File photo for reference only The Hanoi People's Committee has announced a pivotal directive to transition the city's entire public bus fleet to electric and green energy vehicles by 2030. This ambitious plan, issued on April 8, requires a comprehensive roadmap with annual targets to be presented to the municipal government by April 15, 2025. Key steps in this transformation include updating the quality assessment criteria for public bus services, with finalized proposals expected by the end of this month. The initiative aims to enhance the efficiency and environmental sustainability of Hanoi’s public transportation system. The Department of Construction will spearhead the planning and allocation of land for electric vehicle charging stations. Additionally, the department is tasked with developing interest rate subsidy policies, encouraging investments in green bus technologies starting in April. To support this transition, the Department of Industry and Trade is responsible for maintaining a reliable power supply for the new electric bus infrastructure. Concurrently, the Department of Finance will work on simplifying loan procedures, facilitating easier access to funding for businesses investing in green energy transportation solutions. Hanoi’s move towards a fully electric public bus system reflects a broader commitment to reducing urban emissions and promoting sustainable city living. By 2030, the city's efforts are expected to significantly contribute to environmental conservation and improve the quality of public transportation services, reported VN Express. -- 2025-04-10

File photo for reference only Vietnam is set to expand and upgrade airports in Phu Quoc, Chu Lai, and Con Dao through public-private partnerships (PPP), with projects aimed at boosting capacity and meeting international standards. In Quang Nam Province, local authorities are seeking government approval to manage the Chu Lai airport expansion at a cost of VND11 trillion (US$423.85 million). The expansion will transform Chu Lai into an international airport as part of the 2021-30 airport development master plan. Proposed upgrades include adding a new 3,048-meter runway, taxiways, and parking for between 32 to 40 aircraft. The passenger terminal's capacity will rise to 10 million passengers annually, with the cargo terminal reaching a capacity of 1.5 million tons. For Phu Quoc International Airport, with APEC 2027 on the horizon, expansion plans include investments from Sun Group and IPP Group. Sun Group's proposal outlines expanding the terminal to handle 18-20 million passengers, extending the existing runway to 3,500 meters, and building a VIP terminal. IPP Group plans to construct Terminal 2 with an initial capacity of six million passengers, increasing to eight million. The Kien Giang Provincial People’s Committee has been urged to expedite procedures to gain investment approval under the PPP model. Con Dao Airport, in Ba Ria - Vung Tau Province, is also slated for upgrades under a PPP model. The project will enhance facilities like airfields, flight operations, and air traffic control, preparing it to accommodate large aircraft such as the A320, A321, Airbus A350, and Boeing 787, facilitating international flights from Northeast Asia and some European and American countries. The Ministry of Construction has approved the proposal, emphasizing the need to expand the runway for larger aircraft. The Ministry of Construction is working on a master plan for these expansions, which once finalized, will pave the way for the Ba Ria - Vung Tau People's Committee to attract private investment in upgrading Con Dao Airport. These expansions aim to enhance Vietnam’s aviation infrastructure, supporting increased passenger capacity and international connectivity while promoting economic growth through improved transportation facilities, reported VN Express. -- 2025-04-10

File photo for reference only MANILA, Philippines — The Philippine National Police (PNP) has announced the removal of Police Brigadier General Elmer Ragay from his position as chief of the Anti-Kidnapping Group (AKG). PNP spokesperson Police Brigadier General Jean Fajardo confirmed on April 10 that PNP chief Rommel Marbil was dissatisfied with Ragay's performance in handling kidnapping cases. "General Elmer Ragay has been relieved as Director of the AKG," Fajardo stated during an interview. The decision follows the recent death of Chinese businessman Anson Que, found deceased on April 9, though the PNP clarified that Ragay's dismissal was not solely related to this incident. Fajardo added that the evaluation was based on Ragay's handling of the Que case and previous cases under his leadership. Ragay had previously faced removal in February over a controversial rescue operation involving a kidnapped Chinese minor, but his dismissal was nullified due to Commission on Elections regulations during the election period. Police Colonel David Poklay, formerly the deputy director for operations of the Criminal Investigation and Detection Group, has now assumed Ragay's role. The leadership change highlights ongoing concerns within the PNP regarding the management of kidnapping cases and the need for more effective strategies and implementation, reported PhilStar. -- 2025-04-10

