Motorists navigating the bustling streets of Pattaya may need to rethink their parking strategies. In an effort to alleviate the city's notorious traffic congestion, Pattaya City has introduced new parking regulations on South Pattaya Road and Thepprasit Road, with a focus on establishing no-parking zones and day-specific parking rules. The city hopes these adjustments will help maintain a smoother traffic flow and bring a semblance of order to its chaotic roads. However, the reception among residents has been mixed. While some appreciate the effort to improve infrastructure, others point out persistent challenges. A key issue raised by residents is the lack of clear signage in crucial areas, such as near Soi 6. A frustrated motorist noted, "There needs to be clearer signage. You can't expect people to follow the rules if they can't even see or understand them." Additionally, there are concerns about enforcement. Abandoned and unauthorised vehicles continue to pose problems, and instances like a licence-less Honda Dream motorcycle being towed for missing registration highlight the enforcement gaps. The call for multilingual signage echoes throughout the community, especially given Pattaya's status as a global tourist destination. Locals argue that signs should cater to tourists and residents alike with translations in Thai, English, Chinese, Japanese, Burmese, Khmer, and Russian to alleviate confusion. Furthermore, some residents feel that enforcement is uneven, particularly on Thepprasit Road where dual-sided parking creates daily chaos. A long-time resident pointed out, "It's like a free-for-all some days. And why do taxis get to park in red-white zones near the VC Hotel on Pratumnak Road without consequence?" Despite these grievances, there remains a thread of cautious optimism. Many locals believe that if executed correctly, these changes could lead to broader improvements across Pattaya. "If done right, this could be the beginning of a cleaner, more liveable Pattaya," expressed a resident who supports the initiative but stresses the need for effective management and consistent enforcement. As of now, Pattaya's roads are a mixture of forward momentum and growing pains. City officials hope that these new regulations are the first significant step towards resolving the city's traffic challenges once and for all. Adapted by ASEAN Now from The Thaiger 2025-04-24

Phuket Airport Faces Baggage Belt Breakdown Amid Tourist Surge Pictures courtesy of Matichon Holidaymakers flying out of Phuket International Airport are being urged to stay calm as they face potential delays, following a breakdown of one of the facility's main baggage conveyor belts. This incident has occurred at a critical time, with the airport handling a large influx of travellers during the busy holiday season. Located in the international terminal, the faulty baggage belt, known as Row EF, has been out of action and is currently undergoing repairs. Airport officials have not provided a specific timeline for when it will be operational again. Despite this, the airport has managed to repair three other conveyor belts—Rows AB, CD, and GH—which are now back in service and functioning normally. To address the inconvenience, the airport has reassigned airlines to counters connected to the operational belts. This move aims to minimise congestion and reduce disruption to check-in procedures. Extra staff have also been deployed, tasked with managing passenger flow and assisting with check-in, to ensure that travellers are processed as smoothly as possible. The breakdown has sparked a wave of frustration among passengers, many of whom have taken to social media platforms to express their discontent over prolonged waiting times and confusion during the check-in process. However, airport officials have emphasised that the overall situation is under control and have reassured travellers that there is no impact on flight departures. "Passenger confidence remains high," they have insisted. In an effort to maintain transparency, the Royal Thai Air Force, which oversees the airport's operations, has issued a formal apology for the inconvenience caused. They have urged passengers with concerns to contact their 24-hour helpline at the numbers provided. Phuket International Airport is a pivotal hub for international tourism, drawing in significant numbers of visitors, particularly during peak holiday seasons. The country is focused on increasing tourist arrivals in 2025, and such infrastructure challenges highlight the need for vigilance and swift resolution to maintain a smooth operation. Despite one baggage belt being out of service, authorities are confident that the airport will soon resume full operational capacity. The spokesperson for the airport stated, "This issue is being resolved swiftly, and we’re committed to maintaining smooth service." As repairs continue, passengers are advised to plan ahead by arriving early, exercising patience, and preparing for the possibility of delays at the check-in desks. While the airport's wheels may be slowly turning, efforts are diligently underway to ensure Phuket International returns to its usual efficiency, thus supporting Thailand’s tourism aspirations. File photo for reference only In a bid to enhance public health and combat rabies, a dedicated "Rabies Vaccination for the Community" programme has kicked off in Đức Huệ District, Long An