  1. Trouble is brewing for Thailand’s farmers as the much-anticipated fertiliser subsidy faces suspension until next year, according to Agriculture Minister Thamanat Prompow. Thamanat announced plans to discuss the troubled fertiliser subsidy policy with economic ministers, following revelations that the scheme could be on hold until 2024. Initially, the government had approved subsidies of 500 baht per rai, capped at 10,000 baht, for over 4.5 million farmers, starting yesterday, July 15. This co-payment programme was set to cost around 30 billion baht, offering significant savings compared to the previous administration’s rice farming subsidies. However, budget constraints and objections from various parties have thrown a spanner in the works. Thamanat admitted yesterday that resolving misunderstandings regarding the subsidy would take time, cautioning that the policy might not see the light of day this year. “The policy aims to reduce farmers’ expenses and promote precision farming to boost rice productivity.” Thamanat noted that discussions within the Agriculture Ministry and with economic ministers would be crucial in determining the policy’s future. “Political issues are another factor that triggered the suspension of the fertiliser subsidy policy, as some parties have to lose benefits. However, we want them to understand and focus on farmers’ benefits.” If negotiations and further studies drag on, the subsidy could be postponed until next year. Despite the setback, Thamanat remains focused on reclaiming Thailand’s position as the world’s second-largest rice exporter from Vietnam by enhancing the aroma and taste of Thai rice. The ministry now boasts over 30 rice species suitable for cultivation across the country. In 2023, Thailand ranked third among rice exporters with a volume of 5.27 million tonnes, trailing behind India and Vietnam. Natthakit Khongthip, Director-General of the Rice Department, confirmed the postponement of the fertiliser subsidy, citing differing views among farmers and financial constraints. Natthakit expects the policy to launch in January or February next year, reassuring that the delay would not impact fertiliser manufacturers already participating in the programme, reported The Nation. Bangkok Governor Chadchart Sittipunt inspected Bueng Makkasan in Ratchathewi district following a large number of fish deaths, suspected to be caused by oxygen depletion and expressed concern over the potential spread of the blackchin tilapia to other areas. Chadchart visited Bueng Makkasan in the Ratchathewi district today to investigate the mass fish deaths in the area. Local fishers reported that most of the dead fish were Nile tilapia, along with some blackchin tilapia. The decrease in water levels, due to the Department of Drainage and Sewerage’s preparations for incoming rainwater, likely caused the fish to suffer from a lack of oxygen. Fish were observed gathering near a tunnel connected to a treatment facility, where oxygen levels are higher. Bueng Makkasan connects to Samsen Canal, which leads to the Chao Phraya River, and to Saen Saep Canal, which flows into Khlong Tan, with a drainage tunnel extending to Chong Nonsi. The 58 year old Bangkok chief voiced concerns about the potential spread of blackchin tilapia, noting that if the species proliferates in this area, it could spread to other locations. Within one hour, locals caught 30 kilogrammes of blackchin tilapia at Bueng Makkasan. The Director of Ratchathewi District revealed that while most fish in Bueng Makkasan is Nile tilapia, some blackchin tilapia are present. Chadchart explained that maintenance work on the water treatment equipment, which occurred from 3am to 11pm yesterday, led to lower oxygen levels in the water, causing the fish to die. The equipment is now operational again, and the situation is expected to improve, reported KhaoSod. However, further investigation is needed to determine the exact cause of the fish deaths, including water quality and the potential spread of blackchin tilapia. District authorities will closely monitor the situation to prevent further spread, said Chadchart. “From inquiries with local fishermen, it’s clear that the majority of the affected fish are Nile tilapia, with a smaller number being blackchin tilapia. “The water levels were lowered by the Department of Drainage and Sewerage to prepare for rainwater, which likely led to oxygen depletion and the resulting fish deaths. Fish were seen gathering near a tunnel where treated water, with higher oxygen levels, is released. In a joint operation by the Anti-Money Laundering Office (AMLO) and Thailand's National Broadcasting and Telecommunications Commission (NBTC), they have launched a massive crackdown on mobile banking regulation and call center scams. This effort has already led to the suspension of over 1 million phone numbers tied to users with more than 101 SIM cards. A meeting was headed by Pol. Gen. Nathathorn Prousoontorn, an NBTC board member, and other high-ranking officials to discuss the progression of the operation against call center gangs. Several steps are now in effect to help combat this issue. One of the primary steps taken involves suspending unverified SIM cards, where users failed to confirm their identities under NBTC guidelines. Up until now, more than 2.1 million such SIM card accounts have been suspended. Out of these, over 1 million are accounts with possession of 101 or more SIM cards. The authorities