RAMBB MANILA, Philippines — Tropical Storm Paeng (Nalgae) has intensified slightly while heading to the areas of northern Samar, Sorsogon and Albay, state weather bureau PAGASA said Friday. The cyclone was last seen 180 kilometers east of Catarman in Northern Samar with peak winds of 85 kph near the center and gusts of up to 105 kph. Moving west northwest at 25 kph, it is forecast to make a landfall or pass close to Northern Samar Friday night. Paeng, the country’s 16th tropical cyclone this year and the fourth in October, is expected to bring heavy rains and strong winds as millions of Filipinos prepare to visit their departed loved ones on All Saints Day and All Souls Day. Pattaya police were called to stop a fight involving a variety of weapons between two rival groups of Thai teenagers on Pattaya Beach in the Nongprue subdistrict of Banglamung at 2:00 AM this morning, October 28th. The groups ran away in all directions as soon as they sighted the police. However, three male teenagers were arrested and taken to the Pattaya police station. Their weapons, including a one-meter-long samurai sword and a golf club, were impounded. Deputy national police chief Pol Gen Torsak Sukwimul said the two officials gathered data of potential victims and sold them to a call scam gang which was busted in early October. In the case police arrested 16 suspects. Of them, eight suspects were hired to open bank accounts for the call scam gang of a Chinese person and two were the government officials who supplied the data of potential victims to the gang. Permanent Secretary of Energy Kulit Sombatsiri, Energy Generating Authority of Thailand (EGAT) Governor Boonyanit Wongrukmit, and delegates from partner agencies signed an agreement to cooperate on the energy label campaign and establish cooperation with private firms on energy efficiency certification. Thailand’s energy efficiency label program previously granted the No.5 label to electrical appliances such as air conditioners and refrigerators that pass EGAT’s energy consumption criteria. In the signing ceremony today, the Ministry of Energy and the EGAT introduced the No.5 label for student uniforms that require less ironing, which helps reduce energy consumption. EGAT has been working with Thailand Textile Institute to develop a new standard for energy-saving clothes that are comfortable to wear and do not wrinkle. Newer products with the No.5 label are expected to hit the market from April next year, including two charger models for electric motorcycles, motorcycle batteries, and split-type air conditioning systems. EGAT is encouraging more manufacturers and sellers to join the energy label program, in line with Thailand’s goal to lower carbon emissions and achieve carbon neutrality. He said innovations were once seen as the answer to these challenges, but the risks still need to be navigated alongside the potential that these new innovations promise. The BOT Governor highlighted the importance of having responsible innovations that must yield a concrete push for economic capacity and productivity, take into consideration the aspect of sustainability, ensure equitable access to wealth, and must not hinder the country’s financial security. The BOT Digital Finance Conference aims to push forward digital finance under the new Financial Sector Master Plan, which thrives on the concrete implementation of digital technology within the sector. Nongprue police rushed to halt a fight between two groups of around 10 teenage riders in the Nongprue subdistrict of Banglamung at 3 AM yesterday, October 26th. One of the injured teenagers told police that he knew the rival group and they cut him off on purpose, ambushing him, which the second group denied, claiming the first group cut them off instead. His brother and friends then came to his aid and chased off the rivals, but they also snatched his gold necklace. A 26-year-old submarine operator for the Royal Thai Navy, Lt JG Setthasak Chantra, died peacefully at Siriraj Hospital at 2 AM after fighting with his injuries for 83 days, according to Ronnarong Kaewphet, an activist lawyer who has stepped in to help the victims and families of the fire with legal matters. The young navy officer died of a blood infection after suffering severe burns over 70% of his body. He is the 26th fatality as of press time, while on October 5th, a female victim, Parichart Khwanyueng, 26, died after 72 days of treatment and is the 25th death. The Bang Lung Town primary school on Monday reported a fever outbreak at the school, the Cho Don District Department of Education and Training said. Since Monday, the entire district saw around 736 students out of its 10,000 students staying home due to numerous health conditions. Around 698 of them had fevers, while the rest suffered from symptoms like stomachache or leg pain. The Cho Don District medical center has also received several students and kindergartners with symptoms like coughing and fever, overloading the center's pediatric department capacity. Nong Van Quan, director of the center, said the center has collected samples for testing to figure out the cause. The announcement was given following a notice from Health Canada about Unilever recalling certain dry shampoo batches branded as Dove, TRESemme and Bed Head this month for containing elevated levels of benzene, a carcinogen. The recalled products were TRESemme Fresh & Clean Dry Shampoo, TRESemme Volumizing Dry Shampoo and Dove Invisible Dry Shampoo, all produced in the U.S. The Dove Invisible Dry Shampoo has not been imported since 2020, and the TRESemme products since 2021, according to the drug administration.