File photo for reference only A Philippine Airlines (PAL) flight bound for Los Angeles made an emergency landing at Haneda Airport in Tokyo after the plane's air conditioning unit malfunctioned, causing smoke to fill the cabin. The Boeing 777, carrying 359 passengers and 18 crew members, was diverted to ensure safety after departing from Manila on April 9. PAL confirmed that flight PR102 landed safely at Haneda at 3:30 a.m. Passengers were kept on board for around six hours while coordination with Haneda Airport officials ensured a secure and structured disembarkation process. The aircraft doors were opened to maintain ventilation in the cabin. Once the disembarkation gate was secured, passengers and crew safely exited the aircraft, with the ground operations team at Haneda providing meals and baggage support. Transportation Secretary Vince Dizon stated that the aircraft remains grounded pending clearance to continue to Los Angeles. Arrangements for alternative flights are underway. To accommodate passengers, especially those without visas, PAL is arranging shore passes allowing temporary airport departure. Dizon is also collaborating with the Japanese Ambassador to the Philippines to facilitate passenger assistance. Apologizing to the affected passengers, Dizon emphasized PAL's responsibility for passenger safety, comfort, and convenience. He instructed the Civil Aviation Authority of the Philippines (CAAP) and the Civil Aeronautics Board (CAB) to investigate the incident, focusing on PAL's handling of the situation. CAB Executive Director Carmelo Arcilla addressed concerns to PAL, highlighting a lack of adequate ground personnel in violation of the Air Passenger Bill of Rights (APBR), which mandates timely assistance during flight disruptions. PAL has pledged cooperation with airport and aviation authorities, reaffirming their commitment to passenger safety as a top priority, reported Manila Bulletin. -- 2025-04-10

File photo for reference only The Department of Social Welfare and Development (DSWD) has delivered approximately P132 million worth of humanitarian assistance to families impacted by the ongoing unrest of Kanlaon Volcano, according to an official statement on April 10. DSWD spokesperson Assistant Secretary Irene Dumlao detailed the extensive aid provided, which includes family food packs, non-food items, and financial support. Since the initial eruption on December 9, 2024, the DSWD has distributed 107,825 family food packs and 24,990 non-food items to local government units. Following another explosive eruption on April 8, additional support was necessary to address the needs of the affected communities. Approximately P28 million has been allocated through the Assistance to Individuals in Crisis Situation (AICS) program. To further assist evacuees, community kitchens have been established in affected areas, serving 3,502 food items such as potable water and hot meals, Dumlao reported. Pictures courtesy of Amarin TV A tragic discovery in Phuket has left neighbours in shock after a 73-year-old American man was found dead in what appears to be a suicide. Authorities believe Martin Neil Gregory intentionally inhaled cooking gas, leading to his death. Police Lieutenant Colonel Rapiphan Chumtham of Patong Police Station responded to the incident at around 6.35pm on April 9. The report prompted a swift investigation by Police Colonel Chalermchai Hirasawat, along with forensic officers from Vachira Phuket Hospital and Kusontham Foundation rescue workers, at the home in Soi Na Nai 9, Patong. Upon arrival, police found Neilgrego's lifeless body on the floor with a plastic bag over his head and a gas line from a nearby cooking gas tank inserted into the bag. The scene suggested a deliberate act, as concluded by forensic and medical personnel. The forensic doctor estimated that Neilgrego had been deceased for 12 to 24 hours. The setup of the scene led authorities to suspect that the method was premeditated. The deceased was discovered by a neighbour named Buarian, who became concerned after noticing Neilgrego's stillness. "I called out to him, but there was no response. When I checked, I realised he had died," she recounted, prompting her to alert the police. Neilgrego’s body has been transferred to Vachira Phuket Hospital for a formal autopsy to confirm the cause of death. Meanwhile, police have registered the case as a probable suicide and are coordinating with the American embassy to inform Neilgrego's relatives for further arrangements regarding funeral proceedings. This distressing event highlights the importance of mental health awareness and support, underscoring the need for community vigilance and assistance, reported The Thaiger. Picture courtesy of KhaoSod A 70-year-old former police officer, named Thongdee, has been arrested in Uthai Thani province, accused of luring a seven-year-old girl under false pretenses before committing indecent acts. Thongdee, previously dismissed from service for similar offences, was apprehended under a warrant issued by the Krabi Provincial Court. The alleged incident occurred when the young girl, referred to as A, was staying at her grandmother’s house in Krabi, where Thongdee also resided temporarily. On the day of the incident, Thongdee allegedly convinced A and her eight-year-old cousin B to accompany him to buy toys. After purchasing the toys, he dropped B off and took A to his room, where the indecent acts are reported to have taken place. Upon returning home, A told her mother and grandmother about the incident, prompting them to report it immediately to the Mueang Krabi Police Station. A was subsequently taken to Krabi Hospital for an examination to check for signs of physical abuse. Thongdee managed to evade arrest for nearly eight years before being captured on April 9. He has been charged with abducting a child under 15 for indecent purposes and committing indecent acts with a minor using force. During interrogation, Thongdee denied the allegations. However, given his past history, where he was dismissed from the police force for similar offences, authorities remain wary of his denial. Thongdee has been taken to Mueang Krabi Police Station as legal proceedings continue. His case underscores the importance of safeguarding children and reinforces the need for vigilance, especially concerning those with previous offences, reported The Thaiger. -- 2025-04-10

