I very much doubt your friend was refused exit unless he was arrested on a previously issued warrant.

Speculation also seemed to be enough for the embassies to scrap income letters, given that there's no hard proof of any cases where anyone lied to get a letter.

You are also speculating about why (4)Embassies withdrew from issuing 'income' letters!

Entry Dec 15/2016 - extension done March 02/2017 - Exit May 10/2017.
Entry Dec 10/2017 - extension done March 07/2018 - Exit June 01/2018.
No 90-days-reports done in this periods.
The few other ins and outs don't count because there was no stay more then 90 days.
My pp was issued in 2016. The 3 years before it was about the same as 2016-2018.
How come?

2You thought wrong. Chemo/radiotherapy is often used to de-bulk tumors prior to surgery.
If you are so insistent on 2nd opinions/western trained medical staff make sure you never suffer a serious accident or illness which requires instant urgent treatment.

You did not have to do a 90-day-report. The countdown starts new from the day you got the extension.
Not true. Every immigration office does not reset the 90day report date when issuing a new extension.

To be fair, the OP had an overstay, but he had paid the fine and left. Then, upon his return, he was told to buy a ticket by an IO, and did as he was asked. After following instructions, he was then denied-entry after that step - which is inexcusable.
Similar is reported at Poipet - told to come back the next day, then when they do, given a formal denial-of-entry stamp for following an IO's instructions.This is not how legitimate people and organizations operate.
You seem to accept at face value unverifiable stories which are related on an anonymous forum.
I have used the Poipet crossing on many occasions without any problem but that is not "news'

The agent-reports for retirement and the ED-Visa "no hassle extension" schemes are not gossip, btw. Very out in the open, and allowed by the higher-ups to continue indefinitely.

We know from reports all over the country that immigration is rife with corruption. Check out the increases in agent-rates from the "tightening" of the retirement-extension rules, as the latest example, and the "ED Visa crackdown" increased corruption-money scheme before. Given that pattern, a "follow the money" explanation is more likely than one based only on a hateful ideology, though hate can be used to lubricate the effort.
There are many who could be paying for these rogue-checkpoint policies - elite-visa beneficiaries, agent-IO partnerships, or other nations in the region who might want fewer Westerners present in Thailand. As long as any corruption-money is authorized and paid up through the chain of command, no "crackdown" would be forthcoming.
Provide EVIDENCE, not hearsay and gossip.

Maybe so but i is very difficult to change appearance, eye colour and place/date of birth etc. Attempting to take on a new identity is more complex than changing a name by Deed poll.

Can you think of a way that misundstanding that would have altered his course of action? Whether he calls it an extension of stay or an extension of his visa, he's going to be doing the exact same thing.
LOL Thanks for demonstrating the truth of what I say. The OP wrote about RENEWING A VISA! Which cannot be done. Nor can Visas be extended.

Forget about "fixing" the overstay and avoiding the ban,
Obtain a new passport by opening the link and following the instructions. https://www.gov.uk/apply-renew-passport.
When you have the passport book a flight. Leave via an airport the overstay fine will be 20,000Baht.

Not true some Thia Embassies only offer visas to citizens or those with formal residency status. Also, citizens of many countries cannot get a visa outside of their home country
