Thai Finance Ministry to tighten state welfare card criteria Deputy Finance Minister Chulapan Amornvivat, Image: KhaoSod Thailand’s Ministry of Finance is set to review the criteria for the State Welfare Card registration, aiming to exclude ineligible individuals after finding some recipients receiving as much as 10,000 baht per month in benefits. Thailand’s Ministry of Finance is set to review the criteria for the State Welfare Card registration, aiming to exclude ineligible individuals after finding some recipients receiving as much as 10,000 baht per month in benefits. Deputy Finance Minister Chulapan Amornvivat announced a forthcoming meeting to discuss the progress of the new round of State Welfare Card registration. This comes following the Cabinet’s resolution to review the State Welfare Card data every two years. The preparations for the new registration phase are expected to begin early next year, to complete the eligibility screening by March 31. Currently, 13.5 million people hold State Welfare Cards. The new eligibility criteria will focus on income levels, asset ownership, and land holdings to accurately determine the poverty status of applicants. This revision is necessary due to changes in individuals’ circumstances, such as increased income from vocational training or the death of some beneficiaries. In a statement, Chulapan spoke on the accuracy of the data in regards to the recipients. “After the government transferred 10,000 baht under the 2024 economic stimulus program to State Welfare Card holders and people with disabilities, concerns arose about the accuracy of the data. Questions emerged about whether some recipients were genuinely impoverished or disabled. Hence, it is crucial to consolidate the government welfare data for the targeted groups.” The Cabinet tasked the Ministry of Social Development and Human Security (MSDHS) with overseeing this process. However, the Comptroller General’s Department will also be involved in gathering and integrating welfare data. Chulapan emphasised the importance of this data for studying the use of taxes to support low-income individuals, particularly those earning below the Negative Income Tax (NIT) threshold, which the Ministry of Finance aims to implement as a welfare system for the country’s low-income population. “The challenge with implementing NIT lies in the current disorganised state of welfare data. The success of NIT depends on a comprehensive and systematic database. Past studies have shown that incomplete data hinders the policy’s progress.” The initiative aims to streamline and verify the various types of welfare provided by different agencies. This will ensure the assistance reaches the correct target groups and aligns with the policy objectives. The review was prompted by findings that some individuals receive up to 10,000 baht per month in state welfare, necessitating an update to the information, reported KhaoSod. Travel subsidy scheme said to boost post-flood tourism in the north Image: ThaiPBS The Tourism and Sports Ministry is considering increasing the budget for its tourism subsidy scheme to help tourism firms in the northern region recover from recent flood damage. The Tourism and Sports Ministry is considering increasing the budget for its tourism subsidy scheme to help tourism firms in the northern region recover from recent flood damage. Tourism and Sports Minister Sorawong Thienthong announced the plans following a meeting with Prime Minister Paetongtarn Shinawatra to discuss economic and tourism stimulus measures. The meeting followed Sorawong’s visit to flood-hit Chiang Mai and Chiang Rai. The PM expressed concerns over the current budget’s adequacy, questioning the project’s effectiveness due to limited funds. Sorawong plans to address these concerns with Deputy Finance Minister Julapun Amornvivat. He will propose either increasing the number of eligible participants or expanding the tourism subsidy amount using the central budget. Registration for the scheme is set to open on November 1. The final details and additional budget should be confirmed within the week, according to Sorawong. The subsidy scheme, targeting 17 flood-affected provinces, initially proposed a co-payment system offering up to 400 baht per trip for 10,000 tourists. Sorawong described it as a “quick-win” tactic, with an immediate allocation from the Tourism Authority of Thailand (TAT) budget of 4 million baht. About 70% of the subsidy is earmarked for Chiang Mai and Chiang Rai, with the remaining 30% for other provinces. Sorawong explained that the government aims to attract domestic tourists from nearby provinces first. “Some hotels in Chiang Mai have resumed service faster than expected…Only 10% of overall areas were impacted, but some tourists were worried about visiting these destinations after watching the news.” Sorawong mentioned that the TAT is compiling tourism products into its database and may link them with the government’s new Thang Rath app. The next major tourism promotion is the Thailand Winter Festival, designed to attract tourists to various cities during the high season, reported Bangkok Post. Regarding the We Travel Together scheme redux, anticipated for the next low season, the ministry is discussing an appropriate budget with the Finance Ministry. During the pandemic, around 20 billion baht was utilised, but the scheme faced numerous fraud cases, Sorawong noted. By Ryan Turner Image: ThaiPBS Source: The Thaiger -- 2024-10-21

