  1. The Royal Thai Army (RTA) has caught five people trying to smuggle 20 cows into the country. The offenders, all from Myanmar, were being paid 250 baht per cow by an anonymous third party. The arrest happened on July 15, when the 35th Ranger Forces Regiment were on patrol in Ban Mae Salid Luang in the Tha Song Yang district, Tak province. During the patrol, the soldiers came across a group guiding 20 cows through the Mae Salid Pokro stream near the Mae Song Subdistrict Administrative Organization. Upon being found, the group tried to run away but the officers caught five of them, four men, and a woman. The suspects are 20-year-old Saw Wi Hae, 21-year-old Cho Ae Por, 30-year-old Di Di, 35-year-old Tho Ko, and 50-year-old No Lae Tae. All of them had identification cards that showed they were stateless. The offenders admitted that a third party had hired them to guide the cows from the Moei River area on the Thai side, close to Ban Mae Salid Luang. Once they had moved the cattle through the landscape and the Mae Salid Pokro stream, a pickup truck with a metal cage transported the cows for resale. Each person involved in the transport received a payment of 250 baht per cow. The authorities believe that the cows had been brought illegally into Thailand from Wasu Ko village in the Karen State of Myanmar. As a result, the army worked with the local police and the Mae Sot District Livestock Office to charge the suspects with moving animals or carcasses without permission in a surveillance zone for foot-and-mouth disease. This contravenes Section 22 and the penalties laid out in Section 65 of the Animal Epidemic Act. The suspects are now with the Tha Song Yang Police Station investigators and the cattle have been handed over to livestock officials to decide what happens next, following the Department of Livestock Development’s rules. The sanctuary’s rapid response team discovered the elephant, believed to be over 50 years old and weighing about 3.5 to 4 tonnes, stuck in a ditch in Ban Nayao, a neighbourhood of Sanam Chai Khet District, Chachoengsao Province. The animal was very weak and unable to stand. Several organizations collaborated to help the elephant, including the Wildlife Rescue Centre 2, the head of the Ang Rue Nai Wildlife Sanctuary, the chief of the Chachoengsao Wildlife Research Station, local rescue teams, and volunteers from the community. Initial examination revealed that the elephant was very thin and suffering from serious pressure sores on its left hip and ankle. It also had a detached rear footpad, most likely caused by an infection. The elephant was given immediate medical attention by onsite vets, including wound dressings, antibiotics, painkillers, anti-inflammatories, plus IV fluids containing glucose and amino acids. They aimed to alleviate its suffering and keep track of its condition. Regrettably, even with this intensive care, the elephant died at 3.30am. Officials from Ang Rue Nai Wildlife Sanctuary are currently working with Sanam Chai Khet police to examine the site where the elephant was found and to arrange for the elephant's body to be transported for a comprehensive post-mortem exam, in order to determine the precise cause of death. The mat was found in the boot of a rental car and is thought to be a vital element in the case of a woman's body dumped in a forest in Chachoengsao Province. Investigators found the blood-stained mat during a forensic examination and hope the DNA results, due by Friday, could link it to the missing woman. They have also collected more evidence from a Bangkok hotel room, near Sri Nakarin intersection, where the male suspect, also Chinese, is believed to have stayed after the crime. Forensic teams found blood traces in the hotel room's bathroom and sink. The blood stains were similar to those found in the rental car's trunk, providing a potential link between the two crime scenes. Determining the cause of death in this case is proving difficult due to the body's advanced decomposition. The best guess at this stage is the victim may have been strangled, but this is yet to be confirmed. A positive DNA match from the blood stains would strongly suggest a violent death occurred. Deputy Commander of the Metropolitan Police Bureau, Pol Maj Gen Noppasilp Poonsawat, said the evidence demonstrates a clear relationship between the victim and the male suspect. They are believed to have been together willingly. Police are working on two possible motives, a love quarrel or robbery. As investigations continue, the police are set to issue an arrest warrant for the suspect who fled Thailand on July 3. His extradition will also be sought. The body was found on July 13 in