Photo via Channel 8 In an unexpected turn of events, a 25-year-old suspect named Armo Chermue managed to escape from custody in Chiang Rai by damaging and breaking through the roof of a police transport vehicle. The incident occurred on April 9, while Armo was being escorted from Mae Yao Police Station to the Office of the Attorney General (OAG) for a review of his charges related to a theft case. Police disclosed that Armo had a previous record of drug dealing and was suspected in a recent theft incident at 5am that same day. Despite this, insufficient evidence directly connecting him to the theft meant there were plans to temporarily release him following an OAG review. However, before the review could take place, Armo seized the opportunity to escape. According to police reports, Armo managed to break through the vehicle's roof, crawl out, and flee the scene, jumping onto the road. At the time of escape, he was wearing a distinctive white and black striped shirt, patterned shorts with elephants, and still had handcuffs on. Surveillance footage captured him grinning as he passed a convenience store in the Ban Mai area and entered an alley, making it difficult for police to track his movements due to the many exits the alley offers. Armo remains at large and now faces additional charges. Beyond the potential repercussions for the initial theft charge, he could receive up to three years in prison, a fine of 60,000 baht, or both under Section 190 of the Criminal Code for escaping custody while detained by legal authorities. Police efforts continue to locate him, urging anyone with information to come forward, as Armo’s actions have now escalated his legal situation significantly, reported The Thaiger. -- 2025-04-10

Pictures courtesy of KhaoSod The grieving family of 18-year-old "Focus," a student tragically murdered by her boyfriend, held her cremation ceremony on April 9 at Wat Rat Bamrung, Chai Nat province. The suspect, 19-year-old Frank, is the foster son of a local politician, adding tension to the case. Focus, recently accepted into the Faculty of Liberal Arts and Science at Kasetsart University, was found dead in a paddy field on April 3. Friends and family are calling for severe punishment for the suspect, hoping for the death penalty and widespread attention to ensure justice. Focus's mother, Jiranan, expressed grave concerns over potential bail for Frank and the possibility of subsequent harm. Despite approaching Hankha Police Station for assurance, she revealed that they have received neither apology nor assistance from the accused's family. Jiranan emphasized, "We have not received any compensation, and money cannot replace our loss. We desire the death penalty." Her father, Payao, vehemently defended Focus's innocence against allegations by the suspect, voicing worry about confronting influential individuals. He appealed to the media for support, highlighting that Frank's foster father, with significant local influence, has been notably absent since the incident. "The foster father should have been involved from the start to show accountability," Payao insisted. The family remains steadfast in their fight for justice, urging those involved to act with integrity and a clear conscience. This heartbreaking case has drawn attention to issues of power and justice in the region, prompting calls for a thorough and transparent judicial process to address the family's plight, reported The Thaiger. -- 2025-04-10

Pictures courtesy of KhaoSod A tragic accident occurred in the Nakhon Pathom province after a car crash left two young men dead and four injured. The incident happened at 2pm on April 9, when a Honda sedan carrying six young men on probation veered off the road into the Rong Chik canal in the Nong Pak Long subdistrict. Police Colonel Kamphon Champasri of the Mueang Nakhon Pathom District Police Station coordinated with emergency services, including doctors from Nakhon Pathom Central Hospital and rescue teams, to respond swiftly to the scene. Upon arriving, responders found the vehicle overturned and partially submerged in the canal, with its wheels facing upward. Tragically, two occupants, 40-year-old Manoj from Sam Khwai Phueak subdistrict and 34-year-old Phatthanaphong from Phrong Maduea subdistrict, were found lifeless on the canal bank with broken necks. The other four passengers, who sustained injuries, recounted their ordeal. All six were completing community service at Wat Waan En under the supervision of the Nakhon Pathom Probation Office. They were returning when the fatal crash occurred approximately 3 kilometres from the temple. The vehicle, driven by Manoj, lost control on a curve along the canal road and plunged into the water. The rear passengers managed to escape and break windows to rescue Manoj and Phatthanaphong from the front seats, but despite performing CPR, both were unresponsive. Authorities suspect Manoj's unfamiliarity with the winding route may have contributed to the loss of control. The families of the deceased arrived at the crash site, stricken with grief at the unexpected loss of their loved ones. Following legal procedures, police facilitated the transport of the bodies to the hospital for autopsy before releasing them to the families for funeral rites. The accident highlights the need for careful driving, especially on less-travelled and winding roads, reported The Thaiger. -- 2025-04-10

