Picture: Thai Rath The commander of the Royal Thai Police Pol Gen Damrongsak Kittipraphat has said there will be a full review of police procedures after the devastating shooting and stabbing incident at a pre-school in Nong Bua Lamphu, NE Thailand yesterday. As of mid afternoon 36 people including 24 children were confirmed dead in an incident that shocked Thailand and the world, reported Thai Rath. Other news outlets later said that 38 had died including the shooter - Pol Sgt Panya Khamrab - and his wife and three year old child. Panya - nickname Man - arrived at the center in Uthai Sawan in a Toyota Vigo and shot several staff outside before breaking into a room where children were sleeping. Most were stabbed. Panya, a former officer of the Na Wang police, then drove home to his house and was later surrounded after burning out his vehicle. Damrongsak along with Pol Gen Surachate Hakpan and Pol Lt-Gen Samran Nuanma appeared at a press conference yesterday evening. Damrongsak, who has just taken over the RTP leadership in an annual reshuffle, said that Panya had been dismissed from the force but had continued to take drugs and have paranoid and stress attacks. He said that the suspect's 9 mm gun used in the attack was a private weapon. He said that lessons needed to be learned from the tragedy and promised an overhaul of police procedures in tackling such an event. He said that drug suspects need to be watched and encouraged to go in to rehab. Also response times of the police need to be examined. The Public Health Ministry will kick off the campaign at Pranangklao Hospital in Nonthaburi province. Thailand’s economy has been protected from this to a great extent, by its stable financial system and healthy foreign exchange reserve buffer. In the last few months, however, this has been falling and may be needed in 2023 as economic turmoil across the world, driven by the war in Ukraine and rising US-Chinese tensions may be only beginning. A former minister at the Prime Minister’s Office and now a senior Vice President with Bangkok Bank, Dr Kobsak Pootrakool, has urged the central bank to preserve Thailand’s Foreign Exchange Reserves and let the baht float on the market as he predicts 2023 will see a deterioration of economic conditions caused by geopolitical tensions and set in motion by the US Federal Reserve tightening of monetary policy which has just begun to make an impact and already caused severe problems for countries such as Laos, Pakistan, Bangladesh, Sri Lanka and economies in central America. Dr Kobsak’s warning comes as the country’s foreign exchange reserves fell by $13.2 billion from September 2nd to September 30th alone and came with confirmation last week that the Bank of Thailand had intervened in foreign exchange markets in response to volatility and a depreciating Thai baht. Thammanat, who was deposed from the Prayut cabinet following last year’s censure/no-confidence motion, will not return to the largest coalition partner where he had earlier acted as secretary-general as speculated last month during which Deputy Prime Minister-cum-Palang Pracharath party leader Prawit Wongsuwan had performed as caretaker prime minister, Thai Economic MP Boonsing Warinrak said. Now that Prayut has been allowed by the Constitutional Court to prolong his rule after he had been temporarily suspended by court from performing as head of government, it will be very unlikely for Thammanat, an MP of Payao, and the 15 other Thai Economic MPs to return to the Palang Pracharath Party, according to Boonsing, who concurrently acts as registrar of Thammanat’s party.