Residents of a condominium in Chatuchak district, Bangkok, raised concerns about a growing number of homeless individuals who have taken up residence in front of their building, indulging in alcohol and glue sniffing, and leaving food waste scattered. Despite repeated reports to local government officials, the issue remains unresolved. A post on the Facebook page Drama-addict highlighted the problem, with a resident seeking assistance. The resident asked, “Can I report the homeless people around my condo? The Ideo Phaholyothin Chatuchak condo has a significant number of homeless people, nearly 10. They consume alcohol, sniff glue, and leave food waste everywhere. It is extremely dirty.” The condominium’s management has reported the situation to local government officials multiple times, but the homeless individuals continue to return to the same spot. The resident expressed fear that this group might pose a threat, especially considering the high number of women and children living in the condo. “I am afraid that this group might cause some frightening incidents because there are many people, including women and children, living in this condo.” The situation has escalated to a point where residents are increasingly worried about their safety and the cleanliness of their living environment. The presence of nearly 10 homeless individuals engaging in such behaviour has created a sense of unease among the condo inhabitants, reported KhaoSod. “We have reported this issue several times, yet nothing has changed. We are genuinely concerned for our safety and the cleanliness of our home.” By Puntid Tantivangphaisal Photo courtesy of KhaoSod Source: The Thaiger -- 2024-10-17

The Crime Suppression Division (CSD) officers reported today that they would submit the summary of the 14 cases that rocked Thailand involving the cyanide serial killer. The CSD revealed today, October 17, that they would present the summary to the prosecutor by the end of October. The suspect is expected to be sentenced for one major case in November. The suspect in the well-known Thai case, Sararat “Am” Rangsiwuthaporn, also known as Am Cyanide, is currently imprisoned at the Central Women’s Correctional Institution in Bangkok, facing accusations of 14 murders and 1 attempted murder. The serial killings came to light after the family of Siriporn “Koy” Khanwong grew suspicious about the cause of her death and suspected Sararat’s involvement. Koy was captured on CCTV collapsing at a pier within a temple in the central province of Ratchaburi and later died. Koy’s missing car and valuables, together with the discovery of cyanide in her system, strengthened the family’s suspicions of foul play. A woman resembling Sararat was also spotted on security camera footage. Following Koy’s case, more families came forward seeking justice, claiming Sararat was involved in the deaths of their relatives. Cyanide was found in the systems of almost all the victims. One woman reported that she was also targeted by Sararat but managed to survive the poisoning. Some 15 victims were reported with only one survivor. All the victims had financial connections with Sararat—some were her debtors, some participated in her kitty fund, and others were involved in business dealings with her. Police examined multiple pieces of evidence and questioned more than 900 people. Only Koy’s case was submitted to the court, while the other 14 cases remain under investigation. As it stands, Sararat is still legally innocent, as the court has not yet concluded its deliberations or issued a verdict. Recently, Sararat’s parents threatened to take legal action against anyone or any media outlet referring to their daughter as Am Cyanide, asserting that she is still presumed innocent. The Commander of the Royal Thai Police (RTP), Kittirat Phanphet, attended a meeting on the case at the CSD office today, where officers reportedly agreed that Sararat was guilty of all the cases. They plan to review all the evidence and related documents before submitting the case summaries to the court for further proceedings. As for Koy’s case, which is already under court consideration, Sararat is required to attend a hearing on November 20 to hear the sentencing. Hack attack: Thai student caught in mule account mayhem Picture courtesy of KhaoSod A female vocational student from Nakhon Si Thammarat sought media assistance after her mobile phone was hacked, leading to the unauthorised opening of a mule account in her name, resulting in two police summonses being sent to her home, raising concerns about her studies. A female vocational student from Nakhon Si Thammarat sought media assistance after her mobile phone was hacked, leading to the unauthorised opening of a mule account in her name, resulting in two police summonses being sent to her home, raising concerns about her studies. Somnuk and Oranong Thongsuk reported to the media that their daughter, Natnaree Thongsuk, a student at a vocational college in Thung Song, Nakhon Si Thammarat, fell victim to scammers who used her name to open a bank account at Krungsri Bank’s Thawang branch. This incident has caused significant distress as Natnaree now faces charges without her knowledge, with summonses from Srimahaphot Police Station and Klongluang Police Station. Two victims, Janchira and Chanida, alleged that they transferred approximately 700,000 baht (US$21,075) to a securities firm through Natnaree’s account. Natnaree explained that she lost her phone at Namtok Yong in Thung Song. The phone contained copies of her ID card, documents, and various video clips. She received a court summons at her home on September 18 from Srimahaphot Police Station, followed by another on October 10 from Klongluang Police Station. She then filed a police report and contacted Krungsri Bank, where staff showed her documents indicating she had opened an online account, which she denies ever doing. “I am deeply affected by this incident. Travelling to give statements is challenging due to the long distances involved, and my parents, who are gardeners, find it difficult to manage the travel. I contacted both police stations for assistance, but they insisted I must appear in person. This has led me to seek justice through the media.” Mule account Oranong, Natnaree’s mother, added that upon receiving the court summons, she questioned her daughter, who denied any involvement. They filed a daily report at Thung Song Police Station and gathered evidence from the college, proving that Natnaree was in class when the account was opened. This suggests that her lost phone might have been hacked to open the mule account. The family is particularly distressed about the need to travel long distances for statements, which also disrupts Natnaree’s studies, reported KhaoSod. Phasuk Petchara, head of the disciplinary department at the college, affirmed that the institution is ready to support Natnaree in all aspects. If Natnaree needs to travel to provide statements, the college will coordinate with her lecturers to offer online classes. Additionally, the college will contribute to travel expenses until the case is resolved. By Bright Choomanee Picture courtesy of KhaoSod Source: The Thaiger -- 2024-10-17

