It has nothing to do with Thai culture, but has everything to do with Thai logic.

If you want to change your address to you gf condo, you just need to take her to immigration office along with her ID. She will report you as a farang who stay in her place. Then you apply for your extension.

The only thing that is a question:

if they do accept the new address for extension renewal before 1st 90 day report at the new address.

When I tried to renew my extension in Jan 2019, the immigration officer asked me:

"Are you going to stay and live here (very rude and upset) ?" I was surprised by her question, but after a month or so I could understand why she asked me that. They are aware that many retirement extensions  (those with history of living in CM) have not been renewed in CM lately.   
I loved CM, but what's the point if I can not spend time outdoor or have a mask on my face most of time. No jogging, no running, no outdoor activities !!!I

I moved out of CM a few months later.

The immigration just don't care Who pays for hospital or who does not. They just want you to have that policy by their qualified insurer at the time of visa renewal.

All posts are beautiful, but if those dogs are disease-free. If there is one that is sick then you will be bitten (it has happened to me), but I was lucky it could not bite my foot on my motorcycle. I could feel it that there is something is wrong about that particular one. The day after it was not there anymore. "volunteers" took it away or I better say they killed it (they don't try to cure them) since they are too many I guess.

IMO Non-O 800,000 method already is on insurance plan. 
"400,000 in bank all year long" (equal to min. Insurance policy that is 400,000) Only 400,000 available in limited time limit.

Isn't that why we can not use 400,000 and it has to be in the account all year long ?!!!! The insurance policy for OA has to be at least 400,000 as well. 

perhaps 400,000 could be for "1 year stay" as you mentioned, but not all 800,000.

So you mean there is no 400,000 requirement after 1st extension ? 
Then probably having insurance will be mandatory for them as well since they are not self insured by "fund in bank". 
If such scenario happens I see that many retired who are on marriage visa will change to 800,000 non-O in bank method if they have the fund available.

there is a possibility that happens to those who do not use 400,000 (marriage extension) or 800,000 (retirement extension) method in bank.