a forest near a village in Mueang district, Chachoengsao province. The police believe it might be the missing woman, Ms. Yuan, as there is evidence of cosmetic surgery which matches her medical records. Yan went missing on July 2nd and a ransom demand of 1 million yuan (around 5 million baht) was made. A body thought to be Yan's was discovered on July 13th at 10:30 AM in a grassy spot in Chachoengsao, Thailand. The Thai police traced Yan's phone to Chachoengsao and examined security footage from July 1-3, which showed Yan's apparent friend, Qingyan Ma, renting a car and driving her to the area. They found Yan's burned suitcase there as well. Ma was then seen leaving his Bangkok apartment in the Srinakarin region and flying out to Hong Kong on the same day. Investigators found that Yan's WeChat Pay account was active in Macau from July 4-6 and they suspect Ma has a connection to her disappearance. Yan's body was found buried 20 centimeters under waste tiles in Mueang Chachoengsao, roughly 1 km from where her suitcase was discovered. Preliminary autopsy findings revealed that the body had been underground for over ten days and had significantly decomposed due to stagnant water in the ground. Bloodstains were found in Ma's Bangkok apartment and in the rental car. Investigators are conducting DNA tests on the blood, comparing them to Yan's father's DNA. Yan's family, who were ignorant about Yan's association with Ma, were informed of the situation by Yan's brother-in-law who had received the ransom demand. Ma, the main suspect, is now believed to be in Macau. Once Yan's identity is confirmed, police plan to issue an international warrant for Ma's arrest. Together with international agencies, they intend to apprehend him and ensure justice. As of now, Thai police have not publicly revealed the motive behind Yan's murder, as reported by TPN. Reardon, have signed an online Memorandum of Understanding (MOU) to collaborate on this project. Mr. Thidade emphasized EGAT's commitment to speeding up the development of floating solar power plants along with hydroelectric ones. This move will bolster clean energy production and help Thailand achieve its carbon neutrality objectives. The collaboration marks an important advancement in increasing electricity production via EGAT’s floating solar projects in dam reservoirs. EGAT aims to develop ESM solar panels, which are not only cost-effective to produce, but also more easily recyclable. The panels will be tested for their power generation efficiency in real-life conditions in comparison to currently used solar panels. Part of the project's interest is also to determine possible commercial applications. ESM solar panels are seen as a groundbreaking solar energy technology, able to operate in a variety of weather conditions and boasting longer lives. A crucial development went relatively unnoticed as Suzuki Motor announced the closure of its Thai factory, with a capacity an annual output capacity of up to 60,000 cars. This decision by the Japanese automaker reflects a broader trend affecting Southeast Asia’s second-largest economy. Thailand is grappling with an influx of inexpensive Chinese imports and a decline in industrial competitiveness, exacerbated by rising energy costs and an ageing workforce. Over the past year, nearly 2,000 factories have shut down in Thailand, severely impacting the manufacturing sector, which contributes almost 25% of the nation’s gross domestic product (GDP). This downturn is weighing heavily on the 18 trillion baht economy and affecting workers. A loyal employee of nearly 20 years at the VMC Safety Glass factory in Samut Prakan province, 54 year old Chanpen inspected automotive and building products. In April, she was unexpectedly informed about the factory’s closure, leaving her jobless. As the sole breadwinner for the family, this closure marked a dark period of uncertainty for her future. “I don’t have any savings. I have hundreds of thousands of baht of debt… I’m old, where will I go to work? Who will hire me?” Declined to comment A director at VMC Safety Glass, Monchai Praepriwngam, declined to comment on the reasons behind the factory’s closure. The struggles within the manufacturing sector pose a significant challenge to Prime Minister Srettha Thavisin, who took office last year. He pledged to boost average annual GDP growth to 5% over his four-year term, up from 1.73% over the past decade. The Bangkok-born PM highlighted the issues surrounding the industrial sector in a Parliament meeting last week. “The industrial sector has slumped and capacity utilisation has fallen below 60%… It is clear that the industry needs to adapt.” Chairman of the