In a decisive police operation, authorities in Ratchaburi have dismantled an illicit cockfighting ring nestled in a secluded forested area, resulting in the apprehension of 25 gamblers. This action came on the heels of mounting complaints by residents of Moo 7, Ang Thong subdistrict, who were troubled by the secretive gambling activities burgeoning in their vicinity. Mueang Ratchaburi's district chief, Sutthiphong Phutthachantra, directed a collaboration between local police and special operations teams upon receiving local reports. Their investigation led them to uncover the hidden cockfighting arena. During the raid, an active cockfight was disrupted, leading to the arrest of 25 individuals, though some managed a narrow escape. Seized during the bust were two fighting roosters, accompanying rooster cages, a cockfighting ring setup, a digital timer, and abandoned vehicles from those who fled. The detainees, mostly from the local area with a few hailing from adjoining districts, disclosed that the ring’s organiser held regular gambling events there, typically from noon to early afternoon. The arrested individuals are now facing charges of organising illegal cockfighting gambling, unauthorised gambling for assets, and engaging in illegal cockfighting. The location was strategically chosen for its seclusion from the public eye, a police participant noted. All evidence is being held at Ratchaburi police station for further legal action, and summonses have been issued for those who evaded capture. Residents hope this crackdown will restore tranquility to their community. File photo for reference only -- 2024-10-17

Pattaya's shopping landscape is on the brink of transformation as Land and Houses (LH), a leading Thai property developer, unveils a substantial 5.7 billion baht investment in its renowned Terminal 21 Pattaya shopping mall. This move underscores Pattaya's robust economic potential, rivalling its famed beaches. Opened six years ago, Terminal 21 Pattaya has become a must-visit spot for tourists, featuring the longest escalator in Thailand at 39 metres. According to Prasert Sriuranpong, managing director at LH Mall & Hotel (LHMH), Pattaya’s year-round tourist magnetism and strategic location within the Eastern Economic Corridor (EEC) enhance its attractiveness. This year, Terminal 21 saw a 12% increase in visitors compared to last year, even exceeding pre-pandemic levels. The influx is driven by tourists from countries like China, Singapore, and India, who spend significantly more than domestic visitors. LHMH is capitalising on this trend by adding new retail spaces and hosting international events, such as the Pattaya Marathon, attracting over 15,000 attendees. Additionally, a major renovation is planned for the Fashion Island mall in Bangkok, expanding parking by 40% and set for completion by 2025, showcasing LHMH's confidence in Thailand’s retail growth. This project, started in June and projected to conclude by January 2025, is part of a citywide initiative to enhance pedestrian safety and accessibility within a one-kilometre radius of MRT stations. The governor emphasised meticulous attention to detail, particularly with manhole covers and construction materials, to ensure public safety. He stressed the importance of maintaining cleanliness and adhering to deadlines to avoid project delays. Beyond sidewalks, Chadchart inspected a bicycle parking area near Wat Ratchasittharam Ratchaworawihan, with plans to repaint and improve facilities as part of fostering a bike-friendly city. This move aligns with efforts to modernise and make Bangkok's streets more accessible. Earlier, issues on Sukhumvit Soi 23 were highlighted, where water pipe work had damaged road surfaces. The governor’s rounds also included Lat Phrao intersection, with a major pavement overhaul underway after years of neglect. Residents have long contended with deteriorating paths, debris, and potholes, prompting calls for more orderly construction zones. Through these concerted efforts, Governor Chadchart aims to navigate Bangkok towards a cleaner, safer, and more accessible future for all pedestrians. File photo for reference only -- 2024-10-17

