures will be crucial in safeguarding online services and maintaining the integrity of government communications. As investigations progress, efforts remain focused on bringing those responsible to justice and strengthening cybersecurity infrastructure. Adapted by ASEAN Now from The Thaiger 2025-04-28

  3. Finance Minister Pichai Chunhavajira at the the 2024 Outstanding State Enterprise Award Ceremony | Photo via Royal Government House The United States has earmarked 50 to 60 Thai products for stringent origin verification to curb false origin claims in exports, Finance Minister Pichai Chunhavajira announced. This move aims to prevent the circumvention of trade regulations and misuse of trade privileges granted to Thailand. To address the issue, the Thai government has established three key measures: Targeted Inspections: Identify specific products and conduct on-site inspections at the factories producing these goods to ensure compliance. Cost and Origin Evaluation: Assess production costs by scrutinising certificates of origin (C/O) to verify the percentage of domestically sourced materials and adherence to C/O criteria. Centralised Issuance: Designate the Commerce Ministry as the exclusive authority for issuing C/Os, enhancing control and eliminating the current involvement of the Federation of Thai Industries and the Thai Chamber of Commerce. Additionally, Thai officials are investigating whether the US requires product origin verification at the sub-code level for each item to ensure compliance. An anonymous Finance Ministry source highlighted that Thailand's trade surplus with the US has grown significantly over the past few years, potentially due to exports with falsely claimed Thai origin. Reports suggest some Chinese products use Thailand as a production base for re-export, leveraging the Thailand-China free trade agreement that eliminates import tariffs. The Finance Minister's planned trade negotiation visit to Washington on April 23 was postponed at the US's request, as they asked Thailand to review proposed trade measures beforehand. Prime Minister Paetongtarn Shinawatra stressed the importance of negotiations based on mutual benefit, asserting that every country is significant and Thailand should enter talks with clarity about what each side should offer. "We are not going to accept any offer. That’s not acceptable. Every country matters. We must enter negotiations knowing what we are prepared to offer and what they should offer us," she emphasised. These measures aim to maintain fair trade practices and strengthen the integrity of Thailand's export operations, balancing international relations while protecting its trade interests. An improvised explosive device (IED) detonated in Than Tho district, claiming the lives of two border patrol police officers and injuring a third. The attack occurred around 9.30am while the officers were returning from a health check-up. The victims have been identified as Pol Senior Sergeant Major Issares Intarapetch and Pol Sergeant Monpitak Petchnui. The injured officer has not been named yet, and further details of his condition are awaited. This incident follows a recent spate of violence in southern Thailand. Just days earlier, on April 23, a deadly ambush in Songkhla province claimed the life of a 16-year-old Buddhist novice and injured several others. The attack occurred as the group was about to leave a temple to collect alms. These tragic events underscore the ongoing challenges of maintaining peace and security in Thailand's southern provinces, an area long troubled by unrest. As investigations continue, authorities seek to bolster safety measures and bring those responsible to justice, while the community mourns the loss of its fallen officers and innocent civilians caught in the conflict. The incident, which police suspect is part of a rising trend of street thefts, occurred yesterday, April 27, at Khao Mai Kaew Market. Around 8.06am, officers at Huai Yai Police Station received a report about the theft. Despite patrol units quickly arriving on the scene, the perpetrator had already disappeared into the morning traffic. The victim, 60-year-old curry vendor Warin Phongsungnoen, recounted the unsettling encounter to the authorities. While serving customers, a tall, muscular man approached on a motorbike, wearing a long-sleeve shirt and trousers. Under the guise of ordering two bags of curry for 40 baht, he distracted Warin. After she handed over the food, the man tossed it aside, asserting he no longer wanted it, before swiftly snatching her money basket, taking approximately 2,000 baht, and fleeing the scene. This brazen act underscores a growing fear among market traders and street vendors across Thailand regarding their safety and livelihoods. The incident has sparked calls for increased vigilance and security measures to protect small businesses from such crimes. As authorities investigate, they urge vendors to be cautious and report any suspicious activity immediately to help prevent further occurrences. Adapted by ASEAN Now from The Thaiger 2025-04-28

