Thailand’s Centre for COVID-19 Situation Administration (CCSA) will meet in September to consider whether the state of emergency, put in place to control the spread of the disease in March 2020, will be lifted, newly-appointed Government Spokesman Anucha Burapachaisri said today (Monday). He said that the CCSA did not discuss the issue at its meeting last Friday, because there is still enough time before the end of September, when the current extension of the decree is due to expire, adding that the measure is currently still necessary to contain the spread of the disease. He said that the CCSA did discuss a framework of guidelines and the timeline for Thailand’s transition to a post-pandemic era, on the principle that people will be able to co-exist and pursue their normal lives safely in the presence of COVID-19. Chuwit - never one to hide his light under a bushel - was waxing lyrical about his version of the so called "Four Noble Truths" of Buddhism related to suffering. ASEAN NOW notes that this came after the embattled Thai PM - now in power after 8 years of rule following a coup in 2014 - slammed reporters for not knowing about suffering in relation to bizarre comments about the cost of electricity. Even a prominent abbot thought Prayuth the barking general was...er....barking - an English expression meaning mad. Chuwit called the noble truths cleverness. boastfulness, fame and eventual ending in his reference laden comments. He referred to monkeys and tigers who want to swagger and be the leader of the pack. Acknowledged Prayuth's cleverness in lasting so long. Referred to a universal idea to be recognised. But ultimately it all came to an end. Whether that would be the case remained to be seen on Wednesday, he noted. By Editor Vacant land owners in Thailand are being told to make use of their undeveloped land plots to avoid their property being seized under the Land Code Act. The government is able to enforce Section 6 of the law, which allows for the seizure of privately owned vacant land that has been undeveloped for 10 consecutive years. According to the spokesperson, the Land Department’s director-general may seek a court order revoking ownership of documents for unused plots. Since the Land Code went into effect in 1979, there has never been a court order of this nature, according to the Land Department. Nevertheless, landowners are encouraged to utilise their vacant land or lose it. According to the spokesperson, the Interior Ministry has guidelines on how they identify abandoned land plots. The guidelines do not consider fencing a property or paying a land and building tax as utilisation. However, land plots in designated residential areas are not considered abandoned even if no home is built on the property. In January of every year, provincial authorities conduct surveys of land and buildings in their areas to identify what is vacant land and notify owners in three months to speed up their land utilisation. Upon the expiration of the deadline, a provincial committee will decide whether to revoke the lands and declare them state property. The Land Department and the Attorney General’s office will handle the retaking of the property. “So, land owners should inspect and make use of their property. They can check LandsMaps, an application of the Land Department, 24 hours a day,” the spokesperson said. In response to media reports, the government clarified the enforcement of Section 6 of the Land Code to encourage the use of vacant land. The have also offered help to developers on how to buy vacant land. As part of its clarification, the Land Department explains Section 6 and the steps to be taken in the event that unused vacant rural land is discovered. The couple have been involved in a series of divorce related disputes over a considerable period. He was commenting on the latest developments in the Ponzi scandal that is referred to as Forex-3D. He said that Pinky or Salika Chaidech could be looking at a 50,000 year sentence in the case. The case came to light in 2019 and in a recent development Pinky, her mother and brother were ordered held by the Rachadaphisek court on Thursday as they were considered a flight risk. Bail was denied. They are three of 19 defendents in the case awaiting judgment on charges of fraud and computer crime and other matters. Kendo reckoned that with 10,000 claimants defrauded in the case and 5 years for each one that would add up to a possible 50,000 years for Pinky and her relatives. Passengers sitting in a truck’s cabin or its cargo bed will not be subject to the mandatory 2,000-baht fine the Department of Land Transport (DLT) has announced. The transport department was trying to address objections raised over the potential impracticality of the new seat belt law recently-passed Land Transport Act 2022. Above all because the back-row seats in older trucks and cargo beds aren’t typically fitted with seat belts. Jirut Wisanjit, director-general of the DLT, said people should not worry about riding in pickups anymore. As a result, he said, the Royal Thai Police will issue an announcement exempting them from punishment. In the future, however, the law will only allow up to three passengers in the backseats of trucks and six people in the cargo bed. “In practice, we will require manufacturers of all types of trucks to install extra seat belts if we mandate seat belt fastening for passengers,” he said. The deputy national police chief, Pol Gen Damrongsak Kittiprapas, said any pickup truck carrying six or less passengers in its cargo bed must reduce their speed. He also said the Royal Thai Police and the DLT are working together on the new seat belt law. Details on who and what will be excluded from the mandate will be outlined in a later announcement, he said. He also said that the law requiring cars to have child seats will not go into effect until September 5th as there is still more to be done to ensure consumers will not be overburdened. People are filming children in vehicles and by the side of the road making three finger hand gestures encouraging truckers to sound three beeps on their horns. ASEAN NOW notes that this can be seen in the light of the gesture being connected with anti-government protests. Deputy at the RTP Pol Gen Damrongsak Kittipraphat who is in charge of traffic matters said it must stop NOW. It can cause accidents. He said that it was dangerous for children to be beside the road being filmed like this, caused truckers to lose concentration and could cause annoyance and distraction to other road users. He cited 1979 laws saying that beeping of the horn is only allowed when used to avoid accidents. He asked truckers not to comply with requests to beep as they would be breaking the law and could be fined 500 baht. The three finger gesture grew to prominence in 2014 after opposition to the coup mounted by current Thai PM Prayuth Chan-ocha who is still hanging on to power.