The accident, which occurred at 3.30am on April 10, involved a bluish-gray Honda Civic sedan that fell from over 5 metres high from a U-turn bridge on Phahon Yothin Road and landed on a traffic barrier below. The driver, Yuwathida, emerged with only minor injuries from the fall, while a nearby motorist, 33-year-old Maethee, who was driving a black Ford Ranger pickup, sustained a head injury after his vehicle overturned roughly 30 metres from the crash site. According to Yuwathida, she was returning home from a friend's birthday party in the Thunyaburi area and was travelling at high speed due to her work commitments the following morning. She only recalled approaching the U-turn bridge and was unsure of the events that led to the plunge. Adding to the story's nuances, Yuwathida shared that her car, a second-hand purchase, was only bought a month prior, with insurance registered just a day before the mishap. Maethee recounted to police that as he was driving, he noticed Yuwathida's vehicle protruding into his lane. In an attempt to avoid a collision, he swerved, causing his truck to lose balance, strike a traffic barrier, and overturn. While Yuwathida did not comment on alcohol consumption at the party, police have not confirmed if an alcohol test was conducted. The incident underscores the importance of road safety and being cautious when driving, especially late at night or after attending social events, reported The Thaiger. -- 2025-04-10

Thailand Boosts Road Safety Measures for Songkran Holiday Travel As millions of Thais prepare to celebrate the Songkran holiday, the government has unveiled an extensive road safety initiative to reduce traffic accidents and fatalities. As millions of Thais prepare to celebrate the Songkran holiday, the government has unveiled an extensive road safety initiative to reduce traffic accidents and fatalities. From April 11 to 18, the newly launched national road safety centre will oversee operations to manage the influx of travellers during Thailand’s biggest travel period of the year. Deputy Prime Minister and Interior Minister Anutin Charnvirakul led the opening ceremony at the Department of Disaster Prevention and Mitigation, highlighting the government's focus on road safety and accident prevention. "Our aim is clear: reduce road deaths and serious accidents," said Anutin. "This centre will coordinate across multiple agencies to ensure traffic laws are enforced, safety measures are implemented, and road safety awareness is heightened." Given that the official Songkran dates are April 13 to 16, with an extra public holiday on April 16 due to April 13 falling on a Sunday, a mass exodus from cities like Bangkok is anticipated from April 11. Authorities plan to monitor the situation until April 18 to manage an expected staggered return as many attempt to avoid heavy traffic on April 16. Tighter controls at road checkpoints are a critical component of the safety operation. Reflecting on past cases where drunk drivers have caused incidents even at checkpoints, Anutin stressed, "Officers need to be more vigilant this year to prevent tragic accidents." Education Minister Permpoon Chidchob has introduced five pivotal government policies designed to curb road accidents: Establish a central command centre dedicated to accident prevention. Address and mitigate risk factors commonly leading to road crashes. Implement measures to reduce vehicle-related hazards. Promote safe driving habits among all road users. Ensure quick and efficient help for all accident victims. To support these efforts, over 150 service points will be manned nationwide by dedicated vocational students volunteering to assist travellers. These young volunteers are trained to provide essential support in case of vehicle breakdowns and are equipped to handle repairs for electric vehicles (EVs), which are becoming increasingly widespread on Thai roads. Additionally, public health volunteers will be stationed along major highways and secondary roads, ready to administer first aid and respond to emergencies throughout the holiday period. This multi-tiered approach aims to provide swift medical assistance and minimize the impact of accidents. The government’s comprehensive strategy reflects a commitment to not only safeguarding motorists during Songkran but also fostering a culture of road safety throughout the year. With coordination between various government bodies and the involvement of community volunteers, Thailand hopes to make this holiday season safer for everyone on the road, reported The Thaiger. -- 2025-04-10

Picture courtesy of KhaoSod Two women posing as customers duped an 84-year-old man in Phetchabun province, managing to steal 12,000 baht. The theft occurred on April 8, when the duo distracted the homeowner, Lop Sonkaew, under the guise of buying sticky rice containers. The incident unfolded around midnight while Lop was helping relatives and had locked his front door, entrusting his neighbour, 78-year-old Kun Raksasi, to watch his house. When Lop returned after cutting a customer’s hair, he discovered that his money—earned through haircuts, selling woven goods, and gathering leaves—was missing from his waist pouch, and the back door, which had been secured with rope, was ajar. Kun recounted that the women, aged between 40 and 50, arrived on a motorcycle and feigned interest in purchasing sticky rice containers. Despite Kun's insistence that there were none for sale, one woman insisted on using the bathroom. Once allowed, she went to the back of the property while her accomplice engaged Kun in conversation. After briefly disappearing, the woman returned, and the pair left without explanation. The ruse's success was revealed when Lop returned home for a haircut appointment and realized the theft. Lop lamented losing his savings, which left him with only 140 baht. The distress has affected his sleep. In response, police are reviewing surveillance footage that captured the women, cloaked and helmeted, arriving at the time of the incident. The investigation is ongoing as police work to identify and bring the suspects to justice, reported The Thaiger. -- 2025-04-10