  9. Picture courtesy of KhaoSod A 35-year-old Thai man's life came to a heartbreaking end on Ban Huai Khai Nao Road in Bang Lamung, as he deliberately dashed into oncoming traffic. While one driver narrowly managed to evade him, a second vehicle tragically couldn't stop in time, resulting in a fatal accident. Police Lieutenant Monthathip Thongsai from Huai Yai Police Station responded to reports of a man attempting to jump in front of passing vehicles in Mueang subdistrict, Chon Buri. Upon arrival, police and rescue crews from the Sawang Boriboon Thammasathan Foundation found the man, wearing a red long-sleeved shirt and black shorts, deceased and without identification. The driver of the first vehicle recounted a harrowing experience: as the man walked alongside the road, he suddenly bolted into the car's path. The driver's moderate speed allowed him to evade a collision by swerving. However, the man attempted to open the vehicle's door, leading the driver to flee and immediately notify the police. Upon returning to the location, the driver discovered the man's body lying in the roadway. Dashcam footage from the vehicle captured the incident, suggesting the man repeated this risky behaviour with another vehicle, culminating in the tragic outcome. Law enforcement collected crucial evidence, including the dashcam video, to determine precisely what happened. The police plan to scrutinize additional CCTV footage to piece together the series of events preceding the man’s death. This unfortunate incident highlights the unpredictable nature of such events and underscores the importance of driver attentiveness and immediate reporting to authorities in emergencies. The investigation aims to uncover more details to provide context to this tragic event. Adapted by ASEAN Now from The Thaiger 2025-04-28

  11. Photo via Naewna Lam Luk Ka Police have apprehended a Thai gunman responsible for the death of 17-year-old Wanwisa, also known as Tangmo, after an incident that began with exchanged glances at a barbecue restaurant in Pathum Thani on April 20. The tragic event unfolded when Wanwisa was shot in the forehead while riding a motorcycle with her boyfriend in Lam Luk Ka district, causing her to fall onto the road. Her friends suspected the gunman was a man they had encountered at the restaurant, later identified as 25-year-old Spy. Witnesses reported that Spy exchanged glances with Wanwisa’s group while dining, but no altercation took place at the venue. Following the meal, Spy allegedly tailed Wanwisa and her boyfriend. Upon reaching a particular road, Spy opened fire, tragically striking Wanwisa fatally. Although initially evading capture, Spy reportedly communicated to friends that he would not surrender willingly and was prepared to resist arrest violently. After an intensive five-day investigation, police located Spy at a petrol station in Tha Muang district, Kanchanaburi province. Spy was with his 29-year-old friend, Nattawut, who had assisted in his fugitive attempts. Throughout questioning, Spy claimed there was no pre-existing conflict with Wanwisa, her boyfriend, or their friends. However, he alleged a misunderstanding occurred when someone at Wanwisa’s table accused Spy and his friends of being affiliated with a gang known as Phahonyothin 92, a claim Spy denied. He admitted to the exchange of glances that led him to follow Wanwisa’s boyfriend, confessing to discharging his firearm during the pursuit, though he argued that her boyfriend also retaliated with gunfire. Spy insisted that he did not intend to harm Wanwisa specifically and regretted the death. Spy faces charges under Section 288 of the Criminal Law for intentional murder, which carries severe penalties including the death penalty, life imprisonment, or a sentence ranging from 15 to 20 years. Nattawut, who aided Spy's evasion of arrest, is charged under Section 192 for assisting a suspect in eluding capture, resulting in a potential penalty of up to two years’ imprisonment, a fine of up to 40,000 baht, or both. This case underscores the heavy legal consequences of such violent actions and illustrates the commitment of law enforcement to bringing perpetrators to justice, regardless of initial attempts to avoid the law. 13. After avoiding capture for over 15 years, a former ferry conductor from Khlong Saen Saep has been arrested for the 2010 assault and abduction of a 13-year-old girl. The arrest was made today, April 28, under the directive of Police Major General Songklot Krikkritaya, commander of the Anti-Human Trafficking Division. The suspect, 52-year-old Apichat, had been wanted since an arrest warrant was issued by the Criminal Court on August 20, 2010. The charges include the rape of a minor under 15 years old and the abduction of a minor from parental custody. The troubling events commenced in 2010 when Apichat, then serving as a ferry conductor, befriended a 13-year-old passenger known only as B. Over time, he gained her trust through regular