The Minister of Tourism and Sports said this, and it wasn't in the article here:
"He also stated that this group is part of a “conditional entry” program and were specifically selected and endorsed by the Center for Covid-19 Situation Administration, or CCSA."
These 120 chinese so called "tourists" were "specifically selected" and probably didn't have to apply for their visas the normal way.

Several airlines have flights from London to BKK every week. Thai Airways are just doing repatriation flights, the others fly people from different categories allowed to apply for a CoE. I think there's a list of airlines at the Thai Embassy website.

You can only apply for a 90 days Non-immigrant O Visa based on marriage in the US. If you're extending it another year at your local immigration office in Thailand, you still need a translated marriage affidavit from your embassy to get the Kor Ror 22 from your Amphur.

If you're on an 1 year extension based on retirement from an initial O-A Visa, then you need a health insurance + a $100,000 covid-19 insurance unless the health insurance covers covid-19, when applying for the CoE. If you're on an extension based on retirement from an initial Non-O Visa, you can't apply for the CoE. If you're already in Thailand, you don't need a covid-19 insurance.

It's deposit insurance. If they go bankrupt then you get a maximum of 1 million Baht back via the insurance scheme.
If you have a balance of 10 million then you get 1 million, it's as simple as that.
Why have they been reducing this coverage in stages over the years is the real question here......?
The deposit guarantee is still 5 million baht. They were supposed to decrease it to 1 million in August this year but they extended it 1 more year.

Some branches asks for a retirement visa or a wp. I know one branch asking for a retirement visa and a ฿10,000 deposit.

Like you said,it depends on the branch,but officially since early last year when they changed the requirements, a foreigner isn't allowed to open an account at K-Bank. Check the website:

You don't seem to understand it's not the quarantine per se that scares people away. It's the total cost for everything to obtain the CoE. If you get below ฿100,000 you're lucky. No "snowbirds" want to start with that cost.

The baht doesn't get stronger every day. What papers do you read? Western currencies goes up and down in reference to the USD, not the baht.

You can apply for the re-entry permit at the immigration office when your extension is approved or at the airport.

You use a TM47 form for a 90 day report. A TM7 is for a extension of stay application.
You can do the report up to 15 day before to 7 days after the report date including that day in the count.
1. At most office you do not need any copies of your passport for a report in person.
2. At most offices you will only need the TM30 report. Be sure you attach a copy of your wife's house book and ID card signed by her.
Make sure that the TM30 form is dated to show you are doing the report within 24 hours before doing the report.
Several offices wants to see the TM6-card or a copy of it when doing the first 90 days report.

You don't need the re-entry permit now,right?

And why do you need to apply for a re-entry permit when you apply for the next extension? You can do it anytime you want prior to the departure or at the airport.

The tourist visa OP mentions is the new 60 days tourist visa where you need ฿500,000 baht in a bank account for 6 months. Otherwise the requirements to get the visa is same as for the STV incl Covid-19 insurance and quarantine.

What kind of category do you belong to? They might not ask for a bank statement if you're married or having a Thai kid. It's another story if you're applying for an O-A Visa. The 20k is normally the sum when applying for a single entry tourist visa.

The government price per kwh is just 4 baht + 7% tax = 4,28 baht. That's what I'm paying to PEA. A lot of people pay 8 baht or even more which is a rip off.

The Embassies do not need to see the the Covid-19 Negative certificate or Fit to Fly document before they release the Certificate of Entry.
The Embassies need to see your flight bookings, ASQ booking, Insurance, Marriage Certificate (or other reason to travel) and Visa before they issue the CoE.
The Covid-19 Negative certificate and Fit to Fly documents must be shown at check-in at the airport counter (and must have been taken less than 72hrs before flight departure).
Some says a negative test result less than 72 hours before departure. Does the certificate actually say when the test was done?

If you're on an O-A Visa you'll need the mandatory health insurance. No news there. Plus a ฿100,000 covid-19 insurance unless your health insurance includes the Covid-19 insurance.

I think a negative test certificate issued not later than 72 hours prior to the departure is ok.

FYI, covid-19 is just the last corona virus strain. There are several others, and they haven't gone anywhere. They together with the common flu kills hundreds of thousands world wide every year. You might at your age die from the flu instead of the Covid-19.

Where in the article does it say that chinese people from Wuhan will be able to come? China is a huge country and there are regions without local cases for months, and we're talking about January or later. Take a chill pill and relax.
