Manoch Nongyai, Pattaya Deputy Mayor, on Wednesday, August 24th, responded to citizens’ grievances about a new bridge over the South Pattaya canal, which the concerned citizens said may have been constructed without proper permission. According to Manoch, there were three bridges over the canal, but only the one owned by Siam Bayshore Hotel was built legally with permission from the Marine Department. The deputy carried on that the other two bridges were owned by private parties and lacked permission, so they would soon be demolished. One, however, was still being debated in court because the owner had filed an appeal, Manoch added.   2. NARATHIWAT, Aug 24 (TNA) – A policeman was injured when militants attacked their ad hoc base assigned to guard Cho-airong railway station. The base was attacked at 7.10pm on Aug 23. Shrapnel hit the abdomen of Pol L/C Akapol Buachan. Officials said attackers threw three pipe bombs at the base and one of them did not explode. CHIANG MAI (NNT) - Several meetings of the Asia-Pacific Economic Cooperation (APEC) are taking place in Chiang Mai, including the Meeting of Ministers Responsible for Forestry Preparatory Meeting which kicked off today. Provincial police officers are deployed to meeting venues to provide safety. Police officers will ensure the safety of participating ministers, staff members, and their followers from 21 APEC economies. The security coverage will be provided at meeting venues, visit sites, public venues, and participants’ accommodations. The Meeting of Ministers Responsible for Forestry Preparatory Meeting will be taking place at Le Meridien Chiang Mai Hotel. This fifth edition of the meeting is the first to be held in Thailand. The very first one took place in 2007 in Sydney, Australia.   4. PHOTO: Prachachat The Thai parliament on Wednesday, August 24th, voted in favor to pass the Prevention of Torture and Enforced Disappearance Bill for promulgation as law in a further step. The voting ended with 287 votes in favor, 1 abstention, and 1 decided not to vote. The bill was passed and approved by the oppositional parties’ MPs despite the fact that it was slightly amended by the Senate in the previous committee consideration as it mainly seeks to criminalize torture and enforced disappearance by the state. The bill will be passed to the Prime Minister for submission for a royal signature before being published in the official Royal Gazette for enacting the Act. The Thai cabinet today (Tuesday) approved an 18.447 billion baht budget for the National Health Security Office (NHSO) to cover medical expenses, medication, vaccines and equipment used in the treatment of COVID-19 patients between April 1st and May 15th. The NHSO has played a key role in arranging for COVID-19 patients to be treated in hospitals or in home isolation free of charge until they recover.   6. BANGKOK, Aug 23 (TNA) – Police questioned the security guards who were on duty when nearly 40 people were injured on the escalator of the BTS electric railway’s Surasak station. Pol Maj Gen Jirasant Kaewsaeng-ek, spokesman of the Metropolitan Police Bureau, said representatives of BTS and its escalator supplier met police for interrogation at the Yannawa police station yesterday. They testified on the systems of the escalator and the electric train station, he said while refusing to elaborate. Thailand’s Committee on Energy Policy Administration (CEPA) agreed today (Monday) to help shoulder the burden on household electricity consumers through discounts from September until December, the period the fuel tariff (FT) will be hiked. According to the committee, households which use no more than 300 units of electricity per month will get a discount of 92.04 satang per unit from September until end of December. Households which use between 301-500 units per month will be given discount rates on step-by-step format, ranging from 15% to 75%. These users account for 89% of household users nationwide, or 80% of all users.   9. A large group of what appears to be Middle Eastern tourists with over 30 motorbikes allegedly blocked parts of Sukumvit Road to illegally race motorbikes. Local media today in the early morning, August 22nd, reported about a group of foreign motorcyclists who gathered in front of the Esso gas station in South Pattaya to drive around the city, unnecessarily honk horns, and disturb peace in the neighborhood. The group of around 30 racers also blocked a portion of Sukhumvit Road in South Pattaya to race their motorcycles without a care for other drivers who may want to share the road, according to local media. This action outraged numerous Thais and foreign tourists who resided close to the street or the rendezvous of these foreign racers, prompting a question of where the law enforcement officials were when they were needed. Sawang Rojanathamsathan rescue workers rushed to a construction site in Sattahip district of Chonburi yesterday, August 21st, after being notified that one construction worker got his leg trapped in a concrete pump truck and suffered a serious injury. The victim was a 38-year-old Thai man named Somwang Hasdong. His lower left leg was tightly stuck in a tiny gap in a concrete pump truck, so the rescue workers needed to extricate it and found