Fool, kid, and scam more like... Japanese coming to Thailand must feel very disappointed on many fronts. Safety, cleanliness, manners and food choices.

Not sure of your location, but in mine I have never in 16 years seen a police man rider or pillion not wearing a lawful helmet.
