Currently commercial zones are coloured red, high density housing zones orange, medium density is brown and less dense yellow. However Chadchart pointed out that the issue is how to ensure that the city plan determines the direction the metropolis takes instead of how high a building could be in each zone. The shooting occurred in front of NASA Entertainment Centre with Ms.Sunmalee (surname withheld), 38, and Mr. Sukhon, 31, dead while Mr. Surasak, 41, is under treatment for a shoulder gunshot wound. Mr. Sompong, a security guard at the pub, said it was almost closing time when the brawl erupted. A man hit with a bottle walked out of the pub and two other men followed him with one holding a bottle of alcohol in his hand. Industry surveys show travellers are looking for tried and trusted holiday destinations. The success achieved so far by Thailand’s recovering industry is driven by visitors from traditional markets where the country’s nightlife and entertainment sectors have been proven, over the course of the emergency, to be a key factor in the kingdom’s appeal to foreign tourists and the money they leave behind. The country’s tourism chiefs will present a plan to the government in September to extend nightlife opening hours only in select and strictly controlled areas in foreign tourism hotspots in a plan designed to increase tourism earnings and attract more western travellers from the country’s key foreign tourist markets. It comes as tourism has emerged as the key to the ongoing economic recovery this year with a poll of Thai Examiner readers since July showing over 77% warning that plans to take the country’s tourism industry upmarket would be a mistake and a ‘recipe for disaster’ if it went ahead. Figures released on Friday by Thailand’s University of the Thai Chamber of Commerce (UTCC) showed that the country’s Consumer Confidence Index rose for the second month in a row in July to 42.4% from 41.6%. Twenty-eight victims of the Sattahip Mountain B pub fire on August 5th are still being treated in hospitals a week after the blaze, including 11 who are on ventilators, according to the Chon Buri provincial health office. Thirteen patrons of the pub died at the scene of the inferno and four died later in hospital. The health office said that the condition of one of the seriously-burned victims on ventilators, 25-year old Vietnamese citizen Dinh Kim Le, has been steadily improving and doctors will soon take her off the ventilator, but she will remain in hospital under close observation. Thailand’s Natural Resources and Environment Minister Varawut Silpa-archa has ordered park officials to track down a western tourist who was seen, in a widely-shared online post, with a bunch of parrot fish he allegedly caught in the seas off Phi-Phi Leh Island in Hat Noppharat Thara – Mu Ko Phi National Park in the southern province of Krabi. The tourist reportedly checked out of his hotel in haste on Wednesday, after the picture of him with the fish went viral on social media. His whereabouts are currently unknown. Ratchada Suriyakul Na Ayutthaya, director-general of the National Parks, Wildlife and Plant Conservation Department, told Thai PBS today (Friday) that a complaint has already been filed with the police, seeking their help in tracking down the perpetrator and the owner of the boat, which was hired by the tourist for the fishing trip. He said that he has also sought cooperation from tourist and immigration police in finding the tourist. At 7pm last night the media said that nearly two hours of torrential downpours left large areas of the city flooded in both the downtown and business areas. The water could not flow into the Mekong River in time. Worst hit was Apiban Bancha Road in front of the municipal market with 30 cm deep water causing trouble for motorists and shops in the area. The authorities were using large pumps to try and clear the floodwaters into the Mekong where levels were as high as 7 meters. The situation could get worse if there was more rain. Huge volume of water crashes onto car from elevated motorway construction site A motorist narrowly escaped serious injury last night (Thursday) when a huge volume of rainwater, which had accumulated in a large plastic sheet hung on an elevated motorway construction site on the Rama II highway, crashed down onto her car. The water’s impact cracked the windshield of the car being driven by 33-year-old Thichakorn Pothalay. The woman told the police that she was driving to her home in a housing estate in Bang Khun Thian district last night from the Rama II area in the right lane of the Rama II highway. She said that she noticed water dripping from the elevated motorway and, suddenly, a huge amount of water crashed onto her car, forcing her to brake aggressively. They said it was ideal for motorists who love to sit for ages in traffic and go nowhere. Well, perhaps 1km in an hour. They said rain at rush hour time just made matters worse. They published a four minute video that was proof of the torture. And reported that finally after many vehicles gave up and reversed back there was a collision between an SUV and a motorcycle that injured two children. This resulted directly from the reversing back behavior, they claimed. Connecting roads were just as bad they said. Sanook Thai Caption: #farangjapplanokkaew - #farangcatchingparrotfish Thai media Sanook said that Twitter users were calling for