These crucial slots, situated at 50.5° East, 51° East, and 142° East, are pivotal assets in Thailand's satellite communications landscape. TC Space Connect, a subsidiary of Thaicom, emerged as the sole bidder qualifying for these licences following an extensive review by the bid selection committee. The NBTC, as planned, initiated discussions on October 16 to outline the specific details related to the proposal's acceptance. The final decision by the board, or any potential recommendations, will be disclosed in a special meeting on October 21. According to sources from within the NBTC, TC Space Connect is highly anticipated to be awarded the right to these lucrative slots, particularly the 50.5° East position, due to its impending expiry on November 27. The proposal from TC Space Connect evidently aligns with NBTC’s conditions, appearing advantageous for national interests. While some refinements may be suggested by the board to maximise benefits, the submission is generally seen as favourable. Saneh Saiwong, leading NBTC’s bidder selection committee, noted that the decision about the specific awarding of slots remains premature, pending further board deliberations. This follows the NBTC's inaugural auction of satellite orbit slots in January 2023, marking a significant step in bolstering Thailand’s position in the satellite industry. Recently, the NBTC revised its policy, eliminating the mandate for winning bidders to launch satellites within three years, though they must ensure the country's continual entitlement to these orbits through other means. These developments underscore a significant shift in Thailand’s telecommunication strategy, potentially enhancing connectivity and technological advancement in the region. As TC Space Connect stands on the brink of acquiring these vital satellite packages, the country's satellite industry keenly awaits it all to unfold. File photo for reference only -- 2024-10-17

Thailand has introduced a 24-hour ban on alcohol sales in observance of Wan Org Pansa, marking the end of Buddhist Lent. This prohibition launched at midnight and lasts until midnight tonight. Wan Org Pansa, known as Pavarana Day, holds considerable significance in the Buddhist calendar. The National Office of Buddhism explained that on this day, monks are free to leave their monastic retreats without breaching Buddha’s teachings. It's also seen as a time when monks offer one another constructive criticism, aiming to address minor issues within the community before they escalate. For lay Buddhists, Wan Org Pansa is often observed through merit-making practices such as giving alms and listening to sermons. This aligns with long-held traditions integral to Buddhist culture. The alcohol ban on Wan Org Pansa is one of five noted religious days on which alcohol sales are prohibited by a 2015 announcement from the Prime Minister’s Office. Violating this law could lead to a six-month prison sentence or a fine of up to 10,000 baht, approximately US$300. Thai police have issued reminders to ensure public awareness and adherence to these traditions. File photo for reference only -- 2024-10-17

Khao Yai National Park was the place to be during the recent long weekend, smashing visitor records and causing traffic nightmares at the gates. Over the three-day holiday from October 12 to 14, the park saw daily entrance fees soar past 1 million baht as hordes of tourists flooded in to enjoy the cooler weather and stunning scenery. Park chief Chaiya Huayhongthong revealed that on October 13 alone, a jaw-dropping 19,800 visitors descended on the park, including 770 foreigners. With around 4,000 cars and nearly 1,000 motorcycles in tow, the park raked in over 1.1 million baht in entrance fees. The influx caused significant traffic jams at the Pak Chong entrance, prompting park officials to add extra ticket booths to ease congestion. The surge in visitors is partly down to the cooler weather, which brought ideal conditions for camping at the popular Lam Takong campground. The park’s famous waterfalls, Haew Narok and Haew Suwat, were in full flow, giving visitors spectacular photo ops. Meanwhile, the renowned Pha Diao Dai viewpoint offered mist-shrouded views of the mountains, creating a picture-perfect backdrop for tourists. With traffic jams and record-breaking crowds, Khao Yai is still one of Thailand’s top natural escapes. However, those planning to visit might want to prepare for some congestion, especially during peak holiday seasons, reported Pattaya Mail.