have also been investigating fraudulent SIM cards associated with mobile banking. The NBTC got data covering 79 million bank accounts and over 113 million mobile banking phone numbers via AMLO from 21 banks. The data is being assessed to verify that the SIM card owners are the same as the bank account holders. The verification work is set to be finished by the end of July 2024. In addition, the NBTC in cooperation with the Royal Thai Police, has been targeting illegal telecommunications signal towers installed along the borders of five provinces – Tak, Chiang Rai, Sa Kaeo, Chanthaburi, and Ranong. The program aims to stop further debt pile-up and gives people more time to pay back what they owe. There's also an ongoing project to restructure automotive debts, specifically focusing on pickup trucks and motorcycles, which are vital for many people's income. The project is a part of a larger strategy called "One District, One Quality School" led by the Education Minister, Police General Permpoon Chidchob. The goal of this initiative is to pull together all educational resources, both physical and digital, for each district's schools. Siripong assured that the plan will continue and the ministry will allocate funding to support teachers and give schools updated technology. The ministry plans to distribute tablets to students in Secondary 4 to 6 in 1,808 schools and is currently looking for contractors to create the needed platform and educational content. The budget will fund a five-year lease for 600,000 tablets, costing 400 baht each, including internet access. The project, currently under review for the 2025 budget allocation, had its funds lowered from the original 16 billion baht to 13 billion baht. The ministry is considering registering small and medium-sized schools to the program, with 1,808 district high schools already signed up. The main goal of the tablet distribution project is to make learning more flexible by giving more than 600,000 tablets to students and teachers, as well as aiding in the creation of accessible educational materials. Last month, the ministry predicted that the total cost for the program, running from 2025 to 2029 and covering 29,312 schools, would be around 22 billion baht. The nanny, known to have been well-paid and respectfully treated, has been accused of stealing valuable personal items and borrowing cash under false pretensions. In an operation led by Major General Saruti Kwangsopha of the police force on July 16, the 45-year-old nanny identified as Anong was arrested. The arrest followed a warrant issued by the Criminal Court of Thailand on May 18 and took place at a rental room in Sanam Chan subdistrict, Mueang Nakhon Pathom. Anong got hired as a nanny in 2021, for a family residing in Nakhon Pathom. Her responsibility was to cater to the three children of the family. Anong initially did very well, earning the family's trust. The family considered her one of their own, giving her a monthly paycheck of 30,000 baht, and even involved her in family trips overseas. Towards the end of 2023, Anong was seen regularly occupied on her mobile phone, speculated to be involving herself in online gambling. On being questioned, she shrugged it off as game playing. By the beginning of 2024, she started borrowing money from the family, lying about emergency expenses like her parents' medical bills, reclaiming her mother's farmland or her brother's bail. In a few months, this added up to over 700,000 baht. In April, she disappeared without any notice, stealing items including branded clothes and electronic equipment, valued at over 700,000 baht. A subsequent police investigation revealed that Anong got herself a new nanny position through a maid agency in Samut Sakhon. However, she left that job within just a few days. Soon after, she started working as a maid in Nakhon Pathom, where her arrest was effected. After being arrested, Anong denied all charges of theft and fraud. She was taken to Thung Song Hong Police Station for further legal actions. The investigation also uncovered that she scammed other people into investing money using her employer's name, resulting in a substantial income increase. The chicken rice restaurant, located in Mueang district, Saraburi was the scene of the dramatic rescue. The owner, 34 year old Kriangkrai Apibarnthamakit, who is seen in the video wearing a red shirt, recounted the event. The restaurant was bustling with customers on Sunday, July 14. A man, approximately in his 50s, was seated at an inside table when he suddenly stood up and leaned against a table. Kriangkrai, noticing the man’s distress, approached and asked if he was alright. The man exhibited symptoms of severe chest tightness, was unable to speak, and had difficulty breathing, with his face turning blue. Simultaneously, a regular customer, a woman, joined in to help. Kriangkrai later learned that she was a dentist. Together, they provided first aid to the man. Due to the man’s large build, Kriangkrai assisted by performing the Heimlich manoeuvre, wrapping his arms around from behind, clasping his hands together under the man’s sternum, and pulling forcefully towards himself. It was discovered later that the man had a piece of food lodged in his windpipe. The woman, a dentist from Pak Chong, Nakhon Ratchasima, is a regular at the restaurant. Kriangkrai remarked on the rapid nature of the emergency, noting that without knowledge of first aid, it would have been difficult to