that it had already been amputated. Somwang was then rushed to an intensive care unit at Queen Sirikit Naval Hospital for emergency assistance. (Photo by Viktor Forgacs) COVID-19 infections in 44 of Thailand’s provinces, including Bangkok, have been increasing, with an average rate of 31,148 cases a day between August 7th and 13th, according to Spokesman for the Centre for COVID-19 Situation Administration (CCSA) Dr. Taweesin Visanuyothin. The death toll, during the same period, was 236, most of whom were people over 60, those with underlying diseases and pregnant women. There were also 853 serious cases, including 436 on ventilators. Dr. Taweesin said that he would like the public to continue to wear face masks while they are outdoors and among people, noting that not getting infected is the best means of protection. BANGKOK, Aug 18 (TNA) – The Tourism Authority of Thailand will propose to the Center for COVID-19 Situation Administration tomorrow (Aug 19) to extend the maximum stays for holders of tourist visas and visas on arrival to encourage them to stay longer in the country. TAT governor Yuthasak Supasorn said that TAT would propose tourist visas be valid for 45 days instead of 30 days and visas on arrival for 30 days instead of 15 days and the measure should continue until Dec 31, 2022. According to him, TAT will also propose to end the requirement for visitors arriving by land from Laos and Malaysia to fill in the TM6 immigration form to facilitate their visits and prevent crowding at immigration checkpoints.   14. The destiny In 1979, Werner Kossmann set foot in Thailand for the first time. “It was like destiny”, he said with a smile. This country wasn’t, however, in his itinerary at all. Back then, while studying for his bachelor’s degree in agriculture, he joined a volunteer service program and was assigned to work for 2 years at the Nongpho Dairy Cooperative in Ratchaburi. Since then, he has been working on and off in Thailand. At the moment, he is a Project Director of integrated waste and wastewater management for GHG reduction, GIZ Thailand. His organisation cooperates with the Pollution Control Department (PCD) to work on the National Roadmap on food waste, a result of Thailand’s commitment to the UN 2030 agenda to reduce food waste by 50% by 2030. A British national was caught reportedly lying to the authorities about being attacked by a taxi driver while returning from an entertainment venue on Ratchawithi Road in Mueang District, Chiang Mai province, last Tuesday, July 26th. This followed a news report that the foreign victim was stabbed by a Thai taxi driver at around 1:52 AM. on Tuesday. He was reportedly injured from sharp cuts on his palm and fingers. He was taken to a private hospital in Chiang Mai and confirmed to the tourist police that he had been attacked and that his mobile phone was missing. Chiang Mai police, however, became suspicious of the story when Mr. Miller was unable to answer basic questions about the alleged attack and taxi description or where he had hired the car and began asking questions themselves and reviewing CCTV in the area where Daniel had been found injured. Effective from September, foreigners will be able to buy up to 0.16 hectares of land in Thailand for residential purposes if they meet certain requirements, said Government Spokesman Thanakorn Wangboonkongchana today (Friday). Land ownership in Thailand by foreigners is intended to attract pensioners, the wealthy, foreigners who want to work from Thailand and specialists who want to work in the country, he said. Basic requirements include a minimum investment of 40 million baht for at least three years in businesses in the kingdom or in an Infrastructure Fund in accordance with the Trust for Transactions in Capital Market Act B.E. 2550 (2007). The Phuket Tourist Police reports they were notified of the body at 10:00 P.M. The 21-year-old male Australian tourist (The Pattaya News is withholding his name pending notification of his family and his embassy) came to Phuket with 11 friends, according to the Phuket Tourist Police. He checked in at the hotel on May 14th and was scheduled to return to Australia on May 28th.   19. An air-conditioning serviceman on Facebook allegedly deceived two victims in Sri Racha, causing them to lose 16,000 baht after the supposed repairman vanished. Today, May 17th, Ms. Chantisa Sap-anansuk (46) and Ms. Wannee Singkaew (35), contacted The Pattaya News about an alleged air-conditioning serviceman on Facebook involved in a reported scam that happened on May 2nd. The repairman, however, deleted all of the Facebook posts about the air-conditioning service later and allegedly fled. BANGKOK (NNT) - Thai universities were ranked highly in the QS World University Rankings by Subject 2022, with Mahidol University ranking among the top 50 universities in the performing arts discipline. Anek Laothamatas, Minister of Higher Education, Science, Research and Innovation, stated that education and career consultant Quacquarelli Symonds (QS) has published the rankings for top universities worldwide based on disciplines. This year, many Thai universities were ranked highly on its list, with Mahidol University ranking 47th out of 50 in the performing arts discipline.