National Economic and Social Development Council, Supavud Saicheua echoed these concerns, stating that Thailand’s long-standing manufacturing-driven economic model is failing, before highlighting the need for a shift to focus on products not exported by China, instead to strengthen its agricultural sector. “The Chinese are now trying to export left, right and centre. Those cheap imports are causing trouble… You have to change…no ifs or buts.” The Thai Department of Industrial Works reported a 40% increase in factory closures between July 2023 and June 2024 compared to the previous year. Consequently, job losses surged by 80%, leaving over 51,500 workers unemployed. Giants falling Kiatnakin Phatra Bank’s research division noted a slowdown in new factory openings, with large factories closing and smaller ones taking their place. This trend has impacted key economic sectors, including the automobile industry. Smaller manufacturers are also struggling with rising production costs due to increased energy prices and relatively high wages, according to Sangchai Theerakulwanich, chairman of the Federation of Thai SMEs. “We compete with multinational businesses…Manufacturers unable to adapt quickly had to close business or change to make something else.” Starting this month, Thailand began collecting a 7% value-added tax on inexpensive imported goods priced below 1,500 Thai baht, primarily from China. However, these products remain exempt from customs duties. The Vice Chairman of the Federation of Thai Industries, Nava Chantanasurakon, urged the government to implement measures to prevent tariff evasion amid the US-China trade war and high barriers for some Chinese goods in other regions. Currently, Thailand’s economy is projected to grow by only about 2.5% this year, contributing to widespread dissatisfaction with Prime Minister Srettha’s performance. Cash handout scheme The Thai premier defended his party’s controversial and delayed 500 billion-baht handout scheme, which has faced substantial criticism, including from the central bank. The 20 year old victim, identified only as Or, told a Thai news agency yesterday, July 14, that she had been sexually assaulted by the man, who claimed to be a hermit, and his wife at their compound in the Vibhavadi district in Surat Thani. Or contacted the Ministry of Social Development and Human Security (M-Society) yesterday via the department’s hotline number 1300 and asked officials to pick her up from the compound. Or was accompanied to Vibhavadi Police Station to file a complaint against the hermit and his wife. During questioning, Or revealed to the police that her parents believed in the hermit’s supernatural powers and became followers of his a few years ago. On July 5, Or’s mother told her that the hermit predicted that she had breast and cervical cancer. The parents asked Or to seek treatment from the hermit but she refused. Unfortunately, under pressure, she went to the hermit’s compound, where he ordered her to undress and receive an oil massage. Or said that the hermit not only touched her body and breasts but also inserted his finger into her vagina. The hermit asked her to come to his place again and again and did the same to her. Or went to the hospital to have her alleged cancer checked out. The health check confirmed that she was healthy and did not have cancer. Deciding to move out of her house to live with a friend, Or was visited by her father who insisted she meet the hermit for treatment. unable to tolerate it any longer, she sought help from the media and M-Society. She also called for the police and government officials to investigate the hermit and his wife’s actions, revealing that similar treatments had been performed on two other girls aged only 12 and 14. The hermit and his wife were summoned to the police station for questioning this morning, July 15. officers were planning to search their home and collect evidence soon. The representative leaked a dashcam video showing men stopping the tourists' vehicle around 200 meters from a Pattaya toll booth at approximately 7:29 pm on July 10th. The representative alleged that these men demanded 700,000 baht from the Chinese nationals. Both the representative and the tourists questioned the authenticity of the supposed officers. The Chinese tourists were lodged near Terminal 21 in Pattaya. The representative hoped they would receive justice before their departure from Thailand scheduled for July 25th. Channel 7 News reported that the purported police officers arrived in two cars, a white Toyota Fortuner and a black Ford Everest. The channel also revealed that these alleged officers checked the tourists' passports, visas