This is yet another move to the wrong direction (after China and Kazakhstan)! It will definitely attract more low quality "tourists" from those countries to Thailand.
In fact, those people are not tourists. They will steal jobs from Thai people and get involved in various kinds of criminal activity.

I used to live in Bangkok for 2 years way back in 2008-2009.
Then I relocated to Isaan province. The people over here are more open and more sincere.
Now I prefer a quiet life with my wife and children in the province.
The hustle and bustle of Bangkok is not what I want now.
This is a move in the wrong direction.
It will attract even more "quality tourists" to Thailand!
More casinos, gambling dens, prostitution, crypto currency scams, call center gangs!
Those Russians are not quality tourists.
In fact, they are not tourists at all.
Most of them are young people, the children of wealthy government officials. They buy illegal ED visas from corrupted immigration officers and their visa agents, a big mafia in Phuket.
Business as usual!
