The National Innovation Agency (Public Organization) (NIA), a non-profit organization of the Ministry of Higher Education, Science, Research and Innovation, is tasked with spearheading startup business development as part of the government’s goal of strengthening Thailand as a hub of startup business development and innovation. In 2017, the NIA launched its Social Innovation Platform, a development and investment pipeline for social innovations supporting communities, agriculturalists, SMEs and social enterprises. The pipeline is divided into stages for identifying social problems, issuing grants for pilot projects, and scaling successful projects with zero-interest loans of up to THB3 million (US$100,000). The NIA also partners with local banks to provide additional funding to social startups through loans of up to five million baht. To leverage the strengths and services of like-minded social entrepreneurs, the Social Enterprise Thailand Association (SE Thailand) was founded in 2019, formalizing an unofficial network of social enterprises that had been growing organically since 2016. SE Thailand connects member enterprises in Thailand while offering non-financial support takes the form of consulting hours and classes, preferential procurement from government and corporate partners, and discounts and other privileges from partner entities. Corporate partners are encouraged to pursue impact investment opportunities through the association. The UNDP’s Thailand Social Innovation Platform aims to create an ecosystem of social impact stakeholders, including entrepreneurs, startups, corporations, universities, non-profits, and investors with the purpose of achieving the SDGs. It ultimately seeks to centralize the various social innovation initiatives in the country. The frontier of impact investment The COVID-19 pandemic has been seen as the catalyst of several trends like increased automation and remote working. However, it has also opened the eyes of investors around the world, as the pandemic shattered fragile social safety nets and the most vulnerable communities bore the brunt of the economic fallout. Amid worsening social inequality—coupled with growing concern over climate change and the biodiversity crisis—the momentum around impact investing is growing, as impact measurements and management practices continue to mature. The United Nations Development Programme (UNDP) has produced 20 country SDG Investor Maps, including one for Thailand, that identifies investment opportunity areas where impact investing can make a difference.   5. BANGKOK (NNT) - Thai people have become less cautious about COVID-19, according to a survey, while the numbers of daily Covid hospitalizations and deaths have started to show a decline. Conducted nationally by the Department of Health Service Support, the survey shows a 4.27% higher engagement in at-risk activities, and an 11.06% decline in mask-wearing awareness; all contributing to a higher risk for COVID-19 spread. These results came from comparing the data from the first round of survey conducted on 5-31 March with 113,847 respondents, and the latest round on 1-20 July with 28,487 respondents. According to the department, this survey indicates more physical contact due to the relaxed social distancing and masking measures. The Ministry of Public Health still encourages the general public to keep observing the Universal Protection protocol in a stringent manner. Around 77.1% of Thailand’s population has been fully vaccinated against COVID-19 with two primary doses, while around 45.2% have already received at least one booster dose. Deputy Government Spokesperson Rachada Dhnadirek said these measures will address the rising cost of living, the rising manufacturing costs, the shortage of farming supplies, the financial crisis at household and SME levels, and the structural economic crisis including a decline in competitiveness. These measures are laid out as new measures and extension of the existing measures. Urgent measures include asking for cooperation from private firms to reduce electricity consumption during peak hours, reducing electricity consumption at government offices, and fertilizer management and pricing control campaigns for farmers. The existing measures include the improvement of public transport and debt relief measures. The deputy spokesperson said the government has continuously been working to mitigate the economic crisis, by capping diesel prices at 35 baht per liter and helping relieve the electricity bills for households consuming no more than 300 electricity units per month. Speaking at a seminar at Thammasat University’s Pridi Banomyong International College on August 15, the student activists said that many groups are holding their breath to see how the establishment elite would decide Prayut’s political future. The 2017 Constitution says the prime minister shall not hold office for more than eight years, whether as consecutive terms or separately. Legal experts have not been able to reach a consensus on whether his premiership should be counted from August 24, 2014 when he took office for the first time after leading a coup, or from the time the current charter came into force in April 2017.   12. The Thai Government has opened a new website in an effort to protect youth from online sexual harassment, which has reportedly been on the rise, especially against the 11-15 age group. Deputy Government Spokesperson Rachada Dhnadirek said today (Wednesday) that the website is the result of a joint effort between the Office of the Secretary-General of the Prime Minister, the Royal Thai Police and a working committee, which was set up to deal with internet crimes against children. Any youngster who is experiencing sexual harassment online can log into the website to file a complaint or to seek help and advice, she said. Back then, while studying for his bachelor’s degree in agriculture, he joined a volunteer service program and was assigned to work for 2 years at the Nongpho Dairy Cooperative in Ratchaburi. Since then, he has been working on and off in Thailand. At the moment, he is a Project Director of integrated waste and wastewater management for GHG reduction, GIZ Thailand. His organisation cooperates with the Pollution Control Department (PCD) to work on the National Roadmap on food waste, a result of Thailand’s commitment to the UN 2030 agenda to reduce food waste by 50% by 2030. A group of 51 law lecturers from 15 universities have submitted an open letter, addressed to the president and judges of the Constitutional Court, insisting that Prime Minister Prayut Chan-o-cha’s 8-year term in office is due to come to an end on August 24th. The group cited Article 158 (paragraph 4) of the Constitution B.E. 2560 (2017AD), which states that “the prime minister shall not hold office for more than eight years in total, whether or not holding consecutive terms. However, it shall