Thick fog was present on top of Inthanon mountain in Chom Thong district of Chiang Mai this morning. Visibility on the mountain – a tourist favorite – dropped to as low as 10 meters on some stretches of the road. Drivers had to turn on headlights to reduce the risk of accidents. The temperature at the top of the mountain reached a low of 10 degrees Celsius early this morning. At the Kew Mae Pan viewpoint, situated slightly below the mountaintop, the low temperature was recorded at 12 degrees Celsius. Many tourists made their way to the viewpoint early this morning but were unable to view the rising sun, which was hidden by the fog and clouds. The visitors were in winter gear, with some even bringing blankets to keep warm. The Meteorological Department reports temperatures in upper Thailand will rise slightly, with fog and rain occurring in some areas. This is due to a prevalence of a weak cold airmass over upper Thailand, the Eastern Region, and the lower part of the Central Region.   15. BANGKOK (NNT) - The 150 billion baht loan proposed by the Oil Fuel Fund Office (OFFO) received approval from the Cabinet today. This loan, guaranteed by the Ministry of Finance, is to help relieve the energy price crisis faced by the general public. In the proposal, the office will be taking out several loans in a combined value of 150 billion baht, starting with the first two batches worth 30 billion baht. Other loans worth 120 billion baht will be gradually taken out by OFFO in six batches, from February to July 2023. Government Spokesman Anucha Burapachaisri said the Ministry of Finance will serve as a guarantor. The balance of Thailand’s Oil Fuel Fund stood at negative 125.69 billion baht as of 16 October 2022. The fund spends around 222 million baht daily to help absorb the energy price crisis driven by the prolonged war between Russia and Ukraine, which is expected to cause bigger implications once winter hits. Prime Minister Gen Prayut Chan-o-cha said the government has reviewed the compensation scheme that was adopted in 2011, with additional aid measures expected to be introduced by the Ministry of Interior. Financial aid, along with other forms of assistance, is being rolled out in a timely manner. He noted that flooding is expected to subside once water levels in main rivers start to go down, which shall allow floodwater to drain away through these natural waterways. Meanwhile, political parties and members of parliament (MPs) are petitioning the Election Commission to relax the regulations that prohibit parties and election candidates from delivering relief items to flood-affected communities during the 180-day period ahead of an election, as communities are now in need of help. Bhumjaithai Party Spokesman Saksayam Chidchob said party leader Anutin Charnvirakul has formally asked the Election Commission to retract the rule, but the commission has yet to respond. Deputy National Police Chief Surachate “Big Joke” Hakparn on Wednesday, October 26th, reported to representatives of the Chinese Embassy in Thailand regarding the investigation of the case of a 32-year-old Chinese woman who was found dead with an unidentified cause of death after going out to an entertainment venue in Bangkok’s Huai Kwang district on September 17th. The police investigation, which was conducted following the request of the Chinese Embassy, revealed that the Chinese tourist traveled to Thailand on September 15th with three female friends. On the night of September 16th, all of them went to a nightclub on Ratchadaphisek Road and invited three male friends. Around 1:00 AM. on September 17th, the deceased reportedly vomited and fainted. Security guards at the venue then took her to Rama IX Hospital. She was pronounced dead afterward. Later, another group of three Chinese men and a Thai driver went to the deceased’s room and took all of her clothes and personal belongings to burn at the venue.
