I think that is an electric type brake Telma or simular, engage it and not touch the brakes all the way down, but more fun playing russian roulette at the bottom.

An amature driving downhill with his food on the brake probably knowing there is a bend at the bottom, no sense and if i had the power no licence, these are supposed to take a test to show they are competent, i doubt he could even tie a shoelace, third world at best.

Traffic furniture and lack of road markings dont help an already outdated set up, but spend billions  and the Thai driver will carry on regardless, the wifes daughter passed her test 10 years ago and still takes no notice when you try and explain the rules,
