Tipping at street vendors or such food courts is not expected but occasionally when a few baht only change is due then I might waive that and let them keep it. Unlike many countries, tipping here is voluntary outside of places where they legally must add service charge and tax (e.g. hotels).

The part that clarifies things in that new report is this ...
"At 20.00 pm of the same day, the police officers took Mr.Wachira to hospital. Upon inspecting the doctor said that he suffered a fractured orbit and he needed to stay in hospital. However the police officers claimed that there weren’t enough officers to monitor him so the doctors gave him some antibiotics before the police took him back to the police station. His mom had tried to bail him out but he had already been sent to Pattaya remand prison."

The Sawang Boriboon Foundation is often at Soi 9 treating both victims and perpetrators after being called in by police. That one case slipped through normal procedure is not surprising given the number of cases there daily - if in fact the mother's story is totally factual.

If the police would stop taking so much of their time picking out foreigners for easy pickings and try enforcing the laws against dangerous driving we might see a reduction in these cases.
I even saw a German police volunteer pulling over farangs the other day. Does that come under his job description?
Firstly, the German Traffic Police volunteer is probably specifically used for just that purpose of checking helmets and iicences of foreigners who most Thai policemen cannot readily converse with. Secondly, you only have to see the queues at police station fine desks to realise that foreigners who were legitimately fined for not wearing helmets or not having valid passports are far out numbered by Thais paying fines. Try breaking such laws in your own country and see how much more severe the penalties are there .....

To answer one question above ....insulting a police officer probably comes under this law provision ....
Section 136 Whoever, insulting the official doing the act according to the function or having done the act according to the function, shall be imprisoned not out of one year or fined not out of two thousand Baht, or both.
Thanks for the answer. Do you know a lot about Thai laws or is there a document/website that we can search for information about Thai law? I don't plan on posting a video of myself insulting high-ranking Thai police officers but having access to an English version of current Thai laws would be nice.

Section 136 Whoever, insulting the official doing the act according to the function or having done the act according to the function, shall be imprisoned not out of one year or fined not out of two thousand Baht, or both.

A sensible answer has already been briefly given - the East side of Sukhumvit Road. That is perhaps explained easier by saying it is the opposite side of Sukhumvit Road from the main city side and covers areas like Ngern Plab Wan, Khao Talo, Siam Country Road etc. and spreads as far as the Crocodile Farm on the other side. The term has no real meaning outside of being Pattaya residents' easy reference to this large expanse of the map that is away from the more visible city area.