not include the period during which the prime minister carries out duties after vacating office.” They then cited Article 264 in the transitory provisions of the charter, which lists some specifications related to ministers’ qualifications which cannot be applied retroactively. Thailand’s Energy Regulatory Commission (ERC) has decided to raise the FT (fuel tariff) for electricity for September through December by 68.66 satang per unit, which will bring the average rate for electricity to 4.72 baht per unit, to help ease the financial burden on the Electricity Generating Authority of Thailand (EGAT). The ERC Office said in its Facebook post yesterday (Monday) that EGAT has shouldered the burden of increased production costs on behalf of consumers to the tune of about 83 billion baht. It explained that the increase in the FT rate since last year is attributable to the increased dependence on liquefied natural gas (LNG), purchased in the spot market, to substitute for the supply of natural gas from the Gulf of Thailand and gas fields in Myanmar, which are fast depleting.   17. A fire caused by a short circuit broke out in a kindergarten classroom at Pattaya City Eight School, but all 108 students were safe and uninjured. Thitiphan Petchtrakul, Deputy Mayor of Pattaya, and Banlue Kullawanich, chairman of the Pattaya City Council, rushed to Pattaya Eight School on South Pattaya Road in Nongprue subdistrict of Banglamung today, August 16th, following a report that a fire had erupted in a kindergarten classroom. The classroom was on the first floor and usually housed kindergarten students aged 4-6 years old. The fire was extinguished by teachers and janitors while all students had been evacuated safely from the second and third floors. Pattaya City has been assigned by the National Olympic Committee of Thailand to host the Olympic Day sports event of 2022 on September 10th. According to Poramese, the event will feature various kinds of sports such as running, racewalking, jet-skiing, boxing, windsurfing, etc. There will also be a mini-concert to promote and educate people about environmental conservation with two famous singers “Tono” and “Nicha” serving as the main instructors. PHOTO: Manager Online The alleged real owner of the ‘Mountain B’ entertainment venue, Somyot Panprasong, has turned himself in to the Plutaluang Police Station this afternoon, August 16th, following an arrest warrant issued by the Pattaya Provincial Court on Monday. On Tuesday August 16th, ‘Sia B”s lawyer arrived at the police station to give more information to the officials. He also insisted that Somyot was not involved with the establishment as he did not know about any documents and restated that Sia B was the actual owner of the establishment. Sia B has previously taken full responsibility for the incident, however, many victims families and social media netizens have expressed concern that they believe that Sia B was a “fall guy” for other parties, owners, and silent investors. However, Somyot was willing to surrender at the Pluta Luang police station but he was on the way from returning from other provinces, according to the lawyer’s statement.   21. A Phuket police officer has been sentenced to 25 years in jail after shooting a noodle vendor in Patong in February last year, 2021. Our previous story: Police Corporal Pornthep Channarong, 25, reportedly told the police that he was heavily intoxicated when he went out to celebrate his transfer and reportedly shot vendor Aroon Thongplub. The defendant must pay compensation to the victim within 20 years for the total of 7,992,500 baht. However the defendant has provided good cooperation to the court. The punishment has been decreased to 25 years and four months in prison with a 1,000 baht fine and to pay compensation to the victim of 7,992,500 baht. Dr. Yong Poovorawan, head of the Center of Excellence In Clinical Virology at Chulalongkorn University’s Faculty of Medicine, said post-recovery symptoms can be found in COVID-19, as well as other diseases. Common long Covid symptoms include fatigue, brain fog, and breathing difficulty; which could be accompanied by chest pain, headaches, diarrhea, and loss of taste and smell. Mental conditions, which are more common than physical ones according to Dr. Yong, may include depression, stress, anxiety, and insomnia. These long Covid symptoms can be found more frequently in older people, with a slightly higher proportion among women. Only a very few cases have been reported among children. Dr. Yong said long Covid symptoms are related to the patient’s disease severity while infected with COVID-19, the conditions have become less prevalent as the Omicron variant becomes the dominant strain. He said patients with long Covid would gradually recover with time. At the same time, vaccines remain effective in reducing disease severity, and will also help reduce the chances and severity of long Covid as well.   24. BANGKOK (NNT) - Thai authorities are now discussing the matter of medical cannabis with their Malaysian counterparts. The latter have become engaged in legal efforts to enable the medical use of cannabis. Minister of Public Health Anutin Charnvirakul is now looking to welcome his Malaysian counterpart to Thailand for a discussion on the matter. Mr. Anutin has engaged H.E. Dato Jojie Samuel, the Malaysian ambassador to Thailand, on the matter of Thailand’s medical cannabis policy. The two exchanged their thoughts on the pros and cons of using cannabis and hemp in medicine and how to address public concerns about said use. According to Mr. Anutin, Malaysia’s health ministry is working to enable the use of cannabis and hemp in medicine. If Malaysia announces the use of cannabis in medicine, it will become the second nation in Asia to remove cannabis from the ‘narcotic’ classification. The health minister said the use of cannabis in Thailand is regulated by laws that prevent misuse. He added that everybody needs to follow these laws so that order may be created in society. He also addressed the Bangkok governor’s mention of cannabis scent in public spaces during his live streaming.   25. In the eyes of critics, Thailand’s Waste Management Master Plan has trashed the country’s waste problem to the point that it risks becoming the world’s dumping ground. Not only is Thailand struggling with its own waste, but Thais are also being overwhelmed by imported garbage. Thailand has in fact banned the importation of several types of waste, including municipal garbage as well as electronic and plastic trash. Yet they continue to be imported due to loopholes, exemptions, leniency, and ineffective enforcement. Nobody knows exactly how much trash has been illegally imported over recent years. However, the amount flowing through the loophole of false declarations is thought to be huge. Usually, illegally imported waste is only ever detected when authorities are tipped off in advance.