Province. Over the next week, the initiative aims to vaccinate 8,500 pet dogs and cats in the Cửu Long (Mekong) Delta region, offering these services at no cost to pet owners. Now in its fourth year, the programme was launched on April 19 and is a collaborative effort by the local district administration, the German biopharmaceutical firm Boehringer Ingelheim, and Nông Lâm University in Ho Chi Minh City. This initiative aligns with the Vietnamese Government's ambitious target of achieving zero human deaths from rabies by 2030. This year, the focus is on community engagement, emphasizing vaccination's pivotal role and educational efforts in rabies prevention. The programme deploys company employees alongside 60 veterinary students and eight lecturers, who will be actively involved in both vaccinations and raising public awareness through accessible educational activities. Đinh Thị Phương Khanh, deputy director of the provincial Department of Agriculture and Environment, noted that over the years, the programme has enabled the delivery of 33,000 vaccine doses, significantly enhancing rabies control efforts within Đức Huệ District. “This programme has brought about meaningful changes in rabies control, helping to safeguard the health and lives of our people,” she stated. According to the World Health Organization, rabies claims around 59,000 lives globally each year. WHO advocates for at least a 70% vaccination rate among dogs and cats in high-risk zones to curb disease transmission to humans. Despite advancements in rabies control, Việt Nam still reports between 70 and 100 deaths annually due to the disease. In 2024, rabies claimed 80 lives, an increase from the previous year. Lê Quang Thông, head of the university's Faculty of Animal Husbandry and Veterinary Medicine, reiterated the importance of a systematic and coordinated approach, combining mass vaccination, community education, and pet monitoring for effective rabies management. He advocated for proactive veterinary support and timely vaccinations as the cornerstone for sustainable rabies prevention. Niklas Birkner, leading animal health efforts at Boehringer Ingelheim Vietnam, echoed the sentiment, stressing the importance of collective action and collaboration among local authorities, professional entities, and the broader community. “Every vaccination is not just about protecting pets – it is a crucial step in safeguarding public health and supporting Việt Nam’s goal of zero human deaths from rabies by 2030,” Birkner emphasized. This coordinated vaccination drive reflects a significant step towards a rabies-free future in the community, underscoring the critical role of partnership and shared responsibility in public health initiatives. File photo for reference only As Vietnam approaches the April 30 – May 1 public holidays, Vietnam Railways (VNR) is gearing up to meet the increased travel demands by enhancing its services on major routes across the country. With special attention to the North-South line and other popular destinations, VNR is set to add extra trips and introduce special commemorative trains. To accommodate the influx of holiday travelers, an additional SE9 train will run between Hà Nội and Ho Chi Minh City on April 29 and 30. Further, the Hà Nội–Hải Phòng route will feature extra services from May 2-4, including trains LP10 and HP4 from Hải Phòng Station, and HD2 from Hải Dương Station. Central province connections from Ho Chi Minh City will also see increased trips, including four additional journeys to Đà Nẵng, eight to Quy Nhơn, six to Nha Trang, and two to Phan Thiết. Additional routes from Hà Nội to Đà Nẵng and Đồng Hới will also be operational. Marking a historic 50 years since the liberation of the South and national reunification, VNR will run a special pair of commemorative trains, SE1 departing from Hà Nội and SE4 from Sài Gòn. Known as Thống Nhất (Reunification) trains, they will leave their respective stations simultaneously on April 29, aiming to rendezvous at Đà Nẵng Station at noon on April 30. The event will be celebrated with an evening farewell ceremony featuring surprise gifts and a range of activities for passengers aboard these special trains. In a generous gesture of gratitude, VNR will offer a 40% ticket discount to war invalids, sick soldiers, veterans, and families of revolutionary martyrs for travel from April 24 to May 9. Eligible individuals must present appropriate documentation at railway stations during ticket purchase and boarding. In a move to digitally commemorate this occasion, each train ticket bought during this period will represent a national flag displayed on VNR’s ticketing system, symbolizing the spirit of national pride and unity. These initiatives not only honor Vietnam's rich history but also enhance the travel experience for passengers, creating memorable journeys during the festive period. File photo for reference only In the wake of Typhoon Yagi’s devastating impact, survivors from the wiped-out village of Lang Nu in Vietnam's Lao Cai Province are rebuilding their lives in a new community designed to withstand future climate disasters. This relocation comes after a catastrophic landslide last September, triggered by Yagi's heavy rains, destroyed their homes and claimed the lives of at least 320 people across Vietnam. Nguyen Thi Kim, a resident who lost 14 family members, recalls the horror of being engulfed in a wave