interactions. He eventually used this trust to lure B to his hotel room in the Ramkhamhaeng area under the pretext of a harmless outing. Once there, he forcibly assaulted her and threatened her into silence. Changes in B’s behaviour, such as frequent late returns and a decline in her usual cheerfulness, alerted her parents that something was amiss. Upon questioning, B revealed the traumatic incident, leading her parents to report the crime to Hua Mak Police Station. Apichat fled shortly after this revelation. Recent intelligence led investigators to Kap Choeng district in Surin province, where Apichat had been hiding. His capture marks the end of a more than 15-year manhunt. Upon his arrest, Apichat admitted to the crimes and was transferred to Hua Mak Police Station to face the legal consequences of his actions. This apprehension not only serves as a measure of justice for the victim and her family but also underscores the commitment of law enforcement agencies to bringing fugitives to account, no matter how long it takes. 17. Picture courtesy of fm91bkk What initially appeared to be a sinister case of attempted child abduction in Saraburi has been clarified as a simple misunderstanding, following CCTV footage that captured the event. The individuals involved, along with a local shop owner, have corroborated that what transpired was mere playful interaction rather than malicious intent. The incident was brought to attention when a Facebook user posted footage depicting three men in a white box truck approaching two boys on bicycles. The scene appeared suspicious as the men quickly retreated when another vehicle passed by. This raised alarms, prompting Saraburi's investigative police to examine the footage closely. Upon review, the police identified the vehicle, bearing the licence plate ผข 4054 from Suphanburi, which was seen in the footage leaving the Kasemrat community at 3:18 pm. Further analysis of municipal CCTV is ongoing to better understand the sequence of events. In a twist of events, one of the boys involved recounted that as they cycled, one of the men humorously asked if they had any children’s heads for sale, to which the boy jestingly replied that they only had dog heads. The men then exited the truck in a clear act of playful chasing, not with intent to harm or abduct. Following up, police traced the truck to Oranicha Homtuanlom and made contact with her husband, Suchon Kusukcharoen. The couple confirmed that their team was conducting deliveries for their toy and snack business. Identified from the footage, driver Natthawut Lumlerd and assistants Phaechomphu Chaonaedee and Sapol Saeteng were merely engaging in light-hearted banter. During enquiries at Aunt Noi’s shop, owner Angrakkhana Kaewbupha confirmed their playful demeanor, reinforcing that the interaction was innocent. The trio plans to meet with Mueang Saraburi police to officially clarify the situation and rectify the misunderstanding. The incident highlights the importance of thorough investigations to differentiate between genuine threats and innocent behaviour, ensuring community safety without undue alarm. 19. A light-hearted incident in Kamphaeng Phet, upper central Thailand, has sparked laughter and bewilderment across Thai social media. A Thai woman's attempt to help a foreign man by removing a cockroach from his head took an unexpected turn when she discovered the insect was actually his pet. The amusing video, shared widely on platforms and picked up by Esor News, shows the foreign man gently transferring his cockroach from his hand onto his head. Dressed in a black balaclava, the man seemed to be providing his unusual pet with a stable surface for a walk. Unaware of the situation, a well-intentioned passerby flicked the cockroach off his head, provoking the man's furious reaction. He was seen jumping and shouting at the woman, who by then had already moved away. The man then scrambled to find his cherished pet, eventually replacing it back on his head. The incident has sparked a flood of humorous comments from Thai netizens. Many poked fun at the idea of a pet cockroach, with some joking that the woman’s actions caused the original cockroach to flee: "The cockroach that got flicked already disappeared. What he just picked up was a different one." Others offered practical observations, suggesting, "You should have put a collar on it," while some provided a tongue-in-cheek critique of her 'good deed': "Oh, girl… Being a good person is very hard nowadays." A few comments ventured into the comical absurdity of keeping a cockroach as a pet: "Come to my home, several species are available." Despite the incident’s funny nature, it serves as a reminder of cultural differences and the surprises that such interactions can bring. As humourous debates continue online, the story underlines the broader challenges of understanding and respect in cross-cultural exchanges. Adapted by ASEAN Now from The Thaiger 2025-04-28

