As yet research into how the Thai people physiology deals with the virus is still pending,
however, from my observation living in Bangkok, I have noted: -
1. Just about everybody is wearing a mask.
2. The ambient air temp hovers around 30C, over 10C the virus rapidly degrades and brakes down.
3. Handshaking, kissing or hugging is not seenThese simple behavioural and climate aspects of Thailand must give Thais an advantage against viral contagion.

I am having trouble finding recommendations/advice of drafting a legal Will here in Thailand before I approach a Thai lawyer in Pattaya
A lot of my assets are in Thailand, both property and other stuff, so I want to make provision in the event of my death that is binding in Thailand

Reading the down-beat comments on Pattayas evolution, I cant help thinking of the persons making these comments and their evolution. Im guessing they are not less fat, bald, cheap charlied or well dressed as before. ha-ha

Honestly, for the individuals that think a "points based penalty system" is good move in Thailand or much other places, are naive and delusional and probably of bossy-boots nature

IMHO, best advice so far, There is no point in reporting unless you have evidence, video, photo, voice recordings ...
If you are going to confront him; in Thai, get someone to video it
This approach worked for me when I went to collect my 8 year old from the bi*ch mother. The judge and her lawyer melted when they heard what she really had to say
However, MeePeeMai has a good point, from what you say, the rubbish being thrown out is not into you property directly all the time. Video evidence would help

I believe Pattaya has special municipality status, so has flexibility in its rules & regulation

There is another point re. closing times. For Farangs travelling from Europe for holidays, 6/7 hour time difference effectively means for them, closing at 6pm. Surely this will impact on a holiday experience