act correctly. He expressed gratitude that the dentist was present and that no customers interfered with her efforts. Kriangkrai mentioned that he had some knowledge of how to help someone choking, thanks to social media tutorials. The man, who was not a regular customer but had visited the restaurant two or three times previously, was able to continue eating after the incident and suffered no further complications, reported KhaoSod. Wan Ubumrung submitted his resignation at the Election Commission (EC) and announced it was effective immediately. Wan explained that his decision came after being summoned by the party to clarify his presence at the Provincial Administrative Organisation (PAO) chairman election in Pathum Thani after the polls closed on June 30. Wan visited Police Lieutenant General Kamronwit Toopkrajang, a Khon Rak Pathum (Love Pathum) candidate and close friend of the Ubumrung family, to offer his condolences. Kamronwit, a former police commissioner, lost to Pheu Thai’s candidate, Charn Phuangphet, by less than 2,000 votes. This act of compassion towards an opponent did not sit well with the Pheu Thai leadership. Wan was called in to explain himself to party executives and leader Paetongtarn Shinawatra on July 9. Wan defended his actions, stating that meeting Kamronwit, who once had close ties to former premier Thaksin Shinawatra, was not inappropriate. The victim, 38 year old Atikhun “Oat” Nueangpim, sought help from Porramate Chaipatcharakunpong, the President of the Advisory Committee of the Nonthaburi Provincial Prosecutor, fearing he would never receive justice due to the other party’s influential status. Oat recounted the incident to Porramate and Channel 3, explaining that he had arranged to meet with the other party, 42 year old Anusorn Thuptate, well-known for his YouTube channel Once Upon a Time by Coke Zero, at the restaurant in Nonthaburi to clear up their conflict. Oat revealed that Anusorn misunderstood him after he urged him to use 70,000 baht of his money to bet on football for him. The agreement was made when Anusorn was drunk, leading to misunderstandings in the football betting but Oat did not clarify how. According to Oat, he expressed his willingness to compensate Anusorn with the 70,000 baht that his former friend lost in a football betting mistake. On the day of the incident, Oat agreed to meet Anusorn at a restaurant, believing they could resolve their issue amicably as they had been friends. However, Anusorn brandished a gun and threatened him before firing. Oat managed to press the gun down, causing the shot to hit his leg instead of a vital area. Oat revealed that he decided to seek help from Porramate due to concerns for his safety. Anusorn was well-known and had connections with influential people, while Oat was just a former boxer without any power. Porramate ensured Oat’s safety and believed it was important to hear the other side of the story. He planned to discuss the matter with Bang Yai Police Station and summon the other party for questioning. In an effort to prevent further illegal structures, the Deputy Permanent Secretary of the city authority, Narong Ruangsri, said they are working with the National Housing Authority to provide affordable housing for low-income families. Thung Maha Mek Police Station Superintendent, Panom Chueathong, announced on July 15 that the investigative team arrested 37-year-old Akkaphon Laphasanan. He is accused of burglary and theft at night, using a vehicle to aid the crime or avoid arrest. The arrest was made at a home in Thung Maha Mek, Sathorn, Bangkok. The investigation was sparked by an incident on July 9, around 2.30am, where side mirrors were taken from a bronze Mercedes-Benz and several neighboring vehicles. The cars had been left at the shop overnight for service programs such as cleaning and polishing. The theft was reported to the police. A prior initiative by ex-Police Chief Suwat Jangyodsuk, which saw CCTV cameras installed by the Royal Thai Police (RTP), was instrumental in this case. The CCTV captured the crime in full view, providing a key piece of evidence to identify the culprit. Upon questioning, Akkaphon admitted to the offenses. He confessed to entering the shop's property, stealing the side mirrors from various vehicles, and selling them to cover personal expenses.   25. A man's body, with both hands missing, was discovered on a sugarcane farm in the central province of Nakhon Sawan, Thailand. The identity of the deceased is still unknown as police search for his severed hands initially. The farm owner, Boonyoung Phothong, 53, found the body during his routine crop inspection. Boonyoung, who believes the deceased was not a local, reported the find to the police at Phayuha Khiri Station. According to the police, the body, wrapped in a red sleeping bag, had no personal belongings nor any identification documents. The only item found was a necklace with a Buddhist amulet. The man's body was sent to the Police General Hospital for a post-mortem. Officers had trouble identifying the deceased as he was believed to have been dead for at least two weeks before being discovered. They are now examining local security camera footage to identify both the victim and the perpetrator. The area's community leader, Malee Phudtaraksa, 50, highlighted that some CCTV cameras are located around five kilometers from where the corpse was found, though it's possible they might not have recorded any related incident.