  21. Photo via Facebook/ Phuket Times ภูเก็ตไทม์ A foreigner driving a Lamborghini has ignited anger among Thai netizens after being caught on video driving recklessly through the streets of Phuket. Locals are voicing strong concerns over perceived preferential treatment for wealthy foreigners, suggesting that justice can easily be sidestepped with cash. The incident was brought to light when a Thai driver filmed an altercation with the foreign man and his Thai wife, later posting the video on the Phuket Times Facebook page. The post, dated April 28, showcases the foreigner standing defiantly beside a police officer and his luxury car, displaying what many have described as a blatant disregard for local laws. In the video, the foreigner smokes a cigarette and gestures rudely with his middle finger at the person recording, while his wife remains inside the vehicle. The frustrated Thai driver can be heard venting his irritation at the foreigner's conduct, as well as advising the man's wife to intervene. Despite the presence of a police officer from Kathu Police Station, who issued an undisclosed fine for the dangerous driving, netizens expressed scepticism about the effectiveness of the penalty. Comments quickly flooded in, criticising both the foreigner’s behaviour and the perceived inadequacies of law enforcement in dealing with affluent tourists. Critics argue that such foreigners feel emboldened to flout local customs and safety standards, believing money can rectify any legal issues. Observers pointed out a recurring pattern, where foreign nationals face lenient consequences compared to their Thai counterparts, who might undergo stricter procedures like mandatory drug tests for similar offences. "Thai drivers would be absolutely subjected to a drug test for dangerous driving but that would never happen to foreigners," lamented one commenter. Others noted the presence of such individuals around tourist hotspots like Patong, suggesting a systemic issue with enforcement and punishment. This incident has sparked a wider debate on social media about the interplay of wealth, privilege, and law enforcement in Thailand, with calls for stricter measures to ensure equality in the application of the law. As discussions continue, many hope for reforms that will address these disparities and maintain the integrity of Thai regulations. Adapted by ASEAN Now from The Thaiger 2025-04-28

Thailand Targets Nominee Accountants to Curb Illegal Foreign Businesses Picture courtesy of KhaoSod The Ministry of Commerce in Thailand is poised to implement new regulations targeting nominee involvement in accounting, in an effort to hinder illicit foreign business operations within the country. Oramon Sapthaweetham, Director-General of the Department of Business Development, announced that Deputy Commerce Minister Napintorn Srisanpang, head of the Subcommittee on Preventing and Suppressing Nominee Activities, is prioritising the issue of foreigners using Thai citizens as proxies to circumvent the Foreign Business Act of 1999. 23. Picture courtesy of KhaoSod The Ministry of Commerce in Thailand is poised to implement new regulations targeting nominee involvement in accounting, in an effort to hinder illicit foreign business operations within the country. This Act prohibits foreigners from partaking in specific business activities without permission. However, investigations have revealed that some accounting firms and accountants are complicit in these illegal practices, advising and assisting foreigners in the registration of entities with Thai nominees acting as directors or shareholders. The Foreign Business Act dictates that foreigners must seek approval from the Foreign Business Board if they wish to own more than 50% of businesses in selected sectors. Offenders of this Act face up to three years in prison, fines between 100,000 and 1 million baht, or both. Thai nationals who help facilitate these violations are liable to similar penalties. To address this issue, the Department of Business Development has been instructed to draft new regulations to specify the qualifications and conditions applicable to accountants. This is intended to prevent their involvement in illegal foreign business activities, which distorts fair competition for Thai entrepreneurs. The draft regulations will be made available to the public from April 23 to May 7 for consultation. Key provisions include barring accountants from aiding foreigners in business registrations or holding shares on their behalf. Those caught violating these regulations could face fines up to 10,000 baht and be disqualified from practising unless certain conditions are met, such as a two-year period since the offence or cooperating to provide crucial information for legal proceedings under the Foreign Business Act. This initiative seeks to safeguard national interests and foster a fair business environment for both compliant Thai and foreign entrepreneurs. The government encourages feedback on the draft regulation through its website during the consultation phase. Adapted by ASEAN Now from The Thaiger 2025-04-28