of mud with her young daughter. "I still cannot talk about it without crying," she says, reflecting on the ordeal. The storm, the strongest to hit Vietnam in decades, underscores the increasing intensity of typhoons owing to climate change, which affects storm patterns by making the atmosphere and oceans warmer. The new settlement, located two kilometers from the original site, offers sturdier concrete homes and improved infrastructure aimed at minimizing landslide risks. The move represents a significant adjustment for residents like Hoang Thi Bay, who now live in modern stilt houses with reinforced steel beams. Despite missing their traditional timber homes and farmlands, the survivors acknowledge the necessity of change to ensure safety. The relocation effort is led by local authorities and experts like Tran Thanh Hai, who emphasize the importance of selecting a site based on elevation and slope gradient to mitigate future geological threats. The community is further protected by a simple yet effective drainage system, directing water away from slopes to reduce soil saturation and landslip chances. However, experts caution that new developments such as roads, loss of forest cover, or nearby construction could still introduce instability. Restoring protective forest cover, particularly dense primary rainforest, remains crucial for long-term stability. For Nguyen Thi Kim and her fellow survivors, leaving their ancestral land was painful, yet they are grateful for the opportunity to start anew. "I believe this is the safest ground for us," Kim asserts, embracing the hope of a more secure future amidst the lingering shadows of past trauma. Adapted by ASEAN Now from VN News 2025-04-23

File photo for reference only Filipino employees topped Southeast Asia in workplace engagement over the past three years, yet they also report significant loneliness and a proclivity for job hunting, according to Gallup's latest State of the Global Workplace report. Released in April, the 2025 report highlights global and regional workforce challenges and opportunities. Despite a global decline in employee engagement from 23% in 2023 to 21% in 2024, Southeast Asia emerged as the second most engaged region worldwide. Among Southeast Asian nations, the Philippines led with 38% of employees reporting engagement at work, an increase from 2023. In comparison, Thailand and Indonesia reported 33% and 27%, respectively. However, the report presents a complex picture for Filipino workers: three in five are "quietly quitting" or "loudly quitting," reflecting unmet workplace needs. Gallup notes increased job-hunting activity, with 74% of Filipinos viewing 2024 as a favorable year for new job opportunities, a trend mirrored by Aon's survey showing 64% of workers exploring better options. Filipinos also reported being the loneliest in Southeast Asia, with 30% experiencing loneliness during their workday. Stress levels remain high, with half of the respondents citing significant stress in 2024. Negative emotions, such as anger and sadness, were reported by nearly 30% of participants. These findings align with a broader pattern of decreasing manager engagement globally, particularly in regions like the US, Canada, Australia, and New Zealand. Gallup's study highlights managers' critical role, accounting for 70% of a team's engagement, and links their well-being to economic pressures such as rising housing costs and inflation. To address these issues, Gallup recommends several strategies for managers: Manager Training: Invest in formal training for managers, many of whom have never received leadership instruction. Coaching Techniques: Develop effective coaching abilities, which can significantly boost team engagement. Manager Well-being: Improve overall well-being to increase managers' job satisfaction and productivity. By prioritizing manager engagement and well-being, organizations can enhance employee morale, reverse productivity declines, and unlock economic potential. Gallup emphasizes the need for executives to invest in management futures to mitigate risks of inaction. The report serves as a call to action for organizations to rethink management roles, aiming for an empowered workforce and thriving workplace environment. File photo for reference only The Manila local government has been compelled to allocate an additional ₱50 million to address construction flaws in the President Corazon C. Aquino General Hospital, a project that stalled under the previous administration. Situated in the Baseco Compound, the hospital failed to secure an operating license from the Department of Health (DOH) due to non-compliance with healthcare facility standards. Mayor Honey Lacuna-Pangan expressed frustration over the project's status. "The groundbreaking for the Baseco Hospital occurred in 2021 under then-Mayor Isko Moreno Domagoso, but it remains unopened and unusable to the public because it wasn't built to standard," she said. The project, initiated during a rush of infrastructure development projects in the lead-up to the 2022 presidential elections, overlooks long-term viability and regulations, according to Lacuna-Pangan. "The planning was flawed, and it failed because it was rushed during the height of the presidential election season," she stated. This has resulted in the continuous need to redirect funds towards rectifying planning and construction issues, with the most