the arrest of a foreign man who posted what they called a "brazen video" of himself catching fish in the sea in Thailand. The hashtag #farangjapplanokkaew (caucasian man catching parrot fish) was trending at number one in Thailand. He'd posted a TikTok video. In his right hand hand the media said he had a moray eel. In his left several parrot fish. Netizens said he intended to catch such fish as he had a whole bunch of them. It was no accident, they claimed. Twitter users wanted to know if the boat captain had advised him about what he could and couldn't do while others said he should be aware himself. Many wanted the foreigner's arrest. Many said that parrot fish were an important part of the marine ecosystem especially in their ability to help coral propagate. Sanook noted that parrotfish are not a protected species but it is illegal to fish in national marine parks and take away or hurt animals there. The clip was removed by the foreigner at 6 pm. ASEAN NOW notes that the background to the pictures suggests it may have occurred in Krabi, southern Thailand. Some years ago a Hungarian man who was deported and an Italian got into terrible trouble after filming themselves playing with sea slugs underwater off Koh Phangan. Over the years environment minister Varawut Silpa-archa has reacted swiftly and decisively in such cases. Sanook Thai Caption: Plea to help "Nong Kim" An important story published by Sanook and translated in full by ASEAN NOW brings home the full extent of the tragedy that was last week's fire at the Mountain B pub in Sattahip. It involves a seriously burned young lady from Vietnam who was saved from death by a brave Thai airman who died himself. And shows perhaps all that is good - and bad - in Thailand regarding the response of its people and medical services to such a monumental tragedy. Apinya, 28, is a close friend of Dinh Kim Le, 25, who was severely injured in the fire. She said her friend had been in the country for four years and the Vietnamese national would come and go to Thailand and was living in Sattahip. She is a lively and attractive woman who can speak Thai clearly. Picture: Sanook On the night of the fire last week Kim had called Apinya to invite her to the pub too, but Apinya said she would follow on later. The next thing she heard about was the fire. She tried to contact her on the phone but there was no answer. She rushed to Sirikit Hospital where she saw her dear friend in a pitiful state with 70-80% burns on her body on a gurney outside ER. Medics were frantically running about as 10 terribly burned other victims were waiting in line for treatment. She described how her friend was screaming out in tortured agony. Apinya asked a doctor if she could take her friend elsewhere and the doctor agreed so she took her in her own car to Bangkok Hospital Pattaya. There she had to put a 50,000 baht deposit down before they would accept her friend for treatment. Throughout the next six days Kim was in a bacteria excluding bubble unable to be visited by friends. Apinya was only able to watch the pitiable sight of her friend from behind glass as her eyes remained open while she was on a ventilator. Picture: Sanook Tears rolled down the victim's face as she tried to raise her hand in recognition. She appeared to be trying to say something. In her time in the hospital she racked up a bill of 630,614.80 baht. With costs spiralling out of control Apinya contacted her friend's brother who agreed to try and transfer her to a cheaper state hospital. Ten hospitals refused to help saying they "wouldn't dare to treat her" according to Apinya. Finally yesterday the Queen Savang Vadhana Merorial Hospital in Sri Racha accepted her. Kim's family have paid the Pattaya hospital a further 150,000 baht of the bill there. Apinya said she wants the owner of Mountain B to do more to help and pay the entire bill. So far he has paid 10,000 baht which is obviously nowhere near enough. Apinya noted that her friend is a foreign national so does not have the same rights to care as Thais. Kim's elder sister in Vietnam has set up an appeal there. Kim's story has been headline news in her homeland but her story has not been told in Thailand - until now. All Kim's friends are rallying round and there are plans underway to contact the Vietnamese embassy for assistance. Apinya wanted in put on record the eternal gratitude of friends to the family of commander Phalitdech Chumngern of the Thai air force. Phalit died after bravely pulling Kim from the flames and saving her life before he himself died in the tragedy. ASEAN NOW notes that "Sia B", the Mountain B owner, has been released on bail in the sum of 300,000 baht and has paid 50,000 baht to victims for funeral expenses so far. He faces charges of negligence causing death and not having a licence to operate a pub. This is the first story we have carried noting the amount of money given to an injured person. There are almost forty of those. There are at least 15 deaths though Apinya said Phalitdech was the 17th in the report by Sanook. "Sia B" has promised to do more to help and done plenty of "wai-ing" and making merit outside his burned out facility. In a related story the Labour Ministry made a big song and dance of presenting a large million baht check at a photo-op at the funeral of a brave manager who was killed helping victims in the fire. He was Thai and eligible for work related benefits.
