if doctors didn't follow the protocol, regulators can question their choices and sanction them.
it's better to let doctors decide first and sometimes make mistakes and then in case of a problem sanction or regulate them later rather than preventing them from doing their job in the first place.
Do you think the same about teachers, politicians, insurance sellers, second hand car dealers etc?

Good on Thailand to forbid the war profiteering by an hospital.
Bad on Thailand for forbidding it on the grounds that no vaccine has been approved in the banana republic yet. So when vaccines are approved, war profiteering is OK?