recent allocation being ₱50 million. These additional expenses highlight the wastefulness of inadequate planning. Mayor Lacuna-Pangan emphasized the importance of public funds benefiting the populace and not being squandered on poorly executed projects. "This hospital was meant to be a vital healthcare facility for the residents of Baseco. We are working diligently to rectify the issues so it can finally provide the free medical services it was intended for." Despite these challenges, Lacuna-Pangan reassured the public of her administration's commitment to completing the hospital, ensuring it meets the necessary standards to provide essential healthcare services to the community as intended. File photo for reference only President Marcos's campaign promise of delivering rice at ₱20 per kilo is set to take shape with a planned trial in the Visayas region, as announced by Department of Agriculture (DA) Secretary Francisco Tiu Laurel. During a press briefing in Cebu City, following a meeting with the President and 12 governors, Laurel outlined the initiative's rollout. The ₱20 program, initially conceived as a short-term solution lasting until February, will see the DA overseeing rice sales at the reduced price. President Marcos has directed for this initiative to be sustainable, potentially extending until 2028. Local Government Units (LGUs), in collaboration with the DA and Food Terminal Inc. (FTI), will manage the program’s pilot, which might begin next week. To bridge the current market price gap—approximately ₱32 to ₱33 per kilo—the FTI and LGUs will equally share the cost difference of ₱13 to achieve the ₱20 target. Visayas was chosen for the pilot due to its significant rice stockpile in Iloilo and the pressing need among local populations. While Visayas will serve as the starting point, the intention is to expand the program nationwide after addressing logistical challenges. Purchases of ₱20 rice will be limited to 10 kilos per week per household to manage distribution. Laurel, who succeeded Marcos as DA Secretary in November 2023, emphasized that achieving this price point was the administration's goal, despite initial criticism over delays since the election campaign. He noted that recent reductions in global rice prices and the necessity to clear National Food Authority (NFA) warehouses, holding approximately 358,000 tons, facilitate the implementation of this initiative. The program's success could fulfill the campaign's bold promise and significantly aid Philippine households facing food security challenges. Adapted by ASEAN Now from Manila Bulletin 2025-04-23

Pictures courtesy of Pattaya Mail Police raided a beauty clinic in Soi Kor Phai, just off Thepprasit Road in Pattaya, after receiving complaints about its unlicensed operations and unqualified staff performing medical procedures. The clinic, promising beauty enhancement services, was caught operating illegally on April 23. Under the command of Police Major General Teerachai Chamnarnmor, officers from the Region 2 Investigation Division, along with Jirasan Meerattanawat, Senior Specialist Pharmacist, and officials from Chon Buri’s Provincial Public Health office, inspected the clinic following numerous reports of substandard and illegal practices. Situated in a four-storey commercial building, the clinic offered beauty services such as injectable fillers, Botox, and skin vitamin treatments without licensed medical professionals. Upon their arrival, investigators encountered a 35-year-old receptionist, referred to as A, and other staff promoting unauthorized treatments. During the inspection, a 37-year-old woman, B, was found administering a filler injection to a client on the ground floor, assisted by another staff member, C, also 37. Further investigation revealed medical supplies, including Botox and syringes, stored on the second floor, while the third floor had been converted into a facial massage room. The clinic was unable to provide any operating permits or medical licences, and staff members lacked any professional qualifications, raising immediate concerns for patient safety. Consequently, all staff were detained for questioning at Pattaya City Police Station. Jirasan Meerattanawat explained that the Public Health Office had received numerous complaints regarding the clinic’s use of unqualified personnel, prompting the urgent investigation. The police have filed multiple charges against the clinic, including operating without a licence, running an illegal medical facility, and performing medical services without valid certification. Legal proceedings are ongoing, and the police have vowed to continue cracking down on unlicensed medical operations to ensure public safety remains a top priority in the region. Photo via Facebook/ สภ.