and took their photos. They also examined the driver's license. The driver's nationality was not specified, but it was suggested they could be Thai. Thawee Kudtalaeng, the superintendent of the Nong Prue Police Station, told Channel 7 that the Chinese tourists did not officially report the incident. A news team from Channel 7 tried to reach out to the tourists' driver for additional information but were unsuccessful. Police officials stated that they could not proceed with the case unless the Chinese tourists file a formal complaint. At 1.06am today, July 15, Superintendent of Nong Prue Police Station, Police Colonel Tawee Kutklang, along with the Deputy Inspector of Pattaya Tourist Police Division 4, and Deputy District Chief of Bang Lamung, led over 50 officers in a raid on a well-known restaurant located in a high-end village on Khao Talo Road, Nong Prue sub-district, Bang Lamung district, Chon Buri Province. During the operation, police discovered a group of ten people in the four-storey restaurant, with the ground floor serving as a karaoke room for parties. The second floor housed a dining area, while the third and fourth floors contained living quarters. The group included four Chinese men, three Laotian women, one Myanmar woman, and two Thai nationals. The party-goers were found heavily intoxicated, consuming alcohol and using ketamine amidst the backdrop of loud music. The officers ordered an immediate halt to all activities, turned off the music, and switched on the lights. Upon inspection, a large quantity of ketamine was found on a wooden tray on the table. A 42 year old Chinese man admitted ownership of the drugs. Following the initial bust, officers proceeded to inspect the second, third, and fourth floors. Some rooms were inaccessible, prompting coordination with the caretaker to gain entry. No illegal substances or activities were found in these areas. All ten individuals were detained for urine tests to check for drug use. The seized ketamine and the suspects were handed over to investigators for further legal proceedings, reported KhaoSod. Over the weekend, Thailand’s Prime Minister Srettha Thavisin and Minister of Public Health Somsak Thepsuthin, accompanied by Deputy Permanent Secretary of the Ministry of Public Health Dr Kittisak Aksornwong, oversaw the launch of this ambitious project in Sa Kaeo Province. The event celebrated the upgrade of Somdej Phra Yupparat Hospital, Chalermprakiat Community Hospital, Chaiphat Hospital, and 72 primary care units in honour of His Majesty the King, commemorating his 60th birthday on July 28, 2024. Revolutionising healthcare with digital technology The Thai government has initiated ten key projects to celebrate His Majesty’s birthday, focusing on expanding and enhancing medical services. The Ministry of Public Health’s initiative aims to upgrade healthcare facilities to treat complex cases, reducing the need for referrals. Sa Kaeo Hospital, serving approximately 562,000 residents, has introduced the “Urban Community Health Center” or Smart PCC Family Doctor Clinic. This facility uses digital technology and artificial intelligence (AI) to streamline healthcare services, making them more efficient and accessible. Digital health stations: Bridging the gap Locals can now use their Thai citizen ID cards to access health and medical care at 340 digital health stations throughout the province. These stations are equipped to measure basic health vitals such as body weight, temperature, blood pressure, heart health, glucose levels, blood oxygen levels, and eye health, among other medical indicators. The digital health stations are linked to health databases and individual health records, utilising AI tools to identify potential health issues. The system can notify nearby doctors and recommend the next steps for patients. Notably, these stations are particularly effective at diagnosing eye issues in elder citizens, addressing the shortage of ophthalmologists in certain areas. Expanding access to healthcare Minister of Public Health Somsak plans to extend these digital health stations to more locations, including malls, markets, village halls, and shops, ensuring wider access to free health screening services. These stations are also connected to online telemedicine services crewed by doctors, offering convenient medical consultations without the need to travel long distances or endure long waiting times. Both the prime minister and the minister of public health envision expanding these services nationwide. The goal is to provide every Thai citizen with easy, free, or affordable health screenings and medical consultations, ensuring accessible healthcare for all.