เมืองพัทยาm A Thai man who posed as a motorcycle taxi rider was apprehended by police after he targeted a Russian woman and attempted to rob a Thai woman in Pattaya. The incidents left victims shaken and highlighted a concerning safety issue for residents and visitors in the area. The first victim, a 21-year-old Thai woman named Wichayada, encountered the imposter on April 20 in Soi Phratamnak. She reported that he offered her a ride, which she declined. However, the man, identified as 30-year-old Ukrit Mangkang, followed her, eventually threatening her with a firearm. Wichayada managed to escape and seek help at a nearby hotel. The second victim, Liliia, a Russian national with her friend and young daughter, encountered Ukrit, who brandished a gun and coerced her into handing over 3,100 baht in cash. Police swiftly reviewed CCTV footage from the area, which led to Ukrit’s identification. He was captured on April 22 while dining with friends near Soi Pattaya Beach 13/4. Police confiscated the firearm and motorcycle he used in the crimes. Ukrit confessed, claiming desperation drove him to commit these offences. His past includes arrests and imprisonment for drug and theft charges, with a recent release from prison prior to these incidents. Ukrit now faces multiple charges, including: Section 337 of the Criminal Code: Using threats or violence to obtain property, with potential penalties of six months to seven years in prison and fines between 10,000 to 40,000 baht. His use of a firearm increases the penalty by half. Section 8 of the Firearms Act: Unauthorized possession of a firearm in public, punishable by up to five years in prison, a fine of up to 10,000 baht, or both. This arrest underscores the challenges law enforcement faces in dealing with repeat offenders, highlighting the need for vigilance among residents and tourists in Pattaya. Picture courtesy of KhaoSod A 45-year-old man, identified as Phanom, was arrested in Lop Buri province following a crossbow attack on his brother-in-law, leaving the victim seriously injured. The incident occurred on April 21 in Bang Phung subdistrict, with the arrest made the following day. Police Colonel Supakorn Onsu-wan, superintendent of Baan Mi Police Station, reported that the assault unfolded around 8pm as the victim, 41-year-old Anon, was drinking outside his home. Tensions between the neighbours had been escalating, largely due to allegations that Anon had harassed Phanom’s wife and daughter during the Songkran festival, claims Anon denies. Phanom, serving as a respected village headman, allegedly used a crossbow to shoot Anon, striking him in the back. Despite Anon's serious injuries, he was swiftly transported to the hospital. Phanom contends that the discharge was accidental, asserting that he intended only to threaten Anon with the weapon. The crossbow, acquired by Phanom for 4,500 baht (around US$135), uses a 40-centimetre dart propelled by an elastic band. While the weapon is legal to possess since it isn't classified under firearm laws, Phanom acknowledged its potential danger when mishandled. The police are pursuing legal action against Phanom for his role in the incident, underscoring the serious nature of attacks involving weapons, even those not strictly regulated by law. The case highlights the importance of resolving personal disputes through peaceful means and the tragic consequences of failing to do so. Adapted by ASEAN Now from The Thaiger 2025-04-23

Picture courtesy of KhaoSod In a heart-wrenching incident in Amnat Charoen province, a man was killed by a lightning strike while collecting kaffir lime leaves, under the watchful eyes of his father. The tragedy unfolded at around 6.30pm on April 22, near a paddy field in Ban Khok Khai, within the Kaikham subdistrict. Police Captain Boonlert Raktong from Mueang Amnat Charoen Police Station was alerted to the incident, where he discovered the body of 44-year-old Sommai Jarujit. Sommai's body, found face-down with burn marks, was positioned near a kaffir lime tree, partially concealed by the very leaves he was collecting for dinner. The sombre narrative shared by Saiwai Jarujit, Sommai’s father, paints a picture of an ordinary day turning tragic. After completing their farm work, Sommai stayed behind to gather ingredients for their evening meal. As storm clouds loomed overhead, ominous thunder followed. It was amidst this brewing storm that Saiwai witnessed the lightning strike that claimed his son's life. Despite his immediate reaction to assist, it was already too late to save Sommai. Understandably, the family did not dispute the apparent cause of death, and the body was prepared for traditional religious rites, as they grapple with the profound loss. This incident serves as a grim reminder of the unpredictable and often deadly power of nature, especially during times when storms are prevalent. It underscores the importance of exercising caution during severe weather conditions to avoid such heartbreaking tragedies. Adapted by ASEAN Now from The Thaiger 2025-04-23

Photo courtesy of Bangkok Post In a significant blow to narcotics trafficking, Thai border patrol police captured two men transporting a staggering 632,360 methamphetamine pills in Mueang district. The suspects, Yommana Bannarak, 37, and Pinyowit Watthan, 26, attempted to elude authorities in a high-stakes chase. According to Police Lieutenant Colonel Boonlert Wisetchart of Border Patrol Police Subdivision 24, the arrest unfolded late on April 21 following a tip-off. The suspects were travelling from Nong Khai to Udon Thani in a white Nissan Almera, their vehicle laden with large sacks of meth concealed inside. The operation commenced when the police received intel on the intended drug route, leading them to establish a late-night ambush at an intersection in Nong Khai's Nai Mueang subdistrict. Upon being flagged to stop, the suspects attempted a reckless escape, crashing their vehicle into a police car before fleeing on foot. The police swiftly intercepted them, preventing